Sanborn County Commissioners met in regular session on Tuesday, October 15, 2019, at 9:00 a.m. with Chairman Jeff Ebersdorfer presiding. Other members present were: Ray Ohlrogge, Gary Blindauer, Steve Larson, and Paul Larson. Also present was Auditor Diane Larson.  Motion by Blindauer, seconded by Ohlrogge, to approve the minutes as presented. All ayes. Motion carried. 

CITIZENS INPUT

Sherryl Rankin reported on the trapping workshop held on October 12. Very good comments were received.  Paula Linke presented a preliminary plan for adding an addition to the 4-H Building.   

HIGHWAY

Stacy Mendenhall, Highway Superintendent, and Sheri Kogel, Administrative Assistant, met with the board. Matt Tobin, Butler Machinery, presented the option to buy a trailer, which the county has been renting. Motion by Ohlrogge, seconded by S. Larson, to purchase the trailer for $30,944. All ayes.  Motion carried. Much discussion was held on how few people apply for the highway maintenance jobs. One main reason given was the starting wage. Motion by Ohlrogge, seconded by S. Larson, to set the starting wage at $15.00 per hour and to give the existing highway staff a 50 cent an hour raise starting with the October 21 pay period. Mendenhall and Kogel will begin on November 1. All ayes. Motion carried.     

PLAT AND VARIANCE

Penny Farris, Director of Equalization, presented a plat for Morris Brosnan for Brosnan Outlot a Part of the NE/4 of Section 36 Township 108 North, Range 62 West of the 5th P.M., Sanborn County, South Dakota. Motion by P. Larson, seconded by Blindauer, to approve the plat. All ayes. Motion carried.  

INSURANCE

Dennis Mahowald and Marissa Ritter, HUB International, met with the board to discuss health insurance for the county employees.

SUPPLEMENT BUDGET

Motion by P. Larson, seconded by Blindauer, to transfer $6,200.00 from contingency to the courthouse budget to pay for the new tractor used for lawn maintenance and snow removal. All ayes. Motion carried.

Donald Nelson, 91, of Huron, passed away on Sunday, Oct. 13, 2019, at Avantara Huron (formerly SunQuest Healthcare Center) in Huron.

His funeral was Friday, Oct. 18, at the American Lutheran Church in Huron with burial in Carthage. Visitation was one hour prior to the service at the church.

Donald Lyle Nelson was born on March 24, 1928 in Huron to Lionel and Olga (Johnson) Nelson. Don graduated from Carthage High School in 1948. He graduated from Huron College in 1957 with a Bachelor of Arts degree and post graduate from Northern State University.

Don was a high school teacher for 24 years, teaching English, music vocal glee clubs and business education. He taught in Bancroft and Forestburg. He also worked for the Bradfield-Leary Counseling Center, the Dakotaland Museum, the Pyle House, and he taught classical piano as part of the Huron Area Music Teachers Association.

Don was in the Sons of Norway and was their pianist. Don was with the 3rd Infantry Division during the Korean War. Later, he was in the National Guard for 17 years and was honorably discharged with the rank of E-5, Sgt. He was also a member of the American Legion and the VFW.

Don enjoyed his years in the American Lutheran Choir and was a member for 30 years. He also served on the Huron Symphony Board. Don was an accomplished pianist and enjoyed music by Mozart, Chopin, and many more.

Don is survived by his sister-in-law, JoAnne Nelson of Huron; nephews, Gary (Joan) Biever of Iroquois, Craig (Becky) Biever of Huron, Ken Nelson of Plymouth, Minn., Keith Nelson of Plymouth, Minn. and Larry (Terri) Nelson of Minneapolis, Minn.; a niece, Diane (Steve) Soderman of Iroquois; and many cousins and grand nieces and nephews.

Don was preceded in death by his parents; sister, Maxine Biever; brother, Jerry Nelson; a stillborn sister; brother-in-law, Bob Biever; and many friends.

VINCENT EFFLING

Artesian

Vincent Effling, 87, of Artesian, died Tuesday, Oct. 15, 2019, at Avera Queen of Peace Hospital in Mitchell.

Funeral services were held Saturday, Oct. 19, at St. Charles Catholic Church in Artesian. Burial was in Brisbine Cemetery. Visitation was Friday at Bittner Funeral Chapel in Mitchell with a prayer service following.

Vincent Joseph Effling was born on July 16, 1932, in rural Artesian to Joseph and Ellen (Healy) Effling. He was stationed overseas in Germany for the US Army. Vincent married Esther Uttecht on Oct. 11, 1960, at the Notre Dame Chapel in Mitchell. Vince had a love of farming, indicated by his long life on the Effling Century Farm, where he and Esther raised their six children. They enjoyed many family celebrations with a houseful of grandchildren.

Vince was a member of the Artesian American Legion and was a member of the Knights of Columbus for over 50 years. He served on the Afton Township Board from 1967-2016 and on the Artesian-Letcher School Board for many years.

Vince is survived by his wife of 59 years, Esther Effling of Artesian; five daughters, Lisa (Norman) Neugebauer and Rita (Jeff) Miller, both of Mitchell, Bonita (Michael) Feilmeier of Harrisburg, Lori (Lance) Ischen of Brookings, and Pamela (Adam) Zdrilic of Brandon; 18 grandchildren; three great-grandchildren; and his siblings, Irene Casanova of Ramona, John (Shirley) Effling of Clear Lake, Francis (Cleo) Effling and Greg (Sharon) Effling, both of Artesian, and Betty (Daryl) Kurtenbach of Stevens Point, Wis.

He was preceded in death by his son, Leo Effling, on March 18, 2017; his sisters, Mary (Bernard) Muller, Gertrude (Ed) Steilen, and Veronica in infancy; and brother-in-law, Jack Casanova.
