The Town ‘N Kountry Kids Blue Group met on Sunday, Dec. 8, at 4 p.m. at the Letcher Community Center. The 4-H members and families Christmas caroled around Letcher for about one hour before returning to the Community Center for their meeting and Christmas party. Members provided cookies and treats to be made into “goodie trays” for area families. 

The meeting was called to order by President Brady Larson. There were thirty-four youth in attendance. The pledges were led by Ashlee and Brody.  Roll call was  “your favorite thing about Christmas,” starting with the letter ‘A’ and continuing through the alphabet. No secretary’s report was available for the meeting. Payton gave the treasurer’s report. Janet and Roxanne were paid for bills that they had for Fire Safety and Thanksgiving. Delaney Zoss moved to approve the treasurer’s report; Teagan seconded the motion. Club Health Officer Bryce Larson provided tips on “How to stay healthy over the holidays.”  The safety officer’s tip was unavailable.

Committee reports: 

American Education week committee members, Cole and Kelly Wilson, reported on the popcorn and water that was purchased and provided to the Sanborn Central school teachers. 

Thanksgiving meal committee members, Teagen and Memphis Moody, Brady, Bryce and Brooklyn Larson, reported that they put together five meals and placed them at the Courthouse for families in need. Stacy Zoss read a thank you that was received. 

Tree decorating committee members, Ellie and Delaney, reported that they were able to get the tree decorated at the Community Center.  Shay Bechen, Hudson and Ramsey Fouberg reported that they were able to get the tree up and decorated at the courthouse in Woonsocket.  

Old Business:

A reminder that online registration is open for the current 4-H year. If there are questions, please reach out to one of the leaders or call the office. Getting registered online helps the office get important information out to families in a timely manner.

New Business:

Leaders returned the record books to club members as well as premium monies. Club members finished up several thank you notes during the meeting. 

The upcoming shooting sports safety meeting was discussed. Youth interested in shooting sports must attend one of the trainings to participate.   

Steve Zoss shared information about the upcoming “Capital for the Day” opportunity that 4-H members have been invited to.  Brookings and SDSU have invited 4-H members throughout South Dakota to attend Jan. 15 in Pierre. Youth interested must RSVP by Dec. 15 to Audra at the office.  Audra will work with youth to provide a letter for your school administration for an excused absence.  A bus will be provided for transportation. Parent supervision will be requested for young members.  

Steve also shared information about the Teen Leadership program that will be starting for youth 12-18 years of age (seventh through 12th grade).  Youth from Sanborn, Jerald/Buffalo, Aurora, Davison and Beadle counties are invited to attend.  More information to come.  

Sidney gave a report on 4-H camp from this summer.

Delaney gave a demonstration on “Caring for Your Rabbit” and “Rabbit Showmanship.”

Caleb Kneen gave a demonstration on “How to make S’more Cookies.”

The meeting was adjourned.  Youth and families enjoyed a meal hosted by the Christmas Party committee which included Cole and Kelly Wilson, Payton and McKenzie Uecker, and Mason Moody. After finishing the meal, Ellie organized the gift exchange.

The next meeting is scheduled for  Jan. 4, 2020, at the Letcher Community center.

Beverly Wire

Mitchell

Beverly Joyce Wire, 89, of Mitchell, died Thursday, Dec. 19, 2019, in Edgewood Memory Care under hospice care, in Mitchell.

Funeral services will be 10:30 a.m. on Saturday, Dec. 28, at First Presbyterian Church in Mitchell. Burial will be at Graceland Cemetery in Mitchell. Visitation will be from 5-7 p.m., Friday, Dec. 27, at Bittner Funeral Chapel, with a 6:30 p.m. prayer service.

Beverly Joyce Wire was born Feb. 13, 1930, to Etta (Foster) and Allen Poling in Fulton. She grew up and attended Manley County School and graduated from Fedora High School. She married Delton Wire on March 20, 1949, in Fedora.

Bev and Del raised their two children, Lynn and Van, first in Fedora, then moved to Sioux Falls for a short time before settling in Mitchell in 1960.

Bev was a loving wife, mother, and grandmother. Before she was married, she worked in the office at Methodist Hospital. She was a stay-at-home mom until her children left home, and then worked at the Mitchell Chamber of Commerce for 13 years. She was very active in the First Presbyterian Church as an Elder, Deacon, and served on many committees. She enjoyed the Red Hatters and playing card games, especially bridge.

Bev is survived by her daughter, Lynn Kane (Paul) of Champaign, Ill.; son, Van Wire (Kathy) of Mitchell; one grandson; one step-grandson; brother, Wesley Poling of Buffalo, Texas; sister-in-law, Sonja Poling of Phoenix, Ariz.; and several nieces and nephews.

She was preceded in death by her husband, Delton Wire; sister, Bonney (Bill) Case; brother, Stanley Poling; mother, Etta Poling; and father, Allen Poling.

Sanborn County Commissioners met in regular session on Tuesday, December 17, 2019, at 9:00 a.m. with Chairman Jeff Ebersdorfer presiding. Other members present were: Ray Ohlrogge, Gary Blindauer, Steve Larson, and Paul Larson. Also present was Auditor Diane Larson. Motion by Ohlrogge, seconded by P. Larson, to approve the minutes as presented. All ayes. Motion carried. 

4-H ADVISOR

Audra Scheel, 4-H Advisor met with the board to give her annual report.  Many of the programs are growing.  Not only do the 4-H members benefit from these programs but also the other youth in the county.    

HIGHWAY

Stacy Mendenhall, Highway Superintendent, and Sheri Kogel, Administrative Assistant, met with the board.

BRIDGE IMPROVEMENT GRANT PROGRAM RESOLUTION AUTHORIZING SUBMISSION OF APPLICATIONS

WHEREAS, Sanborn County wishes to submit an application for consideration of award for the Bridge Improvement Grant Program: STRUCTURE NUMBER AND LOCATION:

56-190-056, County Road 24-0, 1.5 miles West and 7.5 miles North of Artesian

And WHEREAS, Sanborn County certifies that the project is listed in the county’s Five-Year County Highway and Bridge Improvement Plan;

And WHEREAS, Sanborn County agrees to pay the 20 percent match on the Bridge Improvement Grant Funds;

And WHEREAS, Sanborn County hereby authorizes the Bridge Improvement Grant application and any required funding commitments.

NOW THEREFORE BE IT RESOLVED:

That the South Dakota Department of Transportation be and hereby is requested to accept the attached Bridge Improvement Grant application.

4-H YOUTH ADVISOR CONTRACT

Auditor Larson presented the contract between the Sanborn County Commission and SDSU Extension for the year 2020 for the 4-H Advisor. The Advisor will work 30 percent of time for $6,186.30 for the year.  Motion by S. Larson, seconded by Blindauer, to enter this contract.  All ayes.  Motion carried. 

VICTIMS ADVOCATE CONTRACT

Auditor Larson presented the Intergovernmental Agreement for the Victim Witness Coordinator with eleven counties for the year 2020.   Sanborn County’s share is $4,550. Motion by Blindauer, seconded by Ohlrogge, to enter this agreement.  All ayes. Motion carried.

PUETZ CONSTRUCTION 

Herm Harmon and Jon Schmitz, Puetz Construction, met with the board.  An alternative to constructing an elevator was discussed.  Puetz will do some plans and get back to the county in February.

LAKE COUNTY INMATE HOUSING

Auditor Larson presented an agreement with Lake County Sheriff’s Office for inmate housing for the year January 1, 2020, to December 31, 2020, for $75.00 per prisoner-day. Motion by S. Larson, seconded by P. Larson, to enter this contract. All ayes. Motion carried.

DRAINAGE BOARD

The decision was made to advertise for drainage board members in the Sanborn Weekly Journal. A member will be appointed at the December 30, 2019, meeting.

SURPLUS

Motion by S. Larson, seconded by P. Larson, to declare a Dual Gigabit Router surplus. Being worth less than $500 the board accepted a bid of $50.00 for the router. All ayes. Motion carried.  

Ebersdorfer left the meeting at 11:45 a.m.
