Chelsea Klaas and Chad Abrahamson of South Bend, Ind. announce their engagement.
Parents of the bride are Tim and Lynn Klaas, Woonsocket, and Susan and Jeff Larson, Mitchell. Parents of the groom are Richard and Beth Abrahamson, Oldham.
Klaas is a graduate of South Dakota State University with a bachelor’s degree in ag business and a graduate of The University of South Dakota with a master’s degree in business administration. She is currently employed with Spartan Insurance Agency in Ithaca, Mich. and Advanced Farm Marketing in Lafayette, Ind.
Abrahamson is a graduate of South Dakota State University with a bachelor’s degree in mechanical engineering and a master’s degree in mechanical engineering. He is currently employed with Chore-Time Brock, Inc. in Milford, Ind.
A May 23 wedding is planned in Mitchell.

Resolution for Opt-Out
The governing board of Twin Lake Township does state that the above said board is unable to operate under the tax limitation measure currently in statute. We therefore OPT-OUT of such tax limitation in the amount of $14,500 starting with calendar year 2014 taxes payable in the calendar year 2015. This opt-out will be for 10 (ten) years, which will be through taxes payable in the calendar year 2025. This action has been taken by the board and approved by at least a two-thirds vote of the board.
This decision may be referred to a vote of the people upon a petition signed by at least five percent of the registered voters in the district and filed with the governing body within twenty days of the first publication of this decision.
Unless this action is referred to a vote of the people and reversed by such vote, this resolution authorizes the county auditor to spread an excess levy to raise tax dollars in the above stated amount.

AN ORDINANCE RELATING TO EXOTIC OR FARM ANIMALS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ARTESIAN, SOUTH DAKOTA.
1. Ordinance No. 2014-2 shall be added to read as follows, to-wit:
A. Farm or any other exotic animals prohibited from this date forward.  It shall be unlawful for any person who is the owner, keeper, bailee, or in possession of or the harborer of any horse, donkey, sheep, chicken, rabbit, cattle, duck, goat, geese, hog, llama, or any other exotic or farm animal of any kind, to keep, maintain or have in their possession or under their control within the city.   Current farm or any other exotic animals prohibited from this date forward entering any farther into the City limits.
2. Penalty.  Any person violating any of the provisions of this Chapter, shall, upon a first conviction thereof, be punished by a fine of One Hundred Dollars ($100); upon a second conviction, a fine of Two Hundred Fifty Dollars ($250) and upon a third conviction, a fine of Five Hundred Dollars ($500) and up to thirty (30) days in jail.
This Ordinance shall take effect and be in force from and after its passage, approval and publication.
