The Artesian First Lutheran Quilters met on Monday evening, Nov. 14 at 7 p.m. at the church. Those attending were: Deanna Dean, Judi Larson, Jane Marten, Terry Moore and Judy Wormstadt. Seven quilts were tied, and three were layered up and are now ready to be tied. Devotions, coffee and Terry’s yummy chocolate chip cookies were shared by the gals. The group’s goal is to complete numerous baby quilts for the Plus One Project in Huron and several other quilts for other groups in need in the area before Christmas.  Donations of fabric, blankets, mattress pads and sheets are always welcome. The group especially needs flat sheets to be used for quilt backs. If you have anything you would like to donate, please contact Deanna Dean or Judy Wormstadt.

The Letcher American Legion Auxiliary met Nov. 14. The meeting was called to order by President Sandi Ruml with four members answering roll call: Sandi Ruml, Edith Moe, Pat Nelson and Kathy Northrup.
There were no minutes. The treasurer’s report was read and accepted.
President Ruml read a letter from District President Linda Holmes. The mid-winter conference will be held in Chamberlain/Oacoma, Feb. 10–12.
There was discussion about having a sew-a-thon to make supplies for veterans. This was tabled until after the new year.
Northrup will order 25 pounds of peanuts for the Santa bags. These bags will be filled on Dec. 7 at 11:30 a.m. before senior cards.
Santa will visit at the Letcher Community Hall on Dec. 10 at 6 p.m. There will be BBQ sandwiches and pie for sale also at 6 p.m. Turkey bingo will follow at 7 p.m.
Veteran Christmas stockings will be filled with goodies and sent to Hot Springs by Dec. 8.
Please remember to get your dues paid by the end of the year. You can send them to Kathy Northrup or Sandi Ruml.
The next meeting will be Dec. 12 at 6 p.m. This will be the annual Christmas party with a potluck supper and card bingo. Auxiliary member should bring a $5 gift to exchange between auxiliary members.

AGENCY: Rural Utility Systems (RUS), USDA
ACTION: Notice of Availability of an Environmental Assessment
SUMMARY: Notice is hereby given that the RUS, as required by the National Environmental Policy Act, is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by Kingbrook Rural Water System (KRWS), of Arlington, S.D. The proposal is for construction of Adding new users and making improvements to the existing system. The area impacted is Clark, Hamlin, Brookings, Kingsbury, Beadle, Sanborn, Miner, Lake, McCook, Moody and Minnehaha counties. KRWS has submitted an application to RUS for funding of the proposal.

SUPPLEMENTARY INFORMATION: KRWS proposes to add 230 new service locations, this will include 160 miles of pipeline, one new pump station and one new ground storage tank at the DeSmet Treatment Plant.
DGR Engineering, an environmental consultant, prepared an environmental assessment for RUS that describes the project, assesses the proposed project’s environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects. RUS has conducted an independent evaluation of the environmental assessment and believes that it accurately assesses the impacts of the proposed project. No significant impacts are expected as a result of the construction of the project.
Questions and comments should be sent to RUS at the address provided. RUS will accept questions and comments on the environmental assessment for 20 days from the date of publication of this notice.
Any final action by RUS related to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal environmental laws and regulations and completion of environmental review procedures as prescribed by 7 CFR Part 1970, Environmental Policies and Procedures.
