First Lutheran Quilters met Wednesday, March 2, at 7 p.m. at the church with 14 quilters working on various quilting steps for the projects.
Guest quilter, Terry Moore, brought a hand-embroidered baby quilt that she is working on for her new baby grandson and showed it to the group.  How beautiful it is! Other guest quilters were Jane Marten and Patt Howe and her children, Tapanga, Joshua and Mark.
Four quilts were tied, two quilts layered and blocks arranged for five quilts. The young girls cut and arranged blocks and sewed rows for their baby quilts.
The WWTS (Walking With the Savior) youth group decided to spend some of the Penny Power money on the Plus One Project in Huron.  This project provides baby items for young expectant moms who are in need.  The baby quilts that the young girls have sewn will be donated to the project and other baby items will be purchased to put with them.
Church gals attending on Wednesday were: Jerolyn, Deanna and Casady Dean, Judy and Kara Wormstadt, Jaslyn Swearingen, and Alya and Destiny Moe.

Mayor Chada called the meeting to order at the new city office (former library) with Ackman, Hoffman, Knutson, and Meier in attendance.  M. Sonne also met with the board.
Mr. Sonne discussed with the board his understanding of the Noteboom use of the water tower.  It was decided to ask the list serve what other communities receive and a copy of their lease agreements.
Reports:
WATER/SEWER – Ackman confirmed a couple of services with the board.  Receivables were also discussed.
Streets – Hoffman will check on the blading for 2015 bill.
Community Center – It was decided that the future meetings will be held at the new office, formerly the library.
A motion was made by Knutson, seconded by Hoffman, carried, to approve both sets of minutes as read.

Old Business:  The Legion lease was signed and delivered.
A letter to Bucher informing him that his services were no longer needed was approved.
Public rent for the Community Center was tabled.
A motion by Knutson, seconded by Hoffman, carried, to increase the Fire Reserve rent to $4,200 per year.
Discussion was also held on the town no longer serving as the treasurer. A motion was made by Knutson, seconded by Hoffman, carried, to inform the Reserve of this at their annual meeting.
New Business: The list of authorized chargers at Menards was reviewed and approved.
A motion by Hoffman, seconded by Knutson, carried, to not join the SD Association of Towns and Townships.
District III street survey was completed and filed.
Discussion was held on office updates and needs.
Several correspondence items were presented to the board.

The Sanborn County Commissioners met in regular session on Tuesday, March 1, 2016, at 9:00 a.m. with Chairman Ebersdorfer presiding.  Other members present were P. Larson, S. Larson, Blindauer, and Ohlrogge.  Auditor Larson was also present.   Motion by Ohlrogge, seconded by S. Larson, to accept the minutes as presented.  All ayes.  Motion carried.
HIGHWAY
Lee Goergen, Highway Superintendent/Weed Supervisor met with the board. Jeremy Hempal and Shawn Rohrich, representatives from Sheehan Mack, presented a proposal for a new truck.  The board will take this under consideration.
Motion by Blindauer, seconded by P. Larson, to approve the following resolution:
BRIDGE REINSPECTION PROGRAM RESOLUTION FOR USE WITH SDDOT RETAINER CONTRACTS
WHEREAS, Title 23, Section 151, United States Code and Title 23, Part 650, Subpart C, Code of Federal Regulations, requires initial inspection of all bridges and reinspection at intervals not to exceed two years with the exception of reinforced concrete box culverts that meet specific criteria.  These culverts are reinspected at intervals not to exceed four years.
THEREFORE, Sanborn County is desirous of participating in the Bridge Inspection Program using Bridge Replacement funds. The County requests SDDOT to hire Brosz Engineering for the inspection work.  SDDOT will secure federal approvals, make payments to the Consulting Engineer for inspection services rendered, and bill the County for 20 percent of the cost. The County will be responsible for the required 20 percent matching funds.

On March 15, the board will let bids for needs of the highway department.
Motion by Ohlrogge, seconded by Blindauer, to purchase culverts off of the Beadle County bid.  All ayes.  Motion carried.
Motion by Blindauer, seconded by Ohlrogge, to approve the following resolution:
Sanborn County Weight Limit Enforcement Resolution #16-04
WHEREAS, seasonal climatic changes can be detrimental to our highways, and
WHEREAS, the Sanborn County Board of County Commissioners, desires to protect existing Sanborn County Highways, ultimately saving the tax dollars, and,
WHEREAS, the Sanborn County Board of County Commissioners, desire the enforcement of weight limitations and speed limits on Sanborn County roads and bridges as set forth and posted by the Sanborn County Highway Superintendent.
NOW THEREFORE BE IT RESOLVED, that the South Dakota Highway Patrol be and hereby is authorized and requested to enforce weight limitations and speed limits on Sanborn County roads and bridges.
BE IT FURTHER RESOLVED that the penalty for the violation of the load restrictions shall be as set forth in SDCL 32-22-55.

ORDINANCE NO. 2016-01
Motion by Blindauer, seconded by P. Larson, to approve the first reading of Ordinance No. 2016-01 An Ordinance Combining the Offices of County Sheriff and County Coroner.  All ayes.  Motion carried.
WIND TOWERS
At 10:00 a.m. the Planning and Zoning Board joined the meeting. Also present were Harvey Fouberg, Jeff Larson, States Attorney, and Hillary Lutter, Sanborn Weekly Journal. Brian McGinnis from Planning and Developing District III joined by conference call. Cody Juhl of Juhl Energy discussed a proposed wind farm to be built south of Letcher, which would consist of nine towers. Juhl stressed that this was an informational meeting. Land owners need to be contacted.  The next step is the permitting process. McGinnis explained the process for such a project and the ordinances that can be put in place to protect the county.  Juhl will be in contact with the county for the next step. He encouraged anyone who had questions to contact him.
