Sanborn County Commissioners met in regular session on Tuesday, February 2, 2016, at 9:00 a.m. with Chairman Ebersdorfer presiding.  Other members present were P. Larson, S. Larson, and Blindauer.  Absent was Ohlrogge.  Auditor Larson was also present.   Motion by Blindauer, seconded by S. Larson, to accept the minutes as presented.  All ayes.  Motion carried.
County Health Nurse
Marla Feistner, County Health Nurse, met with the board to give her quarterly report for October, November, and December.
HIGHWAY
Lee Goergen, Highway Superintendent/Weed Supervisor, presented an agreement with the Department of Transportation for striping the roads.  Motion by S. Larson, seconded by P. Larson, to enter into agreement P 000S(00)012 PCN 03DJ for 2016 County Striping Program.  All ayes.  Motion carried.
MITIGATION
Jason Coenen, Emergency Management Director, requested to be the Applicant  Agent for the purpose of signing documents and assuring the completion of all application documents for the Hazard Mitigation Grant Program.  Motion by S. Larson, seconded by Blindauer, to approve the following resolution:
RESOLUTION APPOINTMENT OF APPLICANT AGENT FOR THE HAZARD MITIGATION GRANT PROGRAM (HMGP)
WHEREAS, Sanborn County is submitting a Hazard Mitigation Grant project to the Federal Emergency Management Agency and the State of South Dakota; and
WHEREAS, Sanborn County is required to appoint an Applicant Agent for the purpose of signing documents and assuring the completion of all application documents;
NOW THEREFORE BE IT RESOLVED that Sanborn County appoints Jason Coenen as the authorized Applicant Agent.

ABATE TAXES
Auditor Larson presented a request for abatement of taxes for Mike Kilcoin on a mobile home which was destroyed in March of 2015.  Motion by Blindauer, seconded by P. Larson, to abate the taxes in the amount of $179.14.  All ayes.  Motion carried.

Mayor Chada called the meeting to order with Hoffman and Knutson in attendance.
A motion was made by Knutson, seconded by Hoffman, carried, to approve the December minutes as read.
A motion was made by Hoffman, seconded by Knutson, carried, to approve the financials as presented.
Old Business:  The new office is ready to move into.  All library books have been given away.
New Business:  A meeting to discuss nuisances with the county commissioners will be held on January 19th at 10:00 a.m.
Discussion was held about nuisances around town.
Discussion was held on letter of interest and resumes from two applicants for the finance officer position.
A motion was made by Knutson, seconded by Hoffman, carried, to offer the finance officer position to Angie Meier.
A motion by Knutson, seconded by Hoffman, carried, to leave all wages the same as last year:
Mayor $65/meeting, Trustee $60/meeting, W/S Superintendent $500/month, mileage reimbursement $.55/mile, Lost time $15/hour, F/O $850/month – rent $200/month -$600/annual report – $12/hour extra office, Grounds $10/hour, W/S and grounds, West Nile $75/person a time and $.55/mile.
