An ordinance amending the Sanborn County Zoning Ordinance. Be it ordained by the Sanborn County Commission that in order to protect the public health, safety, and general welfare of the County, the Board of County Commissions hereby amends the Sanborn County Zoning ordinance as follows:
Accessory Building – A subordinate building, the use of which is purely incidental to the main building, is less than one thousand two hundred (1,200) square feet with a side wall height of no greater than
fourteen (14) feet, and is unattached from the principal building at least ten (10) feet. Accessory buildings shall comply with the yard requirements of an R-2 District no matter the structures location within the community
Large Accessory Building – A subordinate building, the use of which is purely incidental to the main building, is less than two thousand four hundred (2,400) square feet with a side wall height of no greater than fourteen (14) feet, and is unattached from the principal building at least ten (10) feet. Storage Building – A building or portion of a building which is designed or used for the sheltering of motor vehicles, equipment, materials and other related items in which there are no facilities for repairing or servicing of such vehicles for remuneration. All such structures shall be no larger than one thousand two hundred (1,200) square feet with a side wall height of no greater than fourteen (14) feet. Said structures shall comply with the yard requirements of an R-2 District no matter the structures location within the community.
Large Storage Building – A building or portion of a building which is designed or used for the sheltering of motor vehicles, equipment, materials and other related items in which there are no facilities for repairing or servicing of such vehicles for remuneration. All such structures shall be no larger than two thousand four hundred (2,400) square feet with a side wall height of no greater than fourteen (14) feet. Said structures shall comply with the yard requirements of an R-2 District no matter the structures location within the community
Garage – An accessory building or portion of a building including a carport which is designed or used for the sheltering of private motor vehicles and the storage of household equipment incidental to the residential occupancy and in which there are no facilities for repairing or servicing of such vehicles for remuneration or commercial use. All detached garages shall be no larger than one thousand two hundred (1,200) square feet with a side wall height of no greater than fourteen (14) feet. Garages shall be unattached from the principal building at least ten (10) feet. Garages shall comply with the yard requirements of an R-2 District no matter the structures location within the community

1. No accessory buildings, garages, or storage buildings shall be erected in any defined setback and no separate accessory building shall be erected within five (5) feet of any other building.
2. All steel accessory buildings, garages, and storage buildings shall be made of colored steel, including the roofs. Galvanized steel will not be allowed. (Amended December 2012)
3. All Buildings shall include an overhang complete with enclosed soffit of no less than twelve (12) inches of depth as measured at a ninety (90) degree angle from the exterior wall.
4. All Buildings allowed as Conditional Uses shall be no larger than two thousand four hundred (2,400) square feet in area with a sidewall height of no greater than fourteen (14) feet.

The tax roll was reviewed, with no appeals presented.
A motion was made by Knutson, seconded by Hoffman, carried, to adjourn at 9:00 p.m.

Unapproved Minutes - April 5, 2017

The Town of Artesian Council met on April 5, 2017, in regular session at the Artesian Community Center. Council Member K. Effling called the meeting to order with Council Member C. Danek, Council Member S. Richard,  T. Fridley and Finance Officer G. Effling present.
The minutes of the March 1, 2017 meeting were read; motion to approve by Richard, second by Danek, motion carried.  Finance Officer Reports were read; motion to approve by Danek, seconded by Richard,  motion carried.  The following vouchers were presented for the month.

Committee Reports:
Streets – No change from previous month.  Discussion on gravel.
Lagoon – Discussion was held.  Blow out/smoking the sewer system was discussed and scheduled sometime in June 2017.
Drainage within city limits – Discussed.
City dumpgrounds – Only items permitted are trees, leaves and lawn clippings. No dumping of any metal items is permitted on the tennis court area and no discarded household items are permitted at the city dump, ex. sofas, sofa sleepers, mattresses or other household rubbish.
Parks – The City received an ALM grant and discussion was held on the current playground equipment. Playground equipment may need to be sold because of safety regulations for commercial, items may be put up for bids. City invoices were discussed.
New Business:
Discussion on West Nile Virus Prevention grant.
Malt beverage license for the Longbranch was discussed.  Danek made a motion, seconded by Richard, to approve the renewal of license.
There being no further business brought before the council, meeting adjourned. The next regular meeting is scheduled for May 3, 2017, at the Community Center – 7:30 p.m.
