The Sanborn County Commissioners met in regular session on Tuesday, January 8, 2013, at 9:00 a.m. with Vice-Chairman Ohlrogge presiding. Other members present were: P. Larson, S. Larson, Blindauer and Ebersdorfer. Motion by S. Larson, seconded by Ohlrogge, to approve the minutes as presented. Motion carried. Paul Larson was given the oath of office.
This being the annual reorganization of the Board of County Commissioners, the county auditor called for nominations for chairman of the board.  Ray Ohlrogge nominated Jeff Ebersdorfer, seconded by Gary Blindauer. Ohlrogge made a motion nominations cease, seconded by Blindauer. Motion carried. Chairman Ebersdorfer called for nominations for vice-chairman. S. Larson nominated Ray Ohlrogge, seconded by Blindauer. S. Larson made a motion nominations cease, seconded by Blindauer.  Motion carried.
Lee Goergen, Highway Superintendent/Weed Supervisor, met with the board to discuss plans for the new year.
Mark Meyer, Director of Equalization, presented a plat for Jeff Hinker which consisted of a Plat of Briggs Tracts A and B in Government Lot 1 in the NW/4 of the NW/4 of Section 30; and Briggs Tracts C and D in Government Lot 2 in the SW/4 of Section 30 all in T 107 N, R 60 W of the 5th P.M., Sanborn County, South Dakota.
By recommendation of the Planning and Zoning Board, motion by S. Larson, seconded by P. Larson, to approve the plat.  Motion carried.  By recommendation of the Planning and Zoning Board, motion by S. Larson, seconded by Blindauer, to appoint Myron Sonne to a two-year term on the Planning and Zoning Board.   Motion carried.
Chairman Ebersdorfer  made the following appointments: Mental Health and Drug/Alcohol Board, Paul Larson; 4-H Advisory Board, Steve Larson; District III, Ray Ohlrogge; Sanborn Co. Rural Development, Jeff Ebersdorfer; County Planner, Mark Meyer; Economic Development Board, Ray Ohlrogge; RC&D Board, Jeff Ebersdorfer; SD Housing Authority Board, Jeff Ebersdorfer; Planning and Zoning, Ray Ohlrogge; and Drainage Board, Gary Blindauer.  It was moved by Ohlrogge, seconded by P.  Larson, to approve the appointments. Motion carried
It was moved by Blindauer, seconded by P.  Larson, to establish a cost of $1,800.00, plus grave opening and $.75 per mile, for a county burial.  Motion carried.
It was moved by S. Larson, seconded by Blindauer, that the following places be designated for holding chattel mortgage sales in Sanborn County for 2013: The front door of the courthouse, City of Woonsocket; between Block Four and Five, Original Plat, Town of Letcher; and the public street on the north side of the CorTrust Bank, City of Artesian. All members voted yes.  Motion carried.
It was moved by P. Larson, seconded by Ohlrogge, to designate CorTrust Bank of Artesian, First National Bank South Dakota, Edward Jones of Mitchell, Dakotaland Federal Credit Union, and SD Public Funds Investment Trust (FIT) as legal depositories and the Sanborn Weekly Journal as the legal newspaper.  Motion carried.
It was moved by S. Larson, seconded by P. Larson, to approve expenses for county commissioners, county officials, and county employees to attend all scheduled meetings pertaining to county business for 2013.  All members voted yes.  Motion carried.
It was moved by Ohlrogge, seconded by Blindauer, to pay bills at each regular meeting as needed. Motion carried.
It was moved by Blindauer, seconded by S. Larson, to set mileage and meals at state rates.  Motion carried.
It was moved by Ohlrogge, seconded by P. Larson, to set wage of election workers at $125.00 plus mileage per day and to pay $35.00 plus mileage for school of instruction, if attended.  Motion carried.
It was moved S. Larson, seconded by Blindauer, to declare old iron, used bridge planks, old culverts, used tires and old parts as surplus with maximum value of $500.00.  Motion carried.
It was moved by Blindauer, seconded by Ohlrogge, to use the state bid list for county purchases.  Motion carried.
Motion by Blindauer, seconded by Ohlrogge, to set the commissioners’ salary at $6,500.00 annually plus insurance.  Motion carried.
It was moved by Blindauer, seconded by S. Larson, to set fee for coroner inquest at $100.00 per case.  Motion carried.
It was moved by Ohlrogge, seconded by P. Larson, to appoint Ernest Anderson and Jason Coenen to share the appointment of Emergency Management Director. Motion carried.
It was moved by S. Larson, seconded by Blindauer, to establish four (4) or less voting precincts.  Motion carried.
Precincts will be as follows:
Precinct #1: Afton, Floyd, Benedict, Oneida, Artesian City, Diana, Union, Ravenna – Artesian Community Center;
Precinct #2: Butler, Letcher, Letcher City, Logan and Elliott – Letcher Community Center;
Precinct #4: Jackson, Twin Lake, Woonsocket Township, Silver Creek Township, Ward 2 – Woonsocket Community Center;
Precinct #5: Wards 1 and 3, Warren Township – Woonsocket Community Center ;
It was moved by Blindauer, seconded by Ohlrogge, to set board wages for zoning, extension, weed and drainage at $45.00 per diem plus mileage.  Motion carried.
It was moved by Blindauer, seconded by Ohlrogge, to pay Mary Collins $400 per year for service at the 4-H Building.  Motion carried.
By agreement of the board the annual meeting with townships and towns will be on Tuesday, February 19, 2013 at 1:30 p.m. in the 4-H Building.
Motion by Blindauer, seconded by S. Larson, to set the wage for part-time help for the Register of Deeds, Treasurer, Auditor, Bus, Sheriff’s Office, and Janitor at $8.50  per hour and the wage for matron or guard for the sheriff  at $8.50 per hour. Motion carried.
Motion by S. Larson, seconded by Ohlrogge, to continue the contract with Beadle County for the Veterans Service Officer in the amount of $7,500.00 yearly. Motion carried.
Motion by P. Larson, seconded by Blindauer, that the Register of Deeds will submit the money collected in that office each month to the Treasurer by the 20th of the following month and the Sheriff by the 15th. Motion carried.

The regular meeting of the Woonsocket City Council was called to order by Mayor Lindy Peterson at 7:00 p.m. Monday, January 7, 2013 in the Woonsocket City Council Room with the following members present: Richard Reider, Richard Regynski, John Ames, Don Schmidt, Brandon Goergen and Jim Steichen.

Why do we have people who shoot into crowds of random strangers? What’s wrong with them? Why didn’t this sort of mass-slaughter happen 100 years ago?
One hundred years ago everybody was too busy with menial labor to dwell on their own oddness. Think about it… It was damn tough to get shunned when everyone is milking cows by hand. Putting in 16-hour days in the sweatshop didn’t exactly expose one to all the things in life you miss out on because everybody else is in the same boat.
This must be a hard era to not be able to connect with people? Never in history has so much leisure time been available. I’d venture the average urban dweller spends 100 hours or more per week shooting the breeze with co-workers and friends. The gap between those who can’t relate to people is so wide.
I was in high school 20 years ago and all anybody did was pick on the odd kid. There was TOO much spare time when I was in school. After graduation though, it wasn’t like that anymore. It was long days of manual labor without text messages or e-mail or internet or Facebook or cable television. Those days are long gone. Now it seems life is perpetual high school were nobody has anything to do except determine who is cool and who is not. In the Facebook world, life is an endless popularity contest.
I’m not being critical of today’s society at all. Besides, I’m not going to change it. That said, it’s my opinion that the likelihood of somebody with that neurological disorder losing their nut is dramatically higher given loads of leisure time. The media makes some sort of fame out of them. The President gives you a speech, interrupting the Packers telecast no less, all about this thing you did when you went off the deep end.
Unless we go back to a laborious society, I think people who tend to find numbers and statistics their only friends are gonna nut out more and more. It seems like the common thread with these guys who decide to shoot mass bullets into crowds of random strangers is that they can’t make friends, they tend to repeat themselves and they seem to like math. Clearly they have a neurological disorder that makes them bizarrely and freakishly gifted in some area of expertise, but inter-personal communication isn’t one of them. From what I’ve read about mass-shooters is that they don’t know how or when to laugh. They can’t empathize with other people’s feelings.
In my opinion the treatment for people with this neurological disorder is constant work. Keep them occupied. I think they need to stay busy or they degenerate. Also the idleness gives them time to reflect on their oddness. I can see how a person with this ailment who is an accountant would be very productive. Right up until the point they join some chat room. Then their lack of ability to communicate gets them off-track in their own home or office.
One place that brings out the worst in people who lack ability to communicate and to laugh is school. I think it’s all the interaction with the catch-phrases and modern lingo, pop culture, etc. It’s like the Hunchback of Notre Dame working at a Vegas nightclub. Just a reminder of what you are not. School plus time is a combination that’s pretty tough on anybody who is naturally socially awkward.
My guess is this sort of person going postal will happen more and more because they have increasing levels of free time. We need to be prepared and armed at all times, because you never know when somebody like that is going to strike next.
