NOTICE OF AUDIT

OF THE FISCAL AFFAIRS OF THE WOONSOCKET SCHOOL DISTRICT NO. 55-4

Notice is hereby given that the Woonsocket School District No. 55-4, Sanborn County, South Dakota, has been audited by Schoenfish & Co., Inc. Certified Public Accountants,  Parkston, South Dakota, for the year ended June 30, 2012. A detailed report thereon is available for public inspection, during normal business hours, at the business office of the School District, and also available at the Department of Legislative Audit in Pierre, South Dakota or on the Department of Legislative Audit Web site at http://www.state.sd.us/legislativeaudit/Reports/reports_all.htm.
The following finding and recommendation provides a brief description of material weaknesses in internal control, legal noncompliance and other matters that are described in more detail in the audit report.
Finding:
The School District borrowed money on a promissory note with terms contrary to state statute. This is the fourth consecutive audit in which a similar deficiency has occurred.
Recommendation:
We recommend that borrowings of the School District be limited to the terms of state statute.
The report contains the auditor’s findings and recommendations concerning less significant deficiencies in internal control at the School District.

The Sanborn County Commissioners met in regular session on Tuesday, July 16, 2013, at 9:00 a.m. with Chairman Ebersdorfer presiding.  Other members present were: P. Larson, Blindauer, Ohlrogge and S. Larson. Also present was Deputy Auditor Regynski.  Motion by S. Larson, seconded by Ohlrogge, to approve the July 2, 2013, minutes as presented.  Motion carried.
SHERIFF
Sheriff Fridley met with the Board. Discussion was held regarding alternate power to the third floor in case of power failure. Ohlrogge reported an estimate of $25,000. Grant funds will be researched.   Matter tabled until end of the year.
COUNTY HEALTH NURSE
Marla Feistner, County Health Nurse, met with the Board to give her quarterly report.
HIGHWAY
Lee Goergen, Highway Supervisor/Weed Supervisor, met with the Board. Goergen reported an updated estimate of $11,916.00 not including  wiring for the fuel card pump at the highway shed. Goergen will proceed with the process.  Because of the many complaints received about the new signage that has been installed around the county, Ron Gillen from Brosz Engineering and possibly representation from Pierre will meet with the board at 10:00 a.m. on August 6th. The township boards and any other interested people are encouraged to attend.
CHUCK PEER
Discussion was held on the bridge on 416th Avenue, 1/4 mile north of 230th Street.  The bridge has been barricaded due to deterioration and can’t be repaired. Goergen reported the expense to replace the bridge is too great for the county. The board recommends closing the road which must be a township decision. No action was taken.
DITCH 21
Darren Swenson and Dale Swenson met with the Board. They are still waiting for the railroad to get back to them.
DITCH 14
An estimate from Claude Miller to clean Ditch 14 in the amount of $1,800 was received. A culvert on Mark Snedeker’s land, which is on Ditch 14, also needs lowered. The new culvert plus installing is estimated at $5,000. Motion by Ohlrogge, seconded by P. Larson, to clean Ditch 14 and put in a 48-inch  culvert. Motion carried.
POLICY CHANGE
Discussion was held regarding the personnel policy regarding pre-employment physicals for new employees. Motion by S. Larson, seconded by Ohlrogge, to amend Section VI, E. (2) of the policy manual to read: “The physical examination required will be the Commercial Driver Fitness Determination.”  Motion carried.

Marilyn J. Henry

New Prague, Minn.

Marilyn J. Henry, age 73, of New Prague,Minn., died on Saturday, July 20, 2013 in the St. Gertrudes Health and Rehabilitation Center, Shakopee, Minn.
Funeral Services were on Wednesday, July 31, at 11 a.m. at Holy Trinity Lutheran Church, New Prague. Visitation was Tuesday, July 30, at the Bruzek Funeral Home from 5-7 p.m, and one hour prior to services at the church.  Burial was in Czech National Cemetery, New Prague, with Rev. Erick Thompson officiating the services.
Marilyn was born on March 26, 1940 to Floyd and Velma (Rans) Larson in Huron. She married Robert R. Henry on May 8, 1976 in New Prague. The couple lived in New Prague for many years where Marilyn taught school, including 27 years in the New Prague school system.
She is survived by many dear friends and loving family.
She is preceded in death by her husband, Robert; brother, Don Larson; her parents; and an infant sister, Darlene.
Memorials are prefered to the Susan G. Komen Memorial Cancer Foundation.
