Woonsocket City Council proceedings

Unapproved Minutes December 2, 2013

The regular meeting of the Woonsocket City Council was called to order by Mayor Lindy Peterson at 7:00 p.m. Monday, December 2, 2013 with the following members present: Richard Regynski, Jim Steichen, Don Schmidt, John Ames and Brandon Goergen.  Richard Reider was absent.
Motion by Schmidt, seconded by Regynski, to approve the agenda. Motion carried.
Motion by Ames, seconded by Schmidt, to approve the November 4, 2013 minutes. Motion carried.
Motion by Goergen, seconded by Steichen, to approve the financial statement. Motion carried.
Motion by Steichen, seconded by Regynski, to approve the following bills.

Council discussed payroll
NEW BUSINESS
Council discussed a Christmas Party.
Motion by Regynski, seconded by Schmidt, to approve reimbursement as set by the State of South Dakota for mileage, meals and hotels. Motion carried.
In State, Out of State;
MEALS:
Breakfast – $5.00, $8.00;
Lunch – $9.00, $11.00;
Supper    – $12.00, $17.00.
LODGING: $50.00 plus tax, $150.00 plus tax.
MILEAGE: $.37 per mile.
Council discussed nuisance ordinance in regards to animals at large.
Council discussed a request by the Fire Department in regards to a new fire truck.
Council discussed the swans.
Motion by Steichen, seconded by Regynski, to enter into Executive Session at 8:20 p.m.
Motion by Schmidt, seconded by Regynski, to exit Executive Session and re-enter the regular meeting at 8:43 p.m.  Motion carried.
With no further business to be discussed. Motion by Steichen, seconded by Schmidt, to adjourn the meeting. The meeting was adjourned at 8:44 p.m.                  Lindy Peterson

The Woonsocket FFA Chapter and Sanborn Central FFA Chapter competed in the District 4 FFA Leadership Career Development Events in Mitchell on Nov. 18.  First, second and third place individuals and first and second place teams are eligible for state competition.
The following individuals and teams earned a high enough placing to continue on to the State Leadership CDE in Pierre on Dec. 8-9.
Woonsocket FFA
Public Speaking: Jonathan Linke – second. The purpose of the FFA Prepared Public Speaking Career Development Event is to develop agricultural leadership, communication skills, and promote interest in citizenship by providing member participation in agricultural public speaking activities.
Creed Speaking: Aaron Linke – second.   The purpose of the FFA Creed Speaking Career Development Event is to develop agricultural leadership through providing for member participation in speaking and interpreting the FFA Creed.
Junior Parliamentary Procedure Team: second. Members are: Wyatt Feistner, Shaun Snedeker, Charlie Enfield, Drew Olinger, Destiny Brick, Ty Ziebart and Dayna Opsahl.
The purpose of the FFA Junior Parliamentary Procedure Career Development Event is to encourage students to learn to effectively participate in a business meeting and to assist in the development of their leadership skills.
In addition, Jonathan Linke applied and interviewed for the FFA District 4 Officer Team and was chosen as District President. Some of his duties are to attend a Legislative Breakfast and District Officer training in Pierre, lead two Executive meetings, assist at FFA State Convention, work at a State Fair FFA event, help with District CDEs and help lead the Officer Leadership Retreat.
Sanborn Central FFA
Senior Parliamentary Procedure Team: second. Members are: Jessica Schmidt, Hannah Spelbring, Kelbi Dean, Haley Degen, Tyler Johnson, Cole Wormstadt and Jarid Bechen.
The purpose of the FFA Parliamentary Procedure Career Development Event is to present students with an opportunity to learn how to effectively conduct a meeting and to assist in the development of leadership, speaking, and problem solving skills.
Extemporaneous Speaking: Shane Nelson – third. The Purpose of the Extemporaneous Speaking Career Development Event is to develop the ability of all FFA members to express themselves on a given subject without having prepared or rehearsed its content in advance. This gives FFA members an opportunity to formulate their remarks for presentation in a very limited amount of time.

Four Woonsocket Band students recently traveled to Gregory for the annual Region V Honors Festival Concert.
Students chosen to attend were: juniors – Ashlynne Terkildsen, trumpet; Jonathan Linke, trumpet; Savannah Swenson, trumpet; and Amberiah Smith, flute.
The Honors Band was directed by guest conductor Dr. Gary Reeves, Associate Professor of Music at USD. Following a full day of practice with students from Andes Central, Colome, Kimball, Ethan, Platte-Geddes, White Lake, Tripp-Delmont, Gregory, Burke, South Central, Wagner and Winner, the band presented a concert featuring five selections.  The band students were accompanied on the trip by Band Director Brett Kroeger.
