Shellie Hansen

Woonsocket

Shellie Rene (Gaulke) Hansen, 61, of Woonsocket for the last two years, passed away suddenly in Sioux Falls due to complications with ongoing health issues.
Cremation has taken place, and funeral services are not planned at his time.
Shellie was born to Richard and Marge (Wittstruck) Gaulke in Mitchell, where she was raised with four siblings.
On Dec. 3, 1976, she met Douglas Hansen, and they spent 38 years raising children and traveling all over the countryside to various ranch jobs. Shellie was mostly a homemaker, but also worked outside the home as a dietary aide in a nursing home/assisted living or in the kitchen of a hotel. She loved putting puzzles together, going to garage sales and gardening.
The last few years of her life were very hard for her and kept her from enjoying the things she loved. Shellie was very strong-willed, which she passed along to all her children and grandchildren.
She is survived by her husband, Douglas Hansen; one daughter, Christy Fleming of Billings, Mont.; two sons, Chad Hansen of Helena, Mont., and Andy (Ravin) Hansen of Billings, Mont; four grandsons; two granddaughters; a sister; two brothers; and numerous brothers- and sisters-in-law, nieces and nephews.
Shellie was preceded in death by her mother; sister; mother-in-law and father-in-law.

The Sanborn County Commissioners met in regular session on Tuesday, August 23, 2016, at 9:00 a.m.  with Chairman Ebersdorfer presiding.  Other members present were P. Larson, S. Larson, Blindauer, and Ohlrogge.  Auditor Larson was also present.   Motion by Ohlrogge, seconded by Blindauer, to accept the minutes as presented.  All ayes.  Motion carried.
BURNING BAN
Motion by Blindauer, seconded by S. Larson, to remove the burning ban, effective immediately.  All ayes.  Motion carried.
HIGHWAY
Lee Goergen, Highway Superintendent/Weed Supervisor, and Sheri Kogel, Administrative Assistant, met with the board.  Michael Johnson requested an approach permit on 397th Ave. SW/4 15-107-62, Woonsocket Twp.  Motion by P. Larson, seconded by S. Larson, to approve the request. All ayes. Motion carried.  Kogel presented the five-year County Highway and Bridge Improvement Plan. Motion by P. Larson, seconded by Blindauer, to adopt the plan. All ayes. Motion carried. There will be a county-wide meeting at 1:00 p.m. on Aug. 23.
RURAL ATTORNEY
Suzanne Starr, Director of Legal Services, introduced Jordan Vitek to the board.  Vitek is a candidate with the Rural Attorney Program.  He is showing an interest in locating in Sanborn County when he becomes an attorney.
VICTIM WITNESS COORDINATOR
Kimberly Zachrison, Deputy States Attorney, and Marilyn Haley and Coleen Smith, Mitchell Area Safehouse, met with the board to discuss the East Central Dakota Victim Witness Coordinator program.  This program is to work with victims of crimes.  Marcy’s Law will be on the ballot in November.  If this passes, this program will handle the requirements of this law.  The board showed interest in the program.  Zachrison will be in touch with the board in the near future.
COUNTY PROPERTY
Motion by P. Larson, seconded by S. Larson, to declare the west 618 feet of a strip 850 feet by 66 feet in SW/4 of Section 36 in Township 107 N., Range 61, West of the 5th P.M., for highway purposes, as surplus property.  All ayes. Motion carried
HIGHWAY EMPLOYEES
The highway employees met with the board to discuss wages, vacation, clothing allowance, and work times.  The board expressed their appreciation for the work the crew has been doing and will take their concerns under consideration.
SUPPLEMENT BUDGET
Motion by Ohlrogge, seconded by P. Larson, to supplement the emergency management budget in the amount of $14,928.95 for grant money received for the siren in Artesian.  All ayes.  Motion carried.
EXECUTIVE SESSION
2:05 p.m.  Motion by Blindauer, seconded by S. Larson, to go into executive session.  All ayes.  Motion carried.  Chairman Ebersdorfer declared an end to executive session at 2:15 P.M.
TRANSFER FUNDS
Motion by Blindauer, seconded by S. Larson, to transfer $1,737.00 budgeted monies from General Fund to 24/7 Sobriety.  All ayes.  Motion carried.

Adoption of provisional budget

NOTICE IS HEREBY GIVEN: That the Board of County Commissioners of Sanborn County, will meet in the Courthouse at Woonsocket, South Dakota on Tuesday, September 6th, 2016 at 10:00 a.m. for the purpose of considering the foregoing provisional budget for the year 2017 and various items, schedules, amounts, and appropriations set forth therein and as many days thereafter as is deemed necessary until the final adoption of the budget on the 20th  day of September, 2016.  At such time, any interested person may appear either in person or by a representative and will be given an opportunity for a full and complete discussion of all purposes, objectives, items, schedules, appropriations, estimates, amounts, and matters set forth and contained in the provisional budget.
