The Town of Artesian Council met on December 4, 2019, in regular session at the Artesian Community Center.  Council Member Kurt Effling called the meeting to order with Council Member Candi Danek, Council Member Travis King and Finance Officer Molly Ebersdorfer present. Also present were Tom Fridley, Kim Johnson and Melanie Pollard.

The minutes of the November 6, 2019, meeting were read, motion to approve by Danek; seconded by King, motion carried. Financial reports were read; motion to approve by Danek, seconded by King; motion carried. The following vouchers were presented for the month:

XCEL ENERGY $1,086.41

SANITATION FUND/CORTRUST $193.28

DAWSON CONSTRUCTION INC. $757.41

PAYROLL – MOLLY EBERSDORFER $500.00

PAYROLL – TOM FRIDLEY $462.00

FARMERS ELEVATOR $47.97

LARSON & NIPE $20.00

CNA SURETY $136.50

FIRE DEPARTMENT – ARTESIAN $125.00

Old Business:

Streets – Discussion was held.  

Lagoon – The lagoon is in good condition.   

Sewer/Garbage – The board reviewed and discussed delinquent bills. Contact contractor regarding sewer shutoff on two residences. Discussion held on dumpsters and personal use.   

New Business:

Nuisance properties within city limits were discussed – Abandoned vehicles and vehicles not licensed were part of the discussion. 

Discussion was held on amending the ordinance regarding having chickens in city limits.

Motion by Danek, seconded by King, to join the South Dakota Municipal League; motion carried.  

Motion by Danek, seconded by King, to not join the South Dakota Rural Water Association; motion carried.  

There being no further business brought before the council, meeting adjourned. The next regular meeting is scheduled for January 8, 2020, at the Artesian Community Center at 7:30 p.m.
