The regular meeting of the Woonsocket City Council was called to order by Mayor Lindy Peterson at 7:00 p.m. Monday, November 5, 2012 in the Woonsocket City Council Room with the following members present: Richard Reider, Richard Regynski, John Ames, Don Schmidt, Brandon Goergen and Jim Steichen.
Motion by Regynski, seconded by Schmidt, to approve the agenda.  Motion carried.
Motion by Reider, seconded by Ames, to approve the October 8, 2012 minutes. Motion carried.

2012 SUPPLEMENTAL BUDGET ORDINANCE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WOONSOCKET, SANBORN COUNTY, SOUTH DAKOTA, AS FOLLOWS:
SECTION 1: That the following is appropriated to meet the obligations of the municipality, City of Woonsocket, South Dakota.
43110 Streets    $40,775.91

SECTION 2: That the following is a summary by fund of the appropriated amounts and the means of finance them:

NEW BUSINESS
Council discussed AFLAC insurance. Employees will have to purchase the insurance on their own.
Council discussed employee holidays; this will be left as written in the policy manual.
Council discussed Water Meters.
Council discussed a street dance for next July.
Motion by Schmidt, seconded by Ames, to approve Weber to attend the Election Workshop in Sioux Falls on December 7, 2012.  Motion carried.
Council discussed thank you letter, ACH Withdrawals and the Community Club.
Motion by Ames, seconded by Regynski, to enter into Executive Session at 8:33 p.m. Motion carried.
Motion by Goergen, seconded by Schmidt, to exit Executive Session and re-enter the regular meeting at 9:20 p.m. Motion carried.
With no further business to be discussed. Motion by Reider, seconded by Schmidt, to adjourn the meeting. Meeting was adjourned at 9:23 p.m.

OPENING
The Sanborn County Commissioners met in regular session on Tuesday, November 20, 2012, at 9:00 a.m. with Chairman Senska presiding.  Other members present were:  Ebersdorfer, Blindauer and Larson.  Absent was Ohlrogge.  Motion by Blindauer, seconded by Larson, to approve the minutes of the previous meeting. Motion carried.
HIGHWAY
Lee Goergen, Highway Superintendent/Weed Supervisor, and Howie Long, Sheehan Mack Sales, met with the board to discuss their bid for a new truck.  The three bids were Boyer Trucks – $100,876, Sheehan Mack Sales – $104,848, and I State – $100,726.
Neither Boyer Trucks nor I State bids met the specifications of the bid notice. Boyer Trucks did not have a setback axle and I State did not have a heated windshield, double reduction rear end, and the cab was aluminum wrapped steel instead of galvanized steel.
After a lengthy discussion, motion by Blindauer, seconded by Larson, to accept the bid of Sheehan Mack because it meets the specs of the bids and it’s believed to be a much sturdier truck with a larger resale value.  Motion carried.
ZONING REGULATIONS
Mark Meyer, Director of Equalization, met with the board to discuss changing Section 1501 of the Sanborn County Zoning Ordinance. The change will read: No accessory buildings within the towns of Woonsocket, Artesian, Forestburg, and Letcher shall have a side wall height greater than 14 (fourteen) feet.
An addition to Section 1501 will read: All steel accessory buildings shall be made of colored steel, including the roofs. Galvanized steel will not be allowed.
By recommendation of the Planning and Zoning Board, motion by Ebersdorfer, seconded by Larson, to approve the changes and additions. Motion carried.
Meyer also requested to change the variance fee from $100 to $250. He related that the expenses for advertising and postage can be more than the $100. By recommendation of the Planning and Zoning Board, motion by Larson, seconded by Ebersdorfer, to set the fee for a variance at $250 effective January 1, 2013.  Motion carried.
SUPPLEMENT BUDGET
Motion by Blindauer, seconded by Ebersdorfer, to conduct a hearing on December 4, 2012, at 10:00 a.m.  for the purpose of creating and supplementing a budget to clean Ditch 21. The sole purpose will be for the power to pay the bills, which will be the responsibility of the landowners. Motion carried. Motion by Ebersdorfer, seconded by Larson, to transfer $9,000.00 from contingency fund to ag building budget to cover the cost of the new roof. Motion carried.
LIQUOR LICENSE RENEWAL
Motion by Larson, seconded by Blindauer, to approve the following liquor licenses:
John Doren – Retail (On-Sale) Liquor and Package (Off Sale) Liquor – DBA/Doren’s Bar.
Twin Lakes Resort, LLC –  Retail (On-Sale) Liquor.
Motion carried.
DONATION
Jeff Ebersdorfer presented a $1,000 check from the 4-H Leaders to help pay for the new roof on the 4-H building.   The board thanked the leaders for their donation.
HOLIDAYS
Auditor Larson reported that the State of South Dakota Offices will be closed on November 22 and 23 for the Thanksgiving Holiday and December 24 and 25 for the Christmas Holiday. Sanborn County’s policy is to observe the same holidays as the state.

I’ve been doing a bit of “ciphering” lately on cattle economics and I found some irregularities. Here are some of the head-scratchers I ran across:
1.) In 1991 a 600 lb. black baldy steer would buy three acres of Buffalo County pasture ground. Now it takes three of those exact same steers to buy just one acre.
2.) It only takes one pound of second cutting alfalfa to buy one pound of “cake” cattle feed… You know, the stuff they sprinkle on the ground out west. That is really weird.
3.) Given average rainfall it takes $2 to $3 per pair per day to stock cows given present rental rates. For that to make sense the price of beef at the retail level will require a rare and uniquely high income level on behalf of the consumer.
4.) It really doesn’t have to rain much for the next five years. OK, I will rephrase that, it does HAVE to rain for producers to make money, but Mother Nature doesn’t HAVE to do anything.
5.) The oceans appear to be cooling, the CO2 levels in the oceans seem to be dropping as solar levels drop, and less evaporation from the surface of the oceans is the net result. Hence it likely is not going to rain very much for a few years. When it does, it will come as a deluge.
6.) As a result of number five above, we are unlikely to have green grass last past July 1 next year. This means planning on an aggressive “cake” program or massive herd liquidation. My bet is that herd reduction or all out dispersal is the route most ranchers wind up taking. The small herds will go forever because once you drop below 70 head, it becomes a hassle to justify calving, etc.
7.) With the cows hitting market as hard as I expect next spring, packers will have a bit of supply… For awhile. I just hope my friends have their freezers stocked when that phase is over.
8.) In 2002, it took 25 barrels of crude oil to buy one weaning-weight steer. Through most of history it took between 20 and 30 barrels of oil to buy a 600 lb. angus steer calf.
9.) It almost always took two ounces of gold to buy a 600 lb. black calf fresh off its mama. I’m not talking the past 10 years… I’m talking the past 200 years. It’s natural because the relative price of “things” doesn’t change as much as does the money supply.
10.) Due to all the factors above, I would not be surprised to see $2,500 feeder calves in a few years, with the producer still operating under pressure to control costs. Then again, nothing surprises me anymore.
