Woonsocket School Board proceedings

UNAPPROVED MINUTES – REGULAR MEETING – MARCH 11, 2013

The Woonsocket Board of Education met in regular session on March 11th, 2013 at 7:00 p.m. in the library/media center of the Woonsocket School. Members attending were: Gary Steichen, Jason White, Jim Grassel, Darrin Uttecht and Todd Olinger. Also attending were Superintendent Rod Weber and WEA Representative Lynn Klaas. Business Manager Chris Selland and Principal Paula Lynch were absent. The Pledge of Allegiance was recited and the meeting was called to order at 7:00 p.m.
On a motion by Darrin Uttecht, seconded by Gary Steichen, the Board approved the meeting agenda as presented.   Motion carried.
The minutes of the regular board meeting held on February 13, 2013 were approved as presented on a motion by Jason White, seconded by Gary Steichen.  Motion carried.
On a motion by Gary Steichen, seconded by Todd Olinger, the Board approved the claims presented and the February 2013 financial report as follows: Motion carried.

Superintendent Weber advised that negotiations  with the WEA will begin in the near future. Budget items/improvements for next year were discussed. The 2013-14 athletic schedule was presented. The School Board would like to congratulate the Girls Basketball Team, Managers, Coaches, Statisticians, Cheerleaders and Fans for their successful appearance at the State Basketball Tournament. A special congratulations goes out to the Cheerleaders and their Advisor, Melissa Wormstadt, for being the recipient of the “Spirit of Six” Cheerleading award. In turn, the team would like to thank the School Boards, Booster Clubs and Great Fans for their support during the regular season and the tournament. Superintendent Weber advised that he and Rick Olsen would be presenting a technology plan for the district at the April board meeting.
Motion was made by Jason White, with a second by Darrin Uttecht, to approve the 2013-2014 school calendar.  Motion carried.
The Board moved into executive session at 7:20 p.m. on a motion by Darrin Uttecht, seconded by Todd Olinger.  The purpose of the executive session was to discuss matters pertaining to personnel.  Motion carried. The Board reconvened into regular session at 7:55 p.m.
Motion was made by Jason White, with a second by Darrin Uttecht, to approve the following non-certified contracts for 2013-2014: Julie Bebout, Rebecca Foos, Trent Clayton, Cathy Hegg, Pat Larson, Shirelly Snedeker and Susan Sterna.  Motion carried.
Motion was made by Gary Steichen, with a second by Jason White, to approve the following teacher/administrator contracts for 2013-2014:   Trisha Protsch, Jim VanDenHemel, Armando Rodriguez, Jennifer Gustin, Jessica Bruce, Judy Hinker, Sarah Jensen, Rosemarie Delvaux,  Jason Bruce, Jill Olson, Shannon Foos, Craig Lieber, Mitch Korbel, Rick Olsen, Dayna Tscharkert, Brett Kroeger, Lynn Klaas, Erin Feldhaus, Shelley Schlicht, Chris Selland and Paula Lynch.  A roll-call vote was requested with the following results: Gary Steichen – aye; Todd Olinger – aye;  Jason White – aye; Darrin Uttecht – nay; Jim Grassel – aye.  Motion carried.
It was moved by Todd Olinger, with a second by Darrin Uttecht, to approve a time change for the regular April board meeting (April 8, 2013)  from 7:00 p.m. to 5:00 p.m. to accommodate the technology plan presentation. Motion carried.
There being no further business to come before the Board, the March 11, 2013 regular meeting of the Woonsocket Board of Education was officially adjourned at 8:00 p.m. on a motion made by Gary Steichen with a second by Todd Olinger. Motion carried.

Natashia Ann Clayton, 22, passed away Saturday, March 9, 2013 in her home at Yankton after a 2-1/2 year battle with cancer.
Services were Wednesday, March 13 in Peace Presbyterian Church, Yankton, with Rev. Bob Cappel officiating. Burial was in Eventide Cemetery, Woonsocket. A prayer service was held Tuesday evening, March 12 in Wintz and Ray Funeral Home, Yankton.
Natashia was born July 8, 1990 in Sioux Falls to Mark and Barb (Linke) Clayton.
Natty attended grade school in Grand Island, Neb. and then in Yankton, graduating from Yankton High School in 2009.
Natty loved Special Olympics Sports, like softball, basketball and bowling. Natty was named the South Dakota State Special Olympics Athlete of the Year.
She also loved Polar Plunge, camping and going to Lake Okoboji, fingernail painting parties with her friends, reading, playing on the computer, country music, traveling and she thought Disney World was the best place on earth. She loved her family, and her family included everyone she met. She was known for her beautiful eyes, her smile and her love, which she freely gave.
Natty is survived by her parents, Mark and Barb Clayton of Yankton; sister, Bobbi (Mike) Quinlivan of Sioux Falls; special friend, Tanner Mikkelson of Yankton; grandmothers, Helen Linke and Kay Clayton, both of Woonsocket; and many aunts, uncles, cousins and friends.
She was preceded in death by her grandfathers, Russell Clayton and Lloyd Linke; great-aunt, Rose Linke; and aunt, Susan Linke.

Heinemann’s Weekly Report

As I mentioned in last week’s column, we were fortunate to have a budget reserve from Fiscal Year ‘12 as well as ‘13, so thus the reason for the end of the session discussions on where to place the one time funds. The estimates came in at about $26 million in December,  but by the time we were finishing up more than three months later, the projections  had grown to a little over $30 million. We used about $14 million to add to various education programs, and it wasn’t until the last few days that the expansion of the cyber security program at Dakota State University came up for consideration.
The proposal was to expand the tenure track computer science faculty by two the first year, while adding 10 additional students to the program. Then the next two years the program would add a faculty member each year, while adding additional students to the program to bring the total expansion to 56 new computer science/cyber security majors. Dr. Borofsky, as well as your delegation from District 8, testified at the House Appropriations Committee to allocate $900,000 with one time money to fund this program.
Many of you know the importance of cyber security, and it’s a growing challenge for not only our military, banks and credit card companies, but health care records, e-mail and a variety of other areas. DSU is considered one of the top four universities nationwide that offers  a major in this area, and there are companies as well as our military that need more trained graduates, as the demand is greater than the supply. I contract with Infotech Systems in Madison to provide my dental office records security, and that company is a great example of the results of the computer science program at DSU. We need to support and grow that niche at DSU, and this one time money would accomplish that goal.
It was not an easy “sell,” as many other worthwhile demands came into play; Medicaid expansion, K-12  education, Board of Regents higher education, etc.  My House caucus only wanted to support one year since this was one time money, but I convinced the 53 members that you couldn’t recruit two PhD faculty from a nationwide pool with only a one year guarantee, and with the addition of 56 students in that major, the program would be self-sustaining by the fourth year. Thanks to a combined effort from your District 8 delegation, the final appropriations bill included the full proposed program.
We look forward to the implementation of the expanded program, and wish Dr. Borofsky the best in the mechanics of making a great program even better. I also wish him the best in his inauguration to officially take over as President of DSU.
Congratulations go out to the Madison High School  boys basketball team for winning the State Championship! What a great season!
I hope to provide you with some different topics this upcoming year. I will most likely be appointed to a couple summer study committees and will provide some insight into what I believe would be interesting issues. Thank you again for the opportunity to serve the people of District 8.
