Hazel Schimke

Wessington Springs

Hazel F. Schimke, 97, Wessington Springs, died Friday, Jan. 3, 2014 at Weskota Manor/Avera Health in Wessington Springs.
Funeral services will be held Thursday, Jan. 9 at 2 p.m. at the United Church of Christ with the Rev. Sara Olson Dean officiating. Burial will be in Prospect Hill Cemetery. Visitation will be Wednesday from 5-7 p.m. at the Basham Funeral Home. A prayer service will be held at 7 p.m. The family prefers memorials.
Hazel Fern LaBau was born on May 26, 1916 in Cherry Township, Jerauld County to Val and Clara (Olson) LaBau. She graduated from Wessington High School in 1933, received her teaching certificate from Wessington Springs College and taught in rural schools.
On Dec. 24, 1935, she married Edwin Schimke in Huron. They farmed northwest of Wessington Springs.
Hazel enjoyed playing the piano, listening to music, gardening and doing crossword puzzles.
She is survived by her daughters, Verneil Knigge, Huron, Eileen Kay (Gaylord) Brandenburg, rural Alpena, Laurel Lee (Thomas) Hinrichs, Hot Springs, and Minette (Dave) Tyler, Sioux Falls; one sister, Faye (Nordal) Fastnacht, Wessington Springs; one daughter-in-law, Audrey Schimke, Wessington Springs; 16 grandchildren; 18 great-grandchildren; six great-great grandchildren; and one sister-in-law, Alma (Conovan) Shoop, Redfield.
She was preceded in death by her husband in 1998; two sons, Roger in 2001 and Terrence (Terry) in 2007; three sisters, Mildred (Ray) Larson, Verna (Dale) Barber and Elaine (Bob) Rhode; one brother, Virgil (Millie) LaBau; and one grandson, Barry Wayne Knigge.

OPENING
The Sanborn County Commissioners met on Monday, December 30, 2013, at 9:00 a.m. to conduct end of the year business with Vice-Chairman Ohlrogge presiding. Other members present were: Blindauer, S. Larson and P. Larson. Chairman  Ebersdorfer was absent due to a death in the family.  Also present was Auditor Larson. Motion by Blindauer, seconded by S. Larson, to approve the minutes of the previous meeting.  Motion carried.
NEW SHERIFF VEHICLE
Auditor Larson reported on the insurance company’s offer for payment for  the sheriff’s  vehicle that hit a deer. Motion by Blindauer, seconded by P. Larson, to accept the offer of $3,546.76 minus the $500.00 deductible.   Motion carried.
HIGHWAY
Lee Goergen, Highway Superintendent/Weed Supervisor, reported on happenings in the county. Motion by S. Larson, seconded by P. Larson, to transfer $371,513.00 from General Fund to Road & Bridge.  Motion carried
BEADLE COUNTY  PRISONER CARE CONTRACT
Motion by Blindauer, seconded by S. Larson, to contract with Beadle County for prisoner care for 2014 in the amount of $80.00 per day.  Motion carried.
ASSIGN FUNDS
Motion by P. Larson, seconded by Blindauer, to assign $300,000 of existing funds from the General Fund for a new highway shed. Motion carried.
PLANNING AND ZONING BOARD
Mark Meyer, Director of Equalization, met with the board to request the following appointments for the Planning and Zoning Board: Two-year term – Ray Ohlrogge and Myron Sonne; Three-year term – Barry Selland and Dale Christian; and Four-year term – Bob Schmit.  Motion by Blindauer, seconded by P. Larson to appoint the terms requested by Meyer.  Motion carried.
CONTINGENCY TRANSFERS
Motion by S. Larson, seconded by Blindauer, to transfer the following amounts from contingency to the department named to balance for the year: Treasurer, $259.34; States Attorney, $4,583.75; 4-H Building, $130.46; Ditch 21, $3,264.99; and 24/7, $849.12.  Motion carried. The board commended many departments on staying  within budget.
2014 RAISE
Motion by Blindauer, seconded by S. Larson, to give a three percent raise to county employees starting January 1, 2014.  Motion carried.

Legislative News

Rep. Parsley’s Legislative Report

The 2014 Legislative session will begin Tuesday, Jan. 14 with a number of issues to be decided.
The Governor’s budget address called for a three percent increase to education, three percent increase to Medicaid and a three percent increase for state employees. All are good starting points, but I believe there will be a great deal of discussion about increasing at least the first two: state aid to education and increased support for Medicaid providers.
After spending the summer studying our current state aid to education, the summer study committee recommended a 3.8 percent aid to education, .8 percent greater than the Governor’s proposal. The 3.8 percent would restore  state aid to education to the 2010 levels, the amount of state aid prior to the eight percent cut. I believe there will be an effort made to implement the Summer Study Committee’s recommendation of 3.8 percent state aid to education.
The Governor also said that he did not intend to expand Medicaid in 2014. After having missed one year of no cost Medicaid expansion, I believe we need to expand Medicaid to give much needed medical coverage to hard working low income South Dakotans. I continue to hear about individuals who have full-time jobs and make $15,000, $18,000 and $20,000 a year, but because of the number in the household don’t qualify for the insurance pools offered by the Affordable Care Act. Because South Dakota has chosen, at this point, not to offer the expanded Medicaid program about 22,000 of our citizens are denied affordable health care coverage. I am very hopeful that we will adopt expanded Medicaid in 2014.
We will also see bills dealing with education standards, water issues and wildlife conservation. Additionally, I am planning on introducing the following bills: one dealing with an insurance issue related to on-duty first responders, another to allow for the licensing of electric golf carts and a third looking at alternative tuition opportunities for students attending our post-secondary institutions.
