Sanborn County Commissioners met in regular session on Wednesday, June 8, 2016, at 1:00 p.m. with Chairman Ebersdorfer presiding. Other members present were P. Larson, S. Larson, Blindauer, and Ohlrogge. Auditor Larson was also present. Motion by Ohlrogge, seconded by S. Larson, to accept the minutes as presented. All ayes. Motion carried.
AMBULANCE VOLUNTEERS
Auditor Larson reported the list of volunteer ambulance personnel includes Gay Lynne Ames, Jason Coenen, Stephen Davis, Jodi Doering, Gena Eagle, Kayla Evans, Doug Farris, Marla Feistner, Aaron Fink, Garret Foos, Kylie Forbes, James Grosz, Neal Hiemstra, Kelly Klaudt, Darin Kilcoin, Doug Moody, Keith Ohlrogge, Sherryl Rankin, Kristi Schulz, David Swenson, Jim Van Den Hemel, Heather Westendorf, and Kathleen Wingert.
DISTRICT III
Motion by S. Larson, seconded by P. Larson, to enter into a Joint Cooperative Agreement with Planning and Development District III for the year of 2017 in the amount of $10,845.00. All ayes. Motion carried.
E-911
Several Sanborn County Emergency personnel met to discuss our E-911 service with Cora Schwader of Miner County. Ways to best utilize the service were discussed.
HIGHWAY
Lee Goergen, Highway Superintendent/Weed Supervisor, and Sheri Kogel, Secretary, met with the board. Goergen presented a request for an approach permit from Jim Linke for the south side of 236th St, Road 7, NE4-26-106-62. Motion by S. Larson, seconded by P. Larson, to approve the permit. All ayes. Motion carried.
WEED MEETING
Motion by Blindauer, seconded by Ohlrogge, to convene as a weed board. Kogel reported that a $6,100 grant will be received from the state to help with weed expenses. Goergen presented quotes for a side-by-side for spraying ditches. Motion by Ohlrogge, seconded by Blindauer, to purchase a Honda side-by-side for $10,200.00. All ayes. Motion carried. Motion by Blindauer, seconded P. Larson, to reconvene as a Board of Commissioners. All ayes. Motion carried.
SUPPLEMENT BUDGET
Motion by P. Larson, seconded by Blindauer, to supplement the courthouse budget for $3,024.79 for internet upgrades and $930.00 for materials for the parking lot. All ayes. Motion carried.
PLAT
Penny Farris, Director of Equalization, presented a plat for Baruth Farms. By recommendation of the Planning and Zoning Board, motion by Ohlrogge, seconded by P. Larson, to approve the plat for A Plat of Tract A of Baruth Farms Addition, in that portion of land being West of the Chicago, Milwaukee and St. Paul Railroad right-of-way in SW/4 5-107-62. All ayes. Motion carried.
HEARING TO VACATE A PLAT
Hearing no objections, motion by Blindauer, seconded by Ohlrogge, to approve the vacating of a plat known as Lot A of H.J. Northrup’s First Addition SE1/4-105-60.
RESOLUTION #16-05
WHEREAS; A Petition dated May 13, 2016, was filed with the Sanborn County Commission seeking the vacating of a plat known as Lot A of H.J. Northrup’s First Addition in the Southeast Quarter (SE1/4) of Section Twenty-seven (27), Township One Hundred Five (105) North, Range Sixty (60), West of the 5th P.M., Sanborn County, South Dakota dated March 22, 2006 and filed in the Sanborn County Register of Deeds Office on the 29th day of September 2006 and recorded in Book 5 of Plats on Pages 197-199 therein, and
WHEREAS; notice of a hearing on said Petition having been given pursuant to SDCL 11-3- 22.1, and
WHEREAS; on this 8th day of June 2016, the County Commissioners held said hearing and there being no objections to the hearing, and
WHEREAS; the Commissioners having determined that the granting of the Petition will not abridge or destroy any of the rights and privileges of any proprietor of said plat and will not authorize the closing or obstruction of any public highway.
NOW THEREFORE, it is hereby resolved that the plat known as Lot A of H.J. Northrup’s First Addition in the Southeast Quarter (SE1/4) of Section Twenty-seven (27), Township One Hundred Five (105) North, Range Sixty (60), West of the 5th P.M., Sanborn County, South Dakota dated March 22, 2006 and filed in the Sanborn County Register of Deeds Office on the 29th day of September 2006 and recorded in Book 5 of Plats on Pages 197-199 therein is hereby vacated.
