Artesian Town Board proceedings

Unapproved Minutes - October 4, 2017

The Town of Artesian Council met on October 4, 2017, in regular session at the Artesian Community Center. Council Member K. Effling called the meeting to order with Council Member C. Danek, Council Member S. Richard, and Finance Officer G. Effling present. Also present was: T. Fridley.
The minutes of the September 6, 2017, meeting were read; motion to approve by Richard, second by Danek, motion carried. Finance Officer Reports were read; motion to approve by Danek, second by Richard, motion carried. The following vouchers were presented for the month; motion to approve by Richard, second by Danek, motion carried.

Old Business:
Streets – discussion on drainage after recent precipitation.
Sewer/Lagoon – discussion was held on the current conditions.
Pool/Parks – draining of the fixtures has been completed and winterized. Discussion on dropping the water level at the pool.
New Business: Discussion was held on burning yard waste on properties. The Longbranch liquor license was presented to the board. Motion by Richard, seconded by Danek to approve said license; motion carried. The Town of Artesian will cover work comp for the Artesian Volunteer Fire Department. Motion made by Richard, seconded by Danek, motion carried. A current list of volunteer fireman has been requested.
There being no further business brought before the council, meeting adjourned. The next regular meeting is scheduled for November 1, 2017, at the Artesian Community Center at 7:30 p.m.

Woonsocket City Council proceedings

OCTOBER 2, 2017 Minutes

The regular meeting of the Woonsocket City Council was called to order by President Richard Reider at 7:00 p.m., Monday, October 2, 2017, with the following members present: Derek Foos, Jim Steichen, Darin Kilcoin and Joel Rassel. Brandon Goergen and Lindy Peterson were absent. Rod Weber was also present.
Motion by Steichen, seconded by Rassel, to approve the agenda. Motion carried.
Motion by Foos, seconded by Kilcoin, to approve the September 4, 2017, minutes. Motion carried.
Motion by Foos, seconded by Rassel, to approve the Financial Statement. Motion carried.

7:15 p.m. Rod Weber met with the council to discuss installing a flashing speed sign by the flashing lights on the highway. Weber asked for Council support to move forward on gathering information on this project. Council gave full support.
OLD BUSINESS
Council discussed the golf cart ordinance. Weber will come up with a sample ordinance next month.
Council discussed the Mason Building and moving ahead with legal action.
Council discussed the bathroom at the football field.
Council discussed AFLAC, no interest at this time.
Council discussed the budget. Committee of Lindy Peterson, Joel Rassel and Darin Kilcoin will meet with the employees.
NEW BUSINESS
Council discussed the siren. Council heard complaints that have been expressed.
Council discussed upgrading the mower. Motion by Rassel, seconded by Steichen, to approve the quote from Doug’s Custom Paint and & Body in the amount of $5,100.00. Motion carried.
Council discussed a leak in the City Building Roof. Weber will contact the insurance company.
Council recognized all the work Georgia Bennett has done for the City and would like to express our appreciation.
Other items that were discussed:
Cemetery-looking for someone to fix headstones;
Cars-working on list;
Work List-reviewed and added to;
Jake Brake-sign has been ordered;
Fire Dept-tabled;
Drinking on boulevards – follow the ordinance at this time.
With no further business to be discussed, motion by Steichen, seconded by Kilcoin, to adjourn the meeting. The meeting was adjourned at 8:50 PM.

Sanborn County Commissioners met in regular session on Tuesday, October 3, 2017, at 9:00 a.m. with Chairman Ebersdorfer presiding. Other members present were: Ohlrogge, Blindauer, and S. Larson. Absent was P. Larson. Also present was Deputy Auditor Regynski. Motion by S. Larson, seconded by Ohlrogge, to approve the minutes as presented. All ayes. Motion carried.
Deputy Coenen met briefly with the Board to discuss the generator for the courthouse which will be purchased with a Homeland Security grant. More details will be discussed at the next meeting.
HIGHWAY
Lee Goergen, Highway Superintendent/Weed Supervisor, and Sheri Kogel, Administrative Assistant, met with the board. Various matters were discussed. Goergen reported that the box culvert on road is well under the projected cost.
DOE
Penny Farris, Director of Equalization, met with the Board. Motion by S. Larson, seconded by Blindauer, to convene as a Board of Adjustment. All ayes. Motion carried. Steve Dammann appeared before the Board requesting a variance on setbacks for a highway commercial district reduced from a front yard setback of 75’ to 15’ and a 25’ side yard setback to a 6’ setback for placement of a large carport for an RV to be constructed on Lot 1, Block 34, Original Plat of Woonsocket. Motion by S. Larson, seconded by Ohlrogge to approve the variance. All ayes. Motion carried.
Rebecca Edwards appeared before the Board requesting a variance to allow platting of less than 10 acres, her requested plat being 8.213 acres. Motion by S. Larson, seconded by Blindauer, to approve the variance. All ayes. Motion carried. A plat was also presented for Diede Lot 1, in the North 784 Feet of the NE ¼ of Section 17, T105N, R61 W of the 5th P.M., Sanborn County, South Dakota. By recommendation of the Planning and Zoning Board, motion by Blindauer, seconded by Ohlrogge, to approve the plat. All ayes. Motion carried.
Farris advised the Board that Richard and Joyce Zell were requesting a conditional use permit to make an addition to the north side of an existing pole shed on Lots 19-21, Block 113, First Addition to Woonsocket, Sanborn County, South Dakota. Motion by Ohlrogge, seconded by S. Larson, to approve the conditional use permit. All ayes. Motion carried. Zells are also requesting a variance to increase the square footage of the existing pole shed with a square footage of 1944 to a total of 2808 square feet by the addition of 864 square foot to the north side of the shed. Motion by Blindauer, seconded by S. Larson, to approve the variance. All ayes. Motion carried.
Farris also discussed the purchase of a laptop computer for approximately $1,500. She said she thought she would also have to purchase tools for her program for the laptop and Liz’s computer but Harry at District III said she didn’t need those.
SPEED SIGNS
Rod Weber met with the board to discuss putting digital signs indicating speed being traveled along Highway 34 at both the Woonsocket and Sanborn Central Schools. They would like two signs at each school. Signs are $3,600 each with solar power, and requiring posts costing $400 each. If they have data recording it would cost about $300 more per sign. Woonsocket City is in full support and will help maintain the signs at the Woonsocket School. They are asking for the County to pay for two of the signs, one at each school, and for the County to possibly maintain the signs at Forestburg. The board will discuss further at the October 17th meeting and decide then.
