The regular meeting of the Woonsocket City Council was called to order by Mayor Richard Reider at 7:00 p.m. Monday, March 14, 2022, with the following members present: Arin Boschee, Derek Foos, and Elliott Ohlrogge. John Baysinger participated by conference call. Finance officer Tara Weber was also present. Darin Kilcoin and Joel Rassel were absent.
Motion by Foos, seconded by Ohlrogge, to approve the agenda. Motion carried.
Motion by Boschee, seconded by Foos, to approve the February 14 minutes. Motion carried.
Motion by Ohlrogge, seconded by Baysinger, to approve the Financial Statement. Motion carried.

7:30 p.m. – Gay Swenson and a representative from Code Enforcement Specialists, Joel Johnson, met with the council to discuss hiring them to control all Code Enforcement issues such as cars, abandoned houses, animals, etc. Due to not having a full council, no motion was made. This will be discussed at the special meeting on March 21st.
John Schmiedt met with the council to discuss the fire department burning the house at 206 S 3rd Ave. It was advised that he should meet with the fire department.
OLD BUSINESS
Weber discussed the upcoming Audit.
The council discussed the upcoming election. Motion by Foos, seconded by Baysinger to approve the following Election workers Deloris Reider, Vickie Tiede and Kay Jorgenson at the rate of $200.00 for the day. Motion carried.
Motion by Foos, seconded by Ohlrogge, to approve the purchase of a 2003 Volvo motor grader in the amount of $50,000.00. Motion carried.
Motion by Foos, seconded by Baysinger, to declare the current motor grader a 1984 John Deere surplus with an appraisal amount of $30,000.00. Motion carried.
The council will meet as a board of equalization on March 21, 2022, at 7:00 p.m.
NEW BUSINESS
Motion by Boschee, seconded by Baysinger, to approve the 2021 Annual Report. Motion carried.
The Council discussed the electrical at the new addition. Danny Ball will work with NorthWestern Energy on the plans.
The Council discussed getting replacement pumps for the lift stations. Tabled.
The Council discussed the Rural Development Apartment Complexes.
The Council discussed the streets.
The Council discussed dogs in town running at large. Several complaints have been given to the City Shop over the last few months.
With no further business to discuss, motion by Boschee, seconded by Foos, to adjourn the meeting. The meeting was adjourned at 9:48 p.m.
