The regular meeting of the Woonsocket City Council was called to order by Mayor Richard Reider at 7:00 p.m., Monday, November 13, 2023, with the following members present: John Baysinger (on phone), Joel Rassel, Arin Boschee and Derek Foos. Brandon Goergen and Darin Kilcoin were absent. Finance officer Tara Weber was also present.

Motion by D. Foos, seconded by Boschee, to approve the Agenda. Motion carried.

Motion by Rassel, seconded by Baysinger, to approve the October Meeting Minutes. Motion carried.

Motion by Boschee, seconded by D. Foos, to approve the October Financial Statement. Motion carried.

The Council discussed the Swenson Land Addition. 

The Council discussed the Code Enforcement Officer. Several cars were removed this month.

The Council discussed the watertower mixer.

NEW BUSINESS

Motion by Rassel, seconded by Baysinger, to approve the following liquor licenses; motion carried:

Skeeters Bar & Grill – On Sale;

N40 – Off Sale;

Woony Foods – Off Sale;

Express Stop – Off Sale;

Dakota Roadhouse – On Sale.

The council discussed 2024 meeting dates. Motion by Baysinger, seconded by Boschee, to approve the following schedule: January 8, February 12, March 11, April 8, May 6, June 10, July 8, August 5, September 9, October 7, November 11, December 9.

The Council discussed getting new carpet for the Finance Office.

With no further business to be discussed, motion by Boschee, seconded by D. Foos, to adjourn the meeting. The meeting was adjourned at 7:45 p.m.

The Town of Artesian Council met on December 12, 2023, in regular session at the Artesian Community Center. Council Member Travis King called the meeting to order with Council Members Candi Danek and Mike Salathe present.  Also present were Finance Officer MaKenna Hertel, Tom Fridley, Molly Nicholson, and Kaleigh Zoss.

Public Participation – Discussion of ordinance for a fence in town was held.  

Motion by Danek, seconded by Salathe, to approve the agenda. Motion carried. Motion by Danek, seconded by Salathe, to approve the minutes of the November 14, 2023, meeting financial reports and vouchers as presented; motion carried.

On Feb. 23-24, 2024, students throughout the region, from South Dakota, North Dakota, Minnesota, Iowa and Nebraska, will gather to participate in the fourth annual SDSU Honor Band Festival. The process in which students are chosen to participate in this festival is quite extensive.  First, each student is nominated by their band director. Then, the student prepares a solo or etude and two scales for a recorded audition, which are then judged by professors or professionals in their instrument.  The directors and students are then notified of their acceptance into one of two ensembles or the alternate list if they make it. 

This year, there was a record-shattering number of auditions that demonstrated exceptionally strong performance ability which made decisions difficult.  Between Sanborn County’s two schools, six students auditioned on flute, clarinet, trumpet, bari sax, and trombone. Temperance Salathe, from Sanborn Central, was selected to the SDSU Festival Band on Bb clarinet, and Camden Rassel, from Woonsocket, was selected as an alternate on trombone for the SDSU Festival Band.  

Some of the highlights of the festival include: 

• The opportunity to rehearse and perform in SDSU’s newly expanded Oscar Larson Performing Arts Center;

• Workshops and masterclasses with the faculty of the School of Performing Arts;

• A side-by-side performance with members of the SDSU Wind Symphony; and

• The chance to make music with the most talented student musicians from a multi-state radius.

“I am very proud of all my students who auditioned for this awesome opportunity.  I am especially excited for Temperance to have this experience,” says Mrs. Karlen.

Temperance says, “I honestly didn’t think I would make it, until  I made it.  I’m thankful for Mrs. Karlen giving me the encouragement to audition.”
