David Hohn

Mitchell

David Hohn, 69, of Mitchell, passed away Friday, July 12, 2024, at Prairie View Healthcare Center in Woonsocket. 

Visitation was Wednesday, July 17, at Bittner Funeral Chapel with a prayer service. Burial was at Graceland Cemetery in Mitchell.

David Edward Hohn was born on Nov. 23, 1954, to Florian and Caroline (Weins) Hohn. Known to all as Dave, he was a passionate motorhead whose love for cars and racing defined much of his life. Dave was deeply involved in automotive repair and racing from a young age, often seen at Thundervalley Dragway racing his Vega. His exceptional skills as a welder enabled him to maintain a successful career in welding throughout much of his life. If he wasn’t at home tinkering on cars, you could find him in a hot rod shirt and jeans, enjoying a cigarette, and frequently stopping by M & H gas station to fill his red mug with an ice-cold fountain Coke.

Dave is survived by his children, Jamie (Cody) Faas of Letcher, Lee Hohn (Kerry Levey) of Midland, Texas, and Clarisa Hohn (Jordan Munterfering) of Mitchell, and six grandchildren.

Dave was preceded in death by his daughter, Melissa Hohn; grandsons, Stacey Hohn and Kyle Hohn; parents, Florian and Caroline Hohn; and siblings, DeWayne Hohn, Larry Hohn, and Diana Hohn.

Minutes - July 8, 2024

The regular meeting of the Woonsocket City Council was called to order by Mayor Richard Reider at 7:00 p.m., Monday, July 8, 2024, with the following members present: Darin Kilcoin, Arin Boschee, Derek Foos, Joel Rassel, and Elliott Ohlrogge. Finance Officer Tara Weber was also present.

Motion by Rassel, seconded by Boschee, to approve the agenda. Motion carried.

Motion by Kilcoin, seconded by Ohlrogge, to approve the April Minutes. Motion carried. 

Motion by Boschee, seconded by Foos, to approve the April Financial Statement. Motion carried.

Gay Swenson met with the council to discuss the community housing survey. She also discussed the code enforcement officer and the water and sewer to their development. She had questions regarding the rules on portable storage containers, and she was advised that the county takes care of the zoning. 

OLD BUSINESS

Council discussed the streets that were paved. Clark did a good job.

Jeff Hotchkiss was on hand to thank everyone that helped make the Fourth of July weekend a success. He appreciated all the City work with garbage and spraying. 

The Council discussed fireworks over the Fourth of July week. It was agreed that 11:00 p.m. should be the cut off for shooting them off in town. The Council talked about getting more barrels for garbage in the hopes that, if there are more barrels, people with be more willing to pick up after themselves.

Motion by Foos, seconded by Boschee, to approve the second reading of the flood plain ordinance. Motion carried.

NEW BUSINESS

Motion by Ohlrogge, seconded by Rassel, to approve the following resolution; motion carried:

Resolution of City Council

WHEREAS, it appears from an examination of the plat of LOT R-2-A. A SUBDIVISION OF LOT R-2 OF RAILROAD FIRST ADDITION TO THE CITY OF WOONSOCKET. LYING IN THE SE ¼ OF SECTION 21, T 107N, R 62 W OF THE 5TH P.M., SANBORN COUNTY, SOUTH DAKOTA, as prepared by Jeremy A. Wolbrink, a duly licensed Land Surveyor in and for the State of South Dakota; that said plat is in accordance with the system of streets and alleys set forth in the Master Plan adopted by the City of Woonsocket, South Dakota, and that such plat has been prepared according to law; 

THEREFORE, be it resolved by the City Council of Woonsocket, South Dakota, that the plat of LOT R-2-A, A SUBDIVISION OF LOT R-2 OF RAILROAD FIRST ADDITION TO THE CITY OF WOONSOCKET, LYING IN THE SE ¼ OF SECTION 21, T 107 N R 62 W OF THE 5TH P.M. SANBORN COUNTY, SOUTH DAKTOA prepared by Jeremy A. Wolbrink, be and the same is hereby approved and the description set forth therein and the accompanying surveyor’s certificate shall prevail.

The undersigned hereby certifies that the foregoing resolution was passed by the City of Woonsocket, South Dakota, at a meeting held on the 8th day of July 2024.

The council discussed lake safety. Weber will call around and see what other communities have for rescue safety stations. 

With no further business to be discussed, motion by Boschee, seconded by Rassel, to adjourn the meeting. The meeting was adjourned at 8:20 p.m.

WHEREAS, a Joint Petition for Vacation of Highway having been received from Petitioners: Harry Northrup and Gary Blindauer of Butler Township, and Petitioners: Kelly Y. Olson and John E. Frey of Ravenna Township, Sanborn County, South Dakota, asking for the vacation of a section line highway located on the Butler and Ravenna Township line, Sanborn County, South Dakota, hereinafter described.

Further said Petition being in proper form and executed by more than the required number of electors of Butler and Ravenna Townships; and further this Petition having come on for hearing at a special meeting of the Butler and Ravenna Township Boards, Sanborn County; and information having been received both in favor and in opposition to the proposed vacation; and said Supervisors having considered said matter and being fully advised in the premises and determining the public’s interest will be better served by the proposed vacation;

NOW, THEREFORE, BE IT RESOLVED, AND IT IS HEREBY ORDERED:

That existing public right-of-way which includes the statutory right-of-way and any right-of-way acquired by deed(s) lying on the section line highway described as:

Highway running north and south commonly known as 412th Avenue bordered by 241st Street on the north and 242nd Street on the south; and bordered on the west by Section 24, Township 105N, Range 60W; and on the east by Section 19, Township 105N, Range 59W, Sanborn County, South Dakota; said road being approximately 66 feet in width and approximately 1 mile in length according to the maps on file with the Butler and Ravenna Township Clerks.

NOW, THEREFORE, BE IT RESOLVED, AND IT IS HEREBY ORDERED be, and the same are hereby declared to be vacated; and further that a copy of this Resolution and Order be spread on the minutes of the Boards;

IT IS FURTHER ORDERED that said Resolution shall be published in the official/legal newspaper of the respective townships once each week for two (2) consecutive weeks; and that after such publication, such highway shall be, after a lapse of thirty (30) days after the first publication thereof, vacated without further proceedings unless appealed as hereinafter provided; and that the Clerks herein are further ordered and directed to cause to be recorded a true and correct copy of this Resolution and Order in the office of the Register of Deeds in and for Sanborn County, South Dakota;

IT IS FURTHER ORDERED that any and all bridges, guard rails and culverts are hereby deemed to be non-removable and shall become the personal property and possession of the landowners.
