The special meeting of the Woonsocket City Council was called to order by Mayor Richard Reider at 7:00 p.m., Monday, March 21, 2022, with the following members present: Arin Boschee, Derek Foos, Elliott Ohlrogge, John Baysinger, Darin Kilcoin and Joel Rassel. Finance officer Tara Weber was also present. Public present were Gay Swenson, Kathy McWhorter, Pete McWhorter, Steve Dammann, Lonnie Kuper and Corbin Kuper and Patrick Hughes.
Motion by Kilcoin, seconded by Ohlrogge, to approve the agenda. Motion carried.
Several residents were on hand to discuss concerns about hiring a Code Enforcement Officer to handle nuisance properties, abandoned cars, animals running at large and other ordinances. Motion by Rassel, seconded by Boschee, to hire Joel Johnson with Code Enforcement Specialists, LLC in the amount of $1,500.00 retainer fee annually. The hourly rates for work performed shall not exceed $75.00 per hour, which is in addition to mileage (at $0.60 per mile) and reimbursement for actual expenses.
Roll Call Vote: Derek Foos – Yes, Elliot Ohlrogge – Yes, Joel Rassel – Yes, Darin Kilcoin – Yes, Arin Boschee – Yes and John Baysinger – Yes. Motion carried.
Motion by Joel, seconded by Foos, to enter a meeting as the local board of equalization. Council discussed the following appeals:
1. Roger L. and Kay M. Jorgenson, Outlot 10-11-12 in SE ¼ 21-107-62
2. Roger L. and Kay M. Jorgenson, Blocks 80-84 Inc. 1st Addition Woonsocket
3. Roger L. and Kay M. Jorgenson, Block 91-93 & Lots 1-20 Block 94 1st Addition Woonsocket
4. Roger L. and Kay M. Jorgensen, Lots 13-18 Block 47 OP Woonsocket
Discussion was held that all properties went up 20 percent county wide. Motion by Baysinger, seconded by Rassel, to make no change to the assessor’s value. Motion carried.
Motion by Ohlrogge, seconded by Kilcoin, to exit the local board of equalization and reenter the special meeting at 8:15 p.m.
The council discussed the quote from The Road Guy to chip and seal the City streets in the amount of $2.05 per square yard. Motion by Foos, seconded by Boschee to approve 30 blocks or up to $60,000.00. Motion carried.
With no further business to be discussed, motion by Rassel, seconded by Baysinger, to adjourn the meeting. The meeting was adjourned at 8:30 p.m.
