Woonsocket Restricted Use Solid Waste Facility By the Department of Agriculture and Natural Resources

The South Dakota Department of Agriculture and Natural Resources (DANR) has received a permit renewal application from the city of Woonsocket to continue operation of a Type IV Restricted Use Solid Waste Facility located ½ a mile west of Woonsocket. The legal description is the NW1/4 NW1/4 SW1/4 of Sec 21, T107N, R62W, Sanborn County, South Dakota. The total acreage of the site is 5.00 acres.  The facility will serve the city of Woonsocket and the surrounding area.  The permit renewal will be granted for a period of five years as provided for under SDCL 34A-6-1.16.

DANR has reviewed the application and information submitted, has reached a tentative decision and recommends to the Board of Minerals and Environment (board) that the permit be issued to the applicant to operate the solid waste facility.

The recommendation for approval of this permit is subject to the applicant’s compliance with the Administrative Rules of South Dakota (ARSD) 74:27 and a total of 32 permit conditions.  The permit conditions include general requirements (10 conditions), design and construction requirements (3 conditions), operating requirements (9 conditions), recordkeeping and reporting (2 conditions), closure requirements (7 conditions), and financial assurance (1 condition) as have been determined to be necessary to ensure the facility complies with the environmental laws of this state.

In accordance with SDCL 34A-6-1.14, DANR’s recommendation for approval will become the final decision of the permit application and this permit will be issued 30 days after publication of this notice.  A person adversely affected or having an interest adversely affected by the DANR’s recommendation for approval may petition the board for a contested case hearing.  The petition must comply with the requirements of ARSD 74:09:01:01.  If a petition for such a hearing is not filed within 30 days of this publication date, a permit will be formally and finally granted at that time.

NOTICE OF SCHOOL BOARD ELECTION

WOONSOCKET SCHOOL DISTRICT #55-4

A School District Election will be held on April 9, 2024, in all the voting precincts in School District 55-4, Woonsocket, South Dakota. If the polls cannot be opened because of bad weather, the election may be postponed one week.  

The election polls will be open from seven a.m. to seven p.m. central time on the day of the election.

Mayor Mark Chada called the meeting to order with Sean Gromer, Angie Larson, and Angie Meier in attendance. Visitors were Tiffany, Landon, and Tori Hoffman for 4-H, and Andy Ettswold. 

A motion was made by Larson, seconded by Gromer, carried, to approve the March 4th, 2024, minutes as read.

Old Business: 

Update on the ballfield: Chada contacted Pro-Contracting, and they will be coming up in the next week to lay cement in the dugouts. Update: Pro-Contracting has laid the cement in the dugouts. Chada contacted Tanner Cross about getting prices for posts and installing the posts as he did the backstops in Mount Vernon and Salem. The Board is waiting to hear back from Cross. Update: Cross has delivered the posts for the backstop. The Board is waiting to hear back from him on price of setting the poles. Discussion was also held on the lights at the ballpark. Morris Electric has ordered the lights. Update: Lights will be installed once Morris Electric receives them.  

Discussion was held on placing an ad in the paper for summer help. An ad will be placed in the paper at the end of March.  

New Business:

Discussion was held on the little sink at the community center that has been unhooked. Gromer will go over and fix the sink.  

Tiffany, Landon, and Tori Hoffman were at the meeting representing the 4-H club. They discussed with the board on where they would want to plant the trees for Arbor Day. They talked about planting one at the park next to the Finance Office. 

They also discussed clean up days/dumpster days. The 4-H club is going to have a clean-up day on Sunday, April 28th. The Dumpster Days will start on Wednesday, April 24th, and will be picked up on Monday, April 29th.  

They also discussed with the board that the 4-H club is looking at naming the park between the Community Center and Jake’s.  

A motion was made by Larson, seconded by Gromer, carried, to approve the following claims for payment: 

GENERAL AND WATER/SEWER: Faye Blindauer – $170.85 – Custodian Wages, Sanborn Weekly Journal – $92.34 – Advertising Minutes, Runnings – $482.00 – Supplies for Ballpark, Pro-Contracting – $2,612.25 – Cement for dugouts, Menards – $2,734.21 – Supplies for ballpark, Davison Rural Water – $2,993.95 – Water Used.

The next board meeting will be held on April 8th, 2024, at 7 p.m. at the town office.
