OPENING
The Sanborn County Commissioners met in regular session on Tuesday, September 25, 2012, at 9:00 a.m. with Chairman Senska presiding. Other members present were: Ebersdorfer, Blindauer, Ohlrogge and Larson. Motion by Larson, seconded by Ohlrogge, to approve the minutes of the previous meeting. Motion carried.
HIGHWAY
Lee Goergen, Highway Superintendent/Weed Supervisor, met with the Board and presented quotes for 7,000 gallons of propane for the 2012-2013 heating season. Quotes received were $1.15 per gallon from Alpena Co-op Service and $1.008 per gallon from Brooks Oil Company. Motion by Larson, seconded by Ebersdorfer, to accept the low quote of Brooks Oil Company. Motion carried. Brett Selland requested a road approach permit for the south side of 241st St., Road #8 by the NE/4 19-105-62. By recommendation of Goergen, motion by Ebersdorfer, seconded by Ohlrogge, to approve the permit. Motion carried. Motion by Ohlrogge, seconded by Blindauer, to purchase a box and hoist for the gravel truck from the Kingsbury County bid. Motion carried.
PLAT APPROVAL
Mark Meyer, Director of Equalization, presented a plat from Trenton Wollman for T. Wollman Tract 1 in SW/4 Section 16, T 105 N, R 59 W of the 5th P.M., Sanborn County, South Dakota which consists of 12.14 acres and has a house on the site. By recommendation of the Planning and Zoning Board, motion by Larson, seconded by Ebersdorfer, to approve the plat. Motion carried.
BUS AGREEMENT
Motion by Larson, seconded by Blindauer, to enter into an agreement with the South Dakota Department of Transportation for public transportation. Motion carried.
SUPPLEMENT BUDGET & CONTINGENCY
Motion by Ohlrogge, seconded by Ebersdorfer, to supplement Homeland Security for grant money received in the amount of $8,851.92. Motion carried. Motion by Larson, seconded by Ebersdorfer, to transfer $5,000.00 from contingency to drainage to cover the county’s share of grant match money. Motion carried.
4-H BUILDING ROOF
Motion by Larson, seconded by Ohlrogge, to hire Jeff Hotchkiss to repair the 4-H Building roof. Motion carried.
FIRST READING FOR ORDINANCE
The first reading of an Ordinance for Regulation of Open Burning was held.
TWIN LAKES ROAD
Al Westendorf met with the board on concerns regarding the future of the Twin Lakes Road. The board does not plan on returning the road to gravel in the near future.
NELSON TAX DEED
Steve Nelson met with the board on overdue taxes. Nelson will present a payment agreement to the board.
ADOPT BUDGET
Motion by Ebersdorfer, seconded by Blindauer, to adopt Resolution 12-06 Annual Budget for Sanborn County with the following changes: Taxes Levied, $1,536,253.00 and Cash Applied, $389,657.00. Motion carried.
WHEREAS, (7-21-5 THRU 13), SDCL provides that the Board of County Commissioners shall each year prepare a Provisional Budget of all contemplated expenditures and revenues of the County and all its institutions and agencies for such fiscal year, and
WHEREAS, the Board of County Commissioners did prepare a Provisional Budget and cause same to be published by law, and
WHEREAS, due and legal notice has been given to the meeting of the Board of County Commissioners for the consideration of such Provisional Budget and all changes, eliminations and additions have been made thereto
NOW THEREFORE BE IT RESOLVED, that such provisional budget as amended and all its purposes, schedules, appropriations, amounts, estimates and all matters therein set forth, SHALL BE APPROVED AND ADOPTED AS THE ANNUAL BUDGET OF THE APPROPRIATION AND EXPENDITURES FOR Sanborn County, South Dakota and all its institutions and agencies for calendar year beginning January 1, 2013 and ending December 31, 2013 and the same is hereby approved and adopted by the Board of County Commissioners of Sanborn County, South Dakota, the 25th day of September 2012. The Annual Budget so adopted is available for public inspection during normal business hours at the office of the county auditor Sanborn County, South Dakota. The accompanying taxes are levied by Sanborn County for the year January 1, 2013 through December 31, 2013.
County Tax Levy for General Fund is 4.191 and for Road & Bridge Opt Out is .955. This levy has not been approved by the Department of Revenue.
