Sanborn County Commissioners proceedings

NOVEMBER 20, 2012

OPENING
The Sanborn County Commissioners met in regular session on Tuesday, November 20, 2012, at 9:00 a.m. with Chairman Senska presiding.  Other members present were:  Ebersdorfer, Blindauer and Larson.  Absent was Ohlrogge.  Motion by Blindauer, seconded by Larson, to approve the minutes of the previous meeting. Motion carried.
HIGHWAY
Lee Goergen, Highway Superintendent/Weed Supervisor, and Howie Long, Sheehan Mack Sales, met with the board to discuss their bid for a new truck.  The three bids were Boyer Trucks – $100,876, Sheehan Mack Sales – $104,848, and I State – $100,726.
Neither Boyer Trucks nor I State bids met the specifications of the bid notice. Boyer Trucks did not have a setback axle and I State did not have a heated windshield, double reduction rear end, and the cab was aluminum wrapped steel instead of galvanized steel.
After a lengthy discussion, motion by Blindauer, seconded by Larson, to accept the bid of Sheehan Mack because it meets the specs of the bids and it’s believed to be a much sturdier truck with a larger resale value.  Motion carried.
ZONING REGULATIONS
Mark Meyer, Director of Equalization, met with the board to discuss changing Section 1501 of the Sanborn County Zoning Ordinance. The change will read: No accessory buildings within the towns of Woonsocket, Artesian, Forestburg, and Letcher shall have a side wall height greater than 14 (fourteen) feet.
An addition to Section 1501 will read: All steel accessory buildings shall be made of colored steel, including the roofs. Galvanized steel will not be allowed.
By recommendation of the Planning and Zoning Board, motion by Ebersdorfer, seconded by Larson, to approve the changes and additions. Motion carried.
Meyer also requested to change the variance fee from $100 to $250. He related that the expenses for advertising and postage can be more than the $100. By recommendation of the Planning and Zoning Board, motion by Larson, seconded by Ebersdorfer, to set the fee for a variance at $250 effective January 1, 2013.  Motion carried.
SUPPLEMENT BUDGET
Motion by Blindauer, seconded by Ebersdorfer, to conduct a hearing on December 4, 2012, at 10:00 a.m.  for the purpose of creating and supplementing a budget to clean Ditch 21. The sole purpose will be for the power to pay the bills, which will be the responsibility of the landowners. Motion carried. Motion by Ebersdorfer, seconded by Larson, to transfer $9,000.00 from contingency fund to ag building budget to cover the cost of the new roof. Motion carried.
LIQUOR LICENSE RENEWAL
Motion by Larson, seconded by Blindauer, to approve the following liquor licenses:
John Doren – Retail (On-Sale) Liquor and Package (Off Sale) Liquor – DBA/Doren’s Bar.
Twin Lakes Resort, LLC –  Retail (On-Sale) Liquor.
Motion carried.
DONATION
Jeff Ebersdorfer presented a $1,000 check from the 4-H Leaders to help pay for the new roof on the 4-H building.   The board thanked the leaders for their donation.
HOLIDAYS
Auditor Larson reported that the State of South Dakota Offices will be closed on November 22 and 23 for the Thanksgiving Holiday and December 24 and 25 for the Christmas Holiday. Sanborn County’s policy is to observe the same holidays as the state.
