OPENING
The Sanborn County Commissioners met in regular session on Tuesday, December 4, 2012, at 9:00 a.m. with Chairman Senska presiding. Other members present were: Ohlrogge, Larson, Blindauer, and Ebersdorfer.
The November 20th minutes stated the donation for the 4-H Building was from the 4-H Leaders and it should have been from the Town ‘N Kountry Kids 4-H Club. Motion by Ebersdorfer, second by Blindauer, to approve the minutes of the previous meeting with the correction. Motion carried.
HIGHWAY
Lee Goergen, Highway Superintendent/Weed Supervisor, met with the Board. The board regretfully accepts the resignation of Paul Larson from the Highway Department and thanks him for his 37 years of service.
Motion by Larson, seconded by Blindauer, to move into executive session at 9:15 a.m. to discuss personnel. Senska declared out of executive at 9:35 a.m. Motion by Ohlrogge, seconded by Ebersdorfer, to offer the highway department position to Stacy Mendenhall. Motion carried.
DITCH 21
Hearing no objections, motion by Ebersdorfer, seconded by Larson, to pass the following resolution.
RESOLUTION 12-07
ADOPTION OF
SUPPLEMENTAL BUDGET
FOR SANBORN COUNTY
WHEREAS, SDCL 7-21-22 provides that the Board of Commissioners, in the event of the failure to provide by the final budget a sufficient appropriation to enable the county to conduct the indispensable functions of government, may make, approve, and adopt a supplemental budget providing therein for an appropriation for such purposes; and
WHEREAS, notice has been given of the board’s intention to make and adopt such supplemental budget, along with the time and place when the same will be considered and adopted by the governing board,
THEREFORE, BE IT RESOLVED that such supplemental budget to the Ditch 21 project for 2012 in the amount of $75,000 to clean and repair Ditch 21 and that the money shall come from cash reserves, shall be approved and adopted as a supplemental budget to the 2012 annual budget for Sanborn County, South Dakota.

SECOND READING
A Second reading of an ordinance amending the Sanborn County Zoning Ordinance was held. The change will read: No accessory buildings within the towns of Woonsocket, Artesian, Forestburg, and Letcher shall have a side wall height greater than 14 (fourteen) feet. An addition to Section 1501 will read: All steel accessory buildings shall be made of colored steel, including the roofs. Galvanized steel will not be allowed.
Motion by Ebersdorfer, seconded by Larson, to rescind the motion from the first reading to approve the changes and additions. This motion should not have been made until the second reading. Motion carried.
By recommendation of the Planning and Zoning Board, motion by Ebersdorfer, seconded by Larson, to approve the changes and additions. Motion carried. Aye, 5; Nay, 0. Motion carried.
TOTAL VOTE
Auditor Larson presented a Sub agreement Between the South Dakota Secretary of State and Sanborn County for Total Vote which is the new voter registration system being implemented by the Secretary of State. Funds for this will be the monies each county has in their HAVA Fund. This is mandatory. Motion by Larson, seconded by Ohlrogge, to enter into this agreement. Motion carried.
COMMUNITY HEALTH SERVICES CONTRACT
Auditor Larson presented the contract between the Sanborn County Commission and the South Dakota Department of Health for community health services beginning January 1, 2013 and ending December 31, 2013. The amount for the year will be $5,150.00 paid quarterly. Motion by Ebersdorfer, seconded by Ohlrogge, to approve the contract. Motion carried.
INDIGENT BILL
Motion by Larson, seconded by Ebersdorfer, to deny payment for the hospital bill for indigent #12-10. The reason being the person has not made application to the county. Motion carried.
SURPLUS TIN
Auction was held at 11:00 a.m. The high bid of $475.00 from Keith Theisen was accepted.
YEAR END MEETING
Motion by Blindauer, seconded by Ebersdorfer, to schedule the year end meeting for December 28, 2012. Motion carried.
HEALTH INSURANCE
Discussion was held on the amount the county would contribute to the employees’ health insurance premiums. Motion by Blindauer, seconded by Ohlrogge, to pay $450 for a single, $800 for employee +1, and $850 for family, beginning in December which pays for the January premium. Motion carried.
CONTINGENCY TRANSFER
Motion by Larson, seconded by Ebersdorfer, to transfer $8,250.00 from contingency to the 4-H Building budget to cover the materials for the new roof on the building. Motion carried.
