Doyle D. Barton, age 96, of Huron, died Thursday, Nov. 5, 2015, at Huron Regional Medical Center. Private burial was held at Riverside Cemetery with military honors by the Huron Veterans Council.
Doyle Dennis Barton was born Oct. 28, 1919, to Arlis and Mae Barton at Sheffield. He lived his entire life in Beadle County except for his years in service.
He attended grade school at Valley I and Valley II rural schools. He attended Huron High School and graduated from the School of Agriculture in Brookings. Later, he attended the GI Farm School for two years.
Doyle entered the Army Air Force on March 1, 1942, and spent two years in Newfoundland. He was then transferred to the Infantry and later to the Quartermasters and spent the rest of his service time in Saipan and Tinian. He was honorably discharged on Dec. 9, 1945. He was a member of the American Legion Post #7 and the Veterans of Foreign Wars #1776 of Huron.
On June 22, 1946, he married Jean Weable at the First United Methodist Church in Huron. They moved to a farm northeast of Huron and moved to Huron in 1957.
He was employed at Armour & Company for 27 years and was a member of the Amalgamated Meat Cutters Union #416. After he retired, he worked on the Keith Decker farm for several years. He drove shuttle bus at the South Dakota State Fair for a number of years.
Doyle served on the Valley II School Board and was Assistant 4-H leader of the “Beadle Bugs” and the “Green and White” clubs. He bowled many years on the Armour League. In later years he won many medals and ribbons in the Senior Games.
He was preceded in death by his parents and two brothers.
He is survived by his wife, Jean of Huron; one son, Gary (Robin) Barton of Cheyenne, Wyoming; one daughter, Sheila Barton of Palm Desert, California; three grandsons, Jason (Candi) Briley of Huron, Clint Barton of Cheyenne, Wyom. and Barton (Jennifer) Roberts of Livermore, California; and three great-grandsons, Alexander Ferguson, William Briley and Asher Roberts.

Sanborn County Commissioners met in regular session on Tuesday, November 3, 2015, at 9:00 a.m. with Chairman Ebersdorfer presiding.  Other members present were:  S. Larson, Ohlrogge, Blindauer, and P. Larson.   Also present was Auditor Larson.  Auditor Larson said the November 3 minutes should have read $25.00 per year for longevity pay.  Motion by Blindauer, seconded by Ohlrogge, to accept the minutes as corrected.  All ayes.  Motion carried.
HIGHWAY: Lee Goergen, Highway Superintendent/Weed Supervisor, and Sheri Kogel, Administrative Assistant, reported that the five-year plan has been approved.  The highway department machinery operators joined the meeting to discuss wages and benefits.  Research will be done and a decision made by December 15.
AMBULANCE: Jim Van Den Hemel, Sanborn County Ambulance, related to the board that Sanborn County Ambulance is sponsoring an EMT course.  Several county residents plus a few from out of county will be taking the course, which will cost $4,000.  The cost will be prorated to each participant.  Motion by Ohlrogge, seconded by Blindauer, to pay the Sanborn County residents’ share, plus their book costs if they pass the course and will serve on the ambulance roster.  All ayes.  Motion carried.
EXECUTIVE SESSION: 10:50 a.m.  Motion by Blindauer, seconded by S. Larson, to enter into executive session to discuss personnel.  All ayes.  Motion carried.  Chairman Ebersdorfer declared an end to executive session at 11:15 a.m.
PRISONER CARE CONTRACT: A contract with Minnehaha County for prisoner care was reviewed.  At the present time there are not any beds for rent.  Motion by S. Larson, seconded by Blindauer, to enter into contract with the Minnehaha County Sheriff’s Office for prisoner care commencing the 1st day of November, 2015 and ending the 31st day of October 2016 at a cost of $92.27 per inmate per day.  All ayes.  Motion carried.
TRANSFER FUNDS: Motion by P. Larson, seconded by S. Larson, to transfer $650.00 from General Fund to 24/7 Sobriety fund.  All ayes.  Motion carried.

Standing with our French allies

South Dakotans – and all Americans – stand united with France after last week’s terror attacks in Paris. With 129 murdered and more than 350 wounded, they were the deadliest terror attacks in Europe in more than a decade. We continue to pray for those we lost and stand united with our friends in France as they recover from this terrible tragedy.
The attacks in Paris are a sobering reminder that we are at war with radical jihadists who seek to harm Americans and invoke terror throughout the world. These extremists, who propagate brutal violence and reject peace, must be destroyed. This starts with a coherent plan to completely defeat ISIS, the vicious terrorist group behind the November 13 Paris attacks.
The administration has been lackluster in its response to ISIS, with the President and Secretary of State downplaying its growing influence in the Middle East and our need to fully counter them, placing tight constraints on our military’s campaign against them. Meanwhile, ISIS has spread from Iraq and Syria to Northern Africa and Afghanistan and now to the restaurants and concert halls of Paris. It is clear that ISIS is not “contained,” as President Obama claimed just hours before the Paris attacks, nor is it merely a regional threat in the Middle East. We must act now to defeat them or risk a Paris-like attack on U.S. soil in the near future. I believe the best way to achieve this is to direct our military, the Department of Homeland Security and our nation’s intelligence leaders to put forth a clear and coherent plan to completely obliterate ISIS.
Because of ongoing war in Syria, as well as ISIS’s continued terror in the region, millions of Syrians are fleeing their homeland seeking refuge elsewhere in the world. While most are being relocated in Europe, many South Dakotans, including myself, are concerned about the prospect of a terrorist slipping into the United States, taking advantage of the refugee program. Refugees have been coming to America for generations seeking safety from war-torn regions of the world. I support efforts to help others seek shelter from persecution. However, we must not do so at the expense of our own national security.
I have joined a growing number of my colleagues – on both sides of the aisle – calling for the administration to put a pause on those coming to the U.S. from Syria until we are able to take a second look at the security of our current vetting processes. We need to remember that it only took eight people to commit the carnage in Paris. While we continue to press the administration for answers as to our ability to protect Americans from these threats, we must not accelerate the Syrian refugee program as the President has requested.
As we continue to seek answers regarding last week’s horrific attacks in Paris, we must remember that we are at war with Islamic jihadists. Clearly defining a plan to de feat ISIS and keep Americans safe must be our primary goal. We have the best armed forces and intelligence agencies in the world. With resolve and determination, we can and will defeat ISIS and Islamic extremists, but this still requires leadership and a plan.
