The Sanborn County Commissioners met in regular session on Tuesday, November 22, 2016, at 9:00 a.m. with Chairman Ebersdorfer presiding. Other members present were S. Larson, Blindauer, Ohlrogge, and P. Larson. Auditor Larson was also present.  Motion by Ohlrogge, seconded by S. Larson, to accept the minutes as presented. All ayes. Motion carried.
HIGHWAY
Lee Goergen, Highway Superintendent/Weed Supervisor, and Sheri Kogel, Administrative Assistant, met with the board. Goergen reported that Bob Smith has passed his probation period.   Motion by Blindauer, seconded by P. Larson, to convene as a weed board. All ayes. Motion carried. Kogel reviewed the Year End Weed Summary. Chairman Ebersdorfer declared an end to the weed meeting and reconvening as a board of commissioners.
LONGEVITY PAY
Motion by P. Larson, seconded by Ohlrogge, to pay longevity pay at $25.00 per year for employment of five years or more. All ayes. Motion carried.
DIRECTOR OF EQUALIZATION
Penny Farris, Director of Equalization, met with the board to have the second hearing and first reading for the Sanborn County Proposed Zoning Amendments. Others joining the meeting were Barry Selland, Planning and Zoning Board, and Tom Mitzel. Brian McGinnis, District III, joined the meeting by speaker phone. Motion by S. Larson, seconded by Blindauer, to open the public hearing. All ayes. Much discussion was held. Motion by P. Larson, seconded by Ohlrogge, to close the public hearing. All ayes. Motion carried. Motion by Ohlrogge, seconded by S. Larson, to hold the second reading and adoption of the new zoning amendments on December 6th. All ayes. Motion carried.
PRISONER CARE CONTRACTS
The board reviewed the prisoner care contract with Charles Mix County for the year 2017 in the amount of $50.00 per prisoner each day. Motion by Blindauer, seconded by Ohlrogge, to approve this contract. All ayes. Motion carried.
APPOINT VETERANS SERVICE OFFICER
Motion by P. Larson, seconded by Blindauer, to appoint Michael Lueck as the Sanborn County Veterans Service Officer through the first Monday in January 2020. All ayes. Motion carried.
LIQUOR LICENSE
Motion by P. Larson, seconded by S. Larson, to approve the following liquor licenses:
John Doren – Retail (On-Sale) Liquor and Package (Off Sale) Liquor – DBA/Doren’s Bar.
Country Pumper  – Retail (On-Sale) Wine – Louise Alt

Leona Klinkner

Artesian

Leona Klinkner, 90, Artesian, died Tuesday, Nov. 22, 2016, at Prairie View Healthcare Community in Woonsocket.
Funeral services were 11 a.m., Saturday, Nov. 26, at St. Charles Catholic Church in Artesian. Burial was in Mount Pleasant Cemetery, Artesian. Visitation was from 5-7 p.m., Friday, Nov. 25, with a scripture service at 7 p.m. at the Bittner Funeral Chapel in Mitchell.
Leona Fern Klinkner was born May 25, 1926, at her grandparent’s farm in Charles Mix County, to Joseph and Tillie (Merkwan) Trantina. She graduated from Scotland High School in 1944 and then attended Southern Normal College in Springfield for teaching.
On May 14, 1945, she married George Harold Klinkner in Scotland. They moved to Oakland, Calif., where George was stationed in the Navy. Leona worked at Montgomery Wards while in California. Following George’s discharge from the Navy, they moved to Artesian and began farming. She began her 37 years of teaching at Kneen Country School, Argonne, Plano, Bradley Young and Longfellow schools. She attended Northern State and Black Hills State Colleges, DSU in Madison, and earned her B.S. degree from USD and master’s degree from SDSU in Brookings. After retirement, she did substitute teaching for 20 years.
Larson was a member of St. Charles Catholic Church, where she taught religion, and was a member of the Altar Society, Catholic Daughters, the 8 & 40, a lifelong member of the American Legion Auxiliary, Delta Kappa Gamma, NEA, MEA, Retired Teachers Association, Sanborn County Extension and SDEA.
She is survived by one son, Donald (Karen) Klinkner of Artesian; two daughters: Cheryl (Jerry) Toering of Chamberlain and Joanne (David) Munsell of Minooka, Ill.; 13 grandchildren, and 23 great-grandchildren.
She was preceded in death by her husband, George; daughter, Teresa Weisz; grandchild, Justin Munsell; and brother, James.

Kenneth Parker

Woonsocket

Kenneth Earl Parker, 89, of Woonsocket, passed away Sunday, Nov. 20, 2016, at Prairie View Healthcare Community in Woonsocket.
Funeral services were Monday, Nov. 28, at 11 a.m., at Mt. Olive Lutheran Church in Woonsocket. Visitation was Sunday, Nov. 27, with family members present from 5–7 p.m. at the Basham Funeral Home in Woonsocket. Inurnment was at Eventide Cemetery.
Kenny was born April 7, 1927, to Walt and Carrie (Schlomer) Parker. He graduated as salutatorian from Woonsocket High School in 1945. Kenny worked for Parson’s Produce prior to serving two years in the U.S. Army and was stationed in Germany. After the service, Kenny worked for Wenton Siedschaw selling and transporting trailer houses.
Kenny married Lois Druse in October of 1955, and to this union two children were born, Jim and Polly Parker. Kenny worked as a mechanic for Elmer Steichen Chevrolet before driving semi for Van Dyke’s. He then went on to work in the sales department at Van Dyke’s (Capital Building Systems).
In 1970, Kenny was united in marriage to Leone Jenssen in Pipestone, Minn. Kenny and Leone ran the Dairy Queen located at the three-mile corner near Woonsocket from 1973-1977. Following that, they operated Jena’s Flower Shop in Huron. After Capital Building Systems closed, Kenny established Parker Brokerage, which he owned and operated until his retirement at the age of 85.
In 2004, Kenny married Ole Strand-McLearen at Mt. Olive Lutheran Church in Woonsocket.
He was involved in many community organizations including: American Legion, Woonsocket Fire Department, Pony Hills Country Club, and was a longtime member of Mt. Olive Lutheran Church.
In January of 2016, Kenny entered Prairie View Healthcare Community, where he resided until his death.
Survivors include his son, Jim Parker of Kansas City, Kan.; his daughter, Polly Parker of Mitchell; step-sons, Jerry (Gloria) Jenssen of Woonsocket and Robert Jenssen of Sioux Falls; step-daughter-in-law, Shirley (Jim) Jenssen of Spearfish; sister, Deloris (George) Zilko of Carthage; sister-in-law, Ledoris (Bud) Parker of Sioux Falls; four grandchildren; one great-grandchild; many step grandchildren and step great-grandchildren from the Jenssen family; and many nieces and nephews.
In addition to his parents, Kenny was preceded in death by his sisters and brother-in-laws, Margaret and Otto Gutzmer, Connie and Clint Haring, Genevieve and Chet Brown, Pat and Bill Baum and Ora and Merlyn Runestad; a brother, Charles (Bud) Parker; wives, Leone and Ole; stepsons, Jim and Tom Jenssen; and grandson, Dan Parker.
