The Sanborn County Commissioners met in regular session on Tuesday, July 5, 2016, at 9:00 a.m. with Chairman Ebersdorfer presiding. Other members present were P. Larson, S. Larson, Blindauer, and Ohlrogge. Auditor Larson was also present. Motion by S. Larson, seconded by Ohlrogge, to accept the minutes as presented. All ayes. Motion carried.
HIGHWAY
Lee Goergen, Highway Superintendent/Weed Supervisor, and Sheri Kogel, administrative assistant, met with the board. Goergen reported that the new road graders will be delivered in October. Bridges in the county were discussed.
WEED BOARD
Motion by S. Larson, seconded by Blindauer, to convene as a weed board. All ayes. Motion carried. Motion by S. Larson, seconded by P. Larson, for the Sanborn County Weed and Pest Control to enforce a Declaration of Infestation in the matter of Brian Walters for the NE ¼ of Section 23-105-61 W. All ayes. Motion carried. Motion by P. Larson, seconded by S. Larson, to reconvene as a Board of Commissioners. All ayes. Motion carried.
BURNING BAN
Motion by Blindauer, seconded by P. Larson, to pass the following resolution effective immediately.
RESOLUTION 16-05
DECLARE A FIRE DANGER EMERGENCY IN SANBORN COUNTY AND TO PROHIBIT OPEN BURNING
WHEREAS, the Sanborn County Board of Commissioners, pursuant to SDCL 7-18A-8, is authorized to adopt emergency measures for the preservation of the public peace and safety, and
WHEREAS, the Sanborn County Board of Commissioners has determined that because of extremely dry conditions a fire danger emergency now exists within Sanborn County, now,
THEREFORE, BE IT RESOLVED by the Sanborn County Board of Commissioners that a “FIRE DANGER EMERGENCY” be declared and that all open burning of any substance shall be prohibited within Sanborn County, excluding incorporated municipalities, until rescinded by the Sanborn County Commission,
IT IS FURTHER RESOLVED that pursuant to SDCL 7-18A-2 and SDCL 22-6-2(2) the penalty for violating this resolution shall include a fine not to exceed five hundred dollars for each violation.

LIFEQUEST
Brian Loken from Lifequest met with the board to explain the programs offered at Lifequest and to request $7,050 for support in 2017. Sanborn County has seven people Lifequest supports. The board will address this during budget time.
4-H GROUNDS
Motion by Blindauer, seconded by P. Larson, to accept the quote from Rankin Construction for improvements at the 4-H Grounds on the back quonset. All ayes.Motion carried.
LIQUOR LICENSE
Forestburg Melon Festival has requested a temporary liquor license for August 20th. Motion by P. Larson, seconded by S. Larson, to hold a hearing on July 19th at 11:00 A.M. All ayes. Motion carried.
COUNTY BUS
Much discussion was held on the County Bus. Our state funding is in jeopardy because of the little use of the bus. Motion by Blindauer, seconded by Ohlrogge, to discontinue the county bus as of October 1. All ayes. Motion carried.
