Sanborn County Commissioners met in regular session on Tuesday, December 5, 2017, at 9:00 a.m. with Vice-Chairman S. Larson presiding. Other members present were: Ohlrogge, Blindauer, and P. Larson. Absent was Chairman Ebersdorfer. Also present was Auditor Larson. Motion by Blindauer, seconded by Ohlrogge, to approve the minutes as presented. All ayes. Motion carried.
HIGHWAY
Lee Goergen, Highway Superintendent, presented a Bridge Improvement Grant Funding Agreement with the Department of Transportation for BRF 6242(00) 18-1. Motion by P. Larson, seconded by Blindauer, to enter into this agreement. All ayes. Motion carried. Goergen discussed other happenings in the highway department with the board.
WOONSOCKET CITY/LAW ENFORCEMENT
Tara Weber, Woonsocket City Finance Officer, and Lindy Peterson, Mayor, met with the board to discuss the contract with the city for law enforcement. The city will address this issue at budget time next year.
MEMORANDUM OF UNDERSTANDING
Motion by Blindauer, seconded by Ohlrogge, to enter into a Memorandum of Understanding with the SDSU Extension and Counties of South Dakota for the year 2018 in the amount of $5,831.00 per year for the 4-H Advisor. All ayes. Motion carried.
TRANSFERS
Auditor Larson requested to transfer funds from General Fund to Road & Bridge in the amount of $491,197.00. These funds were allocated in the 2017 budget. Motion by Ohlrogge, seconded by P. Larson, to transfer the funds. All ayes. Motion carried.
DISCRETIONARY
Penny Farris, Director of Equalization, met with the board to discuss the discretionary formula. More information will be obtained and will be addressed again at the December 19th meeting.
MINNEHAHA COUNTY PRISONER CARE
Auditor Larson presented a prisoner care contract for the year 2018 with Minnehaha County Jail. Sanborn County agrees to pay Minnehaha County $96.45 per prisoner-day or $15.00 per prisoner-day for inmates who qualify to participate in Minnehaha County’s Electronic Monitoring Work Release Program. Motion by Blindauer, seconded by Ohlrogge, to enter into this contract. All ayes. Motion carried.
LAKE COUNTY PRISONER CARE
Auditor Larson presented a prisoner care contract for the year 2018 with Lake County Jail. Sanborn County agrees to pay Lake County $75.00 per prisoner-day. Motion by P. Larson, seconded by Blindauer, to enter into this contract. All ayes. Motion carried.
COMMUNITY HEALTH SERVICES CONTRACT
Auditor Larson presented the contract between the Sanborn County Commission and the South Dakota Department of Health for community health services beginning January 1, 2018 and ending December 31, 2018. The amount for the year will be $5,150.00 paid quarterly. Motion by P. Larson, seconded by Blindauer, to approve the contract. All ayes. Motion carried.

Unapproved Minutes - December 6, 2017

The Town of Artesian Council met on December 6, 2017, in regular session at the Artesian Community Center. Council Member K. Effling called the meeting to order with Council Member C. Danek, Council Member S. Richard and Finance Officer G. Effling present. Also present was: T. Fridley.
The minutes of the November 1, 2017, meeting was read; motion to approve by Danek, seconded by Richard, motion carried. Finance Officer Reports were read; motion to approve by Danek, seconded by Richard, motion carried. New Business: Discussed the City’s insurance policy. Approved by Danek, seconded by Richard, to join the Planning & Development District III.
Reviewed the approved credit application at Running’s in Huron.
Discussion was held on the city shop overhead door and contacting American Garage Door for repairs.
There being no further business brought before the council, meeting adjourned. The next regular meeting is scheduled for January 3, 2018, at the Artesian Community Center at 7:30 p.m.
