Letcher Town Board proceedings

September 7th, 2017

Mayor Chada called the meeting to order with Hoffman, Larson, and Meier in attendance.
A motion was made by Hoffman, seconded by Larson, carried, to approve the August 29th, 2017, minutes as read.
A motion was made by Larson, seconded by Hoffman, carried, to approve the financials as presented.
Old Business:
Discussion was held on meters that need to be fixed. Discussion was held on past due accounts.
Electricity at the ball park has been turned off until next spring.
Discussion was held on the census for 2020. Discussed information on the Hazard Mitigation Plan. Going to look at grant for updating the weather siren.
Discussion was held on the 2018 budget. All were approved.
New Business:
Discussion was held on the property taxes for 2018.
The board discussed the new Workman’s Comp. Insurance.
A motion was made by Larson, seconded by Hoffman, to go ahead and sign paperwork for the new SDML Workman’s Comp Insurance.
Discussion was held on Copper and Lead Samples/TMH water samples.
A motion was made by Hoffman, seconded by Larson, carried, to approve the following claims for payment:
GENERAL AND WATER/SEWER: Miedema Sanitation $90.00 – garbage removal, Jim Fridley $184.70 – water samples, Jesse Dominguez $498.72 – summer help/water meters, Renee Farmer $92.35 – custodian, Buckshot’s $247.56 – fuel for mower, Angie Meier $892.85 – payroll finance officer, NorthWestern Energy $1,004.03 – Electricity: Water Plant – $48.64, Lift Station – $72.41, Rossy Park – $52.86, Sump – $10.00, Community Center – $222.31, Ball Park – $92.34, Lagoon – $15.00, Street Lights – $479.85, Water Valve – $10.62, SDML Workman’s Comp Insurance $604.00 – work comp insurance, Santel Communications $348.05 – Town Office Phone – $56.34, Town Internet – $66.50, Community Center Phone – $45.23, Community Center Internet – $66.57.

The South Dakota Department of Environment and Natural Resources (DENR) received and reviewed the application for a minor air quality operating permit for the following applicant:
APPLICANT NAME: Upland Colony
FACILITY LOCATION: Artesian, South Dakota
The minor air quality operating permit will allow the operation of the following processes and units:
1. Unit #2 – 2007 Cummins Non-Emergency generator, fueled with distillate oil, and with a maximum operating rate of 900 kilowatts.
A review of this facility indicates Upland Colony can operate the non-emergency generator in compliance with South Dakota’s Air Pollution Control rules and the federal Clean Air Act. DENR, therefore, recommends the Board of Minerals and Environment issue a minor air quality operating permit to Upland with conditions to ensure compliance with South Dakota Codified Laws (SDCL) 34A 1 and the federal Clean Air Act.
In accordance with the Administrative Rules of South Dakota (ARSD) 74:36:04:12, any person desiring to comment on DENR’s draft permit conditions must submit written comments to the address below by close of business on the thirtieth day of this public notice. Comments may be directed to the following mailing address: Teresa Williams, PMB 2020, Department of Environment and Natural Resources, 523 East Capitol, Pierre, South Dakota 57501. DENR will consider and address all comments submitted and issue a final permit decision pursuant to ARSD 74:36:04:12.01. DENR will notify the applicant and each person that requested notice or submitted written comments of DENR’s final permit decision, including notification of any changes to the permit based on the comments.
Any person desiring to contest the issuance of this permit and have a contested case hearing must file a petition, which complies with ARSD 74:09:01:01. This petition must be filed either by close of business on the thirtieth day of this public notice or, if that person submits comments on DENR’s draft permit pursuant to the paragraph above, within thirty days of receiving notice of DENR’s final permit decision. Upon receipt of a petition, DENR will schedule this matter for a contested case hearing before the Board of Minerals and Environment.
If no comments or objections are received by close of business on the thirtieth day of this public notice, the draft permit becomes the final permit decision and the proposed permit will be issued.

Pamela Meyer

Wessington Springs

Pamela Mary Reindl Meyer, 62, of Wessington Springs, passed away Monday, Sept. 25, 2017, at the Prairie View Healthcare Community in Woonsocket, from ALS – Lou Gehrig’s disease.
Mass of Christian Burial was Saturday, Sept. 30, at St. Joseph’s Catholic Church in Wessington Springs. Interment was in Immaculate Conception Cemetery at Crow Lake. Visitation was from 6:30-8 p.m., Friday, Sept. 29, at the church, with a 7 p.m. scripture service.
Pam was born Jan. 3, 1955, to Everett and Marie (Grohs) Reindl. She attended country school through the eighth grade and transferred to Wessington Springs High School to complete her education.
She married in 1975, and to this union four sons were born, Jeremy, Justin, Brice and Trent.
Her greatest joy was raising her sons. The most significant employment Pam engaged in was her role in the recovery of Wessington Springs following the 2014 tornado. She was a master quilter, and the joy that hobby brought sustained her through many difficult times.
Pam is survived by her mother; siblings, Darwin, Roger, Les and Bruce Reindl, and Sheila Hodgson; sons, Jeremy (Danielle), Justin (Kari), Brice (Sarah), and Trent Meyer; 14 grandchildren; two great-grandchildren; and a multitude of family and friends.
She was preceded in death by her sister, Nancy Reindl, and father, Everett Reindl.
