Sanborn County Commissioners proceedings

AUGUST 1, 2017

Sanborn County Commissioners met in regular session on Tuesday, August 1, 2017, at 9:00 a.m. with Chairman Ebersdorfer presiding. Other members present were: Ohlrogge, Blindauer, S. Larson, and P. Larson. Also present was Auditor Larson. Motion by Ohlrogge, seconded by S. Larson, to approve the minutes as presented. All ayes. Motion carried.
BUDGET
The 2018 budget was discussed. Auditor Larson left the meeting at 10:00 a.m. and Barb Regynski, Deputy Auditor, joined the meeting.
HIGHWAY
Lee Goergen, Highway Superintendent/Weed Supervisor, and Sheri Kogel, Administrative Assistant, met with the board.  Kogel presented an application to add a structure to the Bridge Improvement Grant Program Plan.  Motion by Ohlrogge, seconded by Blindauer, to adopt the following resolution:
BRIDGE IMPROVEMENT GRANT PROGRAM RESOLUTION AUTHORIZING SUBMISSION OF APPLICATIONS
WHEREAS, Sanborn County wishes to submit an application for consideration of award for the Bridge Improvement Grant Program:
STRUCTURE NUMBER AND LOCATION:
SN: 56-051-210
and WHEREAS, Sanborn County certifies that the project is listed in the county’s Five-Year County Highway and Bridge Improvement Plan;
and WHEREAS, Sanborn County agrees to pay the 50 percent match on the Bridge Improvement Grant funds;
and WHEREAS, Sanborn County hereby authorizes the Bridge Improvement Grant application and any required funding commitments.
NOW THEREFORE BE IT RESOLVED:
That the South Dakota Department of Transportation be and hereby is requested to accept the attached Bridge Improvement Grant application.
Vote of Commissioners: Yes 5, No 0.

Kogel also presented two applications for preliminary engineering for the Bridge Improvement Grant Program. Motion by Ohlrogge, seconded by P. Larson, to adopt the following resolution:
BRIDGE IMPROVEMENT GRANT PROGRAM RESOLUTION AUTHORIZING SUBMISSION OF APPLICATIONS
WHEREAS, Sanborn County wishes to submit an application for consideration of award for the Bridge Improvement Grant Program:
STRUCTURE NUMBER AND LOCATION:
SN: 56-030-025, 7.5 Miles North of Woonsocket, S.D., Existing – 60’ Two Span I Beam Bridge
and WHEREAS,     Sanborn County certifies that the project is listed in the county’s Five-Year County Highway and Bridge Improvement Plan;
and WHEREAS,  Sanborn County agrees to pay the 20 percent match on the Bridge Improvement Grant funds;
and WHEREAS, Sanborn County hereby authorizes the Bridge Improvement Grant application and any required funding commitments.
NOW THEREFORE BE IT RESOLVED:
That the South Dakota Department of Transportation be and hereby is requested to accept the attached Bridge Improvement Grant application.
Vote of Commissioners: Yes 5, No 0.

Motion by P. Larson, seconded by S. Larson, to adopt the following resolution:

SN: 56-051-201, 3.9 Miles West of Letcher, S.D., Existing – 32’ Single Span I Beam Bridge
and WHEREAS,     Sanborn County certifies that the project is listed in the county’s Five-Year County Highway and Bridge Improvement Plan;
and WHEREAS,  Sanborn County agrees to pay the 50 percent match on the Bridge Improvement Grant funds;
and WHEREAS, Sanborn County hereby authorizes the Bridge Improvement Grant application and any required funding commitments.
NOW THEREFORE BE IT RESOLVED:
That the South Dakota Department of Transportation be and hereby is requested to accept the attached Bridge Improvement Grant application.
Vote of Commissioners: Yes 5, No 0.

A meeting public meeting for the five year plan will be held on September 5th at 8:50 a.m.
CONDITIONAL USE AND VARIANCE
Motion by Blindauer and seconded by Ohlrogge, to meet as a Board of Adjustment. All ayes. Motion carried. Penny Farris, Director of Equalization, and John Kalb met with the board. A conditional use hearing was held to request the construction of a 5KW tower with a hub height of approximate 105-110’ and 9’ blades for a total of 113-118’  approximate total height located at Lot A of McGinnis Enterprises, LLC 1st Addition in W/2SE/4 26-108-61 which is owned by Mr. Kalb. Plans are to have it completed this fall. Tower can be transferred to subsequent owners but if it is no longer in use it must be dismantled within two years following written notice by the county. By recommendation of the Planning and Zoning Board, motion by Ohlrogge, seconded by Blindauer, to approve the conditional use permit for the tower.  All ayes.  Motion carried. A variance hearing was held for a wind turbine tower 113-118’  approximate total height which is over the allowed 35’. By recommendation of the Planning and Zoning Board, motion by P. Larson, seconded by S. Larson, to approve the variance permit for tower height. All ayes. Motion carried. Motion of Ohlrogge, seconded by Blindauer, to reconvene as a Board of Commissioners. All ayes. Motion carried.
BURN BAN
Motion by Blindauer, seconded by P. Larson, to remove the burning ban effective immediately. All ayes. Motion carried.
