The regular meeting of the Woonsocket City Council was called to order by Mayor Lindy Peterson, Monday, May 1, 2017, at 7:00 p.m. with the following members present: Richard Regynski, Jim Steichen, Joel Rassel, John Ames, Richard Reider and Brandon Goergen. Also present was Derek Foos and Darin Kilcoin.
Motion by Rassel, seconded by Ames, to approve the Agenda. Motion carried.
Motion by Goergen, seconded by Reider, to approve the April 3, 2017, Minutes. Motion carried.
Motion by Rassel, seconded by Steichen, to approve the April 12, 2017, Minutes. Motion carried.
Motion by Steichen, seconded by Ames, to approve the Financial Statement. Motion carried.

Motion by Goergen, seconded by Rassel, to approve the second reading of Ordinance #93-17. Motion carried.
Council discussed the Planter at the lake.
Council discussed City Wide Cleanup.
Council discussed and approved the renewal of the Combined School/Public Library agreement.
Mayor Lindy Peterson thanked Richard Regynski for his 20 years of service on the City Council. His dedication and commitment to our community is greatly appreciated.
NEW BUSINESS
John Ames, having been nominated to office, took his oath of office and was seated as Councilmember Ward I for two years.
Joel Rassel, having been nominated to office, took his oath of office and was seated as Councilmember Ward II for two years.
Derek Foos, having been nominated to office, took his oath of office and was seated as Councilmember Ward III for two years.
Motion by Rassel, seconded by Goergen, to accept the resignation of John Ames effective immediately. Motion carried.
Motion by Goergen, seconded by Steichen, to approve the appointment of Darin Kilcoin to Councilmember Ward I for one year. Motion carried.
Darin Kilcoin, having been appointed to office, took his oath of office as was seated as Councilmember Ward I for one year.
Motion by Steichen, seconded by Reider to approve John Ames as City Maintenance Worker at $12.00 per hour. Motion carried.
Mayor Peterson announced the following persons heretofore appointed to their respective offices without being required to re-qualify as follows: City Attorney, Jeff Larson; Finance Officer, Tara Weber; Cemetery Sexton, Marc Olson; Librarian, Sarah Lieber; Water, Sewer, Streets and Maintenance, Richard Jensen and John Ames; Dumpground Caretaker, Donald Jemming; Official Newspaper, Sanborn Weekly Journal; Official Depository, First National Bank of South Dakota and Dakotaland Federal Credit Union.
Nominations were held for President of the Council, motion by Rassel, seconded by Steichen to nominate Richard Reider. With no other nominations, motion by Goergen, seconded by Foos to cast unanimous ballot. Motion carried.
Nominations were held for Vice President of the Council. Motion by Reider, seconded by Steichen, to nominate Joel Rassel. With no other nominations, motion by Goergen, seconded by Foos, to cast unanimous ballot. Motion carried.
Council discussed city employees. Motion by Steichen, seconded by Reider to move Eric Hill to Dumpground caretaker and hire Matt Henderson to mow full time. Motion carried.
Motion by Rassel, seconded by Kilcoin, to approve the following items to be sold at the Sanborn County Surplus Sale. Motion carried:
