The Town of Artesian Council met on March 6, 2018, in regular session at the Artesian Community Center. Council Member K. Effling called the meeting to order with Council Member C. Danek and Finance Officer G. Effling present.  Also present were Tom Fridley and Richard Danek.

The minutes of the February 7, 2018, meeting were read; motion to approve by Danek, motion carried. Finance Officer Reports were read; motion to approve by Danek, motion carried. The following vouchers were presented for the month; motion to approve by Danek, motion carried.

Old Business:

Streets – report given on snow removal.

Sewer/Lagoon – report update.

Sewer/Garbage – reviewed city billings.

New Business:

The Equalization Meeting will be held on March 19, 2018, at 7:00 p.m. at the Artesian Community Center, with the viewing of the books by appointment only with the Finance Officer. No election will be held as Candace Danek was unchallenged.

Gravel quotes were reviewed.  There was discussion on burning of vacant structures within city limits. A mosquito grant was discussed. The Surface Water Discharge Renewal Permit was discussed. The council reviewed the year-end SD Legislative Audit.  Discussion was held on the safety deposit box that the city rents from CorTrust Bank. Motion by Danek to remove the previous names and add the following names to the account: Kurt Effling, Candace Danek, Susan Richard, Gwen Effling and Thomas Fridley; motion carried. Motion by Danek to have the box drilled, as there are no keys available. The cost was quoted at $120.00 for the drilling; motion carried.

There was a discussion on placing a judgment on a non-paying city customer; the Finance Officer will look into the matter.

There being no further business brought before the council, meeting adjourned. The next regular meeting is scheduled for April 4, 2018, at the Artesian Community Center at 7:30 p.m.
