Sanborn County Commissioners met in regular session on Tuesday, March 19, 2019, at 9:00 a.m. with Chairman Ebersdorfer presiding.  Other members present were: S. Larson, Ohlrogge, Blindauer, and P. Larson. Also present was Auditor Larson. Motion by P. Larson, seconded by S. Larson, to approve the minutes as presented. All ayes. Motion carried. 

HIGHWAY

Stacy Mendenhall, Highway Superintendent, and Sheri Kogel, Highway Administrative Assistant, met with the board. Much discussion was held on the condition of the roads, condition of bridges, and flooding. Motion by S. Larson, seconded by Ohlrogge, to hire Brosz Engineering, Consulting Engineers, to do the bridge inspection work for the county.  All ayes. Motion carried. Mendenhall requested for the highway department to work four ten-hour days Monday through Thursday starting April 1st. Motion by S. Larson, seconded by Ohlrogge, to approve this schedule. All ayes. Motion carried.

AGTEGRA

Auditor Larson presented a request from Agtegra for a permit to land aircraft on Sanborn County Highways. After much discussion, motion by Blindauer, seconded by Ohlrogge, to deny the permit. All ayes. Motion carried. 

RUINED CHECKS

Auditor Larson reported that, when the water damage was done in her office, it ruined many of the blank checks. Motion by P. Larson, seconded by Blindauer, to destroy checks 35880-36128. All ayes. Motion carried.

The meeting was called to order by President Rod Clarambeau at 7 p.m. on March 17.

Minutes were read and corrected. Motion by Ken Stach to approve, seconded by Ron Ruml. All aye. Motion carried.

The Treasurer’s Report was given by Bob Steckel. Motion to accept by Ron Ruml, seconded by Lila Stach. All aye. Motion carried.

Old Business: The Baby Blindauer stone is in place as per Ken Stach. Charles Sipp stone is in place. The board is still uncertain if he was a veteren and are awaiting conformation.  

The board has payed 50 percent down on the Ponderosa Pine trees from James Valley Nursery. Total costs include removing old trees, planting new trees and mulch. They will be planted on the south fence line.

New Business: The Delton James grave will be getting a new stone. Ken Stach will order it.

Ken will also make a new map for the directory as the old one got wet.  

Ken will fertilize and spray this year as needed.

Badgers have made many holes. Rod Clarambeau has been in contact with the state trapper to control them.

Motion by Cindy VanLaecken to have Bob Steckel paid $50 for his time taking care of the cemetery’s income tax filings, seconded by Ken Stach. All aye. Motion carried.

Lila nominated Rod Clarambeau for five years as a board member, seconded by Sandy Ruml. All aye.  Motion carried.

Motion by Bob Steckel that nominations cease and to cast a unanimous ballot, seconded by Ken Stach. All aye. Motion carried

Motion by Cindy to raise the mowing rate to $350.00 per mowing, seconded by Bob Steckel. All aye. Motion carried

Bailey and Maddie Moody have accepted the position as joint care takers. They were the lone applicants.

Cindy VanLaecken will have Doug’s Custom take care of the mower maintenance.  

Motion by Ken Stach to have the cemetery audited every four years starting in 2020, seconded by Sandy Ruml. All aye. Motion carried

Minutes - March 18, 2019 - Special Meeting

The Special Meeting of the Woonsocket City Council was called to order by Mayor Richard Reider at 7:00 p.m., Monday, March 18, 2019, with the following members present: Garret Foos, Joel Rassel, Brandon Goergen, Derek Foos, Arin Boschee and Darin Kilcoin.

Motion by Rassel, seconded by Boschee, to approve the agenda. Motion carried.

Motion by Goergen, seconded by Kilcoin, to enter into a Local Board of Equalization. Motion carried. The Council members considered the following appeals:

Kenneth Anderson – E 215.4’ Lot 4 Block 3 Westbrooks Addition, Woonsocket

Motion by Goergen seconded by Rassel, to approve the following changes: Assessor’s Value $10,770.00 – Change to $3,000.00. Motion carried.

Motion by Boschee, seconded by D. Foos, to approve the following changes: Assessor’s Value $175,934.00 – Change to $160,000.00 Motion carried.

Motion by Goergen, seconded by D. Foos, to exit the meeting as the local board of equalization and re-enter the special meeting for the City of Woonsocket.

With no further business to be discussed, motion by Goergen, seconded by D. Foos, to adjourn the meeting. The meeting was adjourned at 8:25 p.m.
