Sanborn County Commissioners met in regular session on Tuesday, December 15, 2020, at 9:00 a.m. with Chairman Jeff Ebersdorfer presiding. Present were Steve Larson, Paul Larson and Gary Blindauer.  Absent was Ray Ohlrogge. Auditor Diane Larson and Deputy Auditor Kami Moody were also present. Motion by S. Larson, seconded by P. Larson, to approve the minutes as presented. Motion carried.

HIGHWAY

Stacy Mendenhall, Highway Superintendent, and Sheri Kogel, Highway Administrative Assistant, met with the board. Motion by P. Larson, seconded by Blindauer, to enter into agreement with Dina Sheffner to crush gravel at the rate of $1.80 per ton of piled material, between 50 to 100 thousand tons. All ayes, motion carried.

CASEY MILLER

Casey Miller with Aflac was present to discuss insurance options with the board. 

LAKE COUNTY JAIL AGREEMENT

Auditor Larson presented the contract between the Sanborn County Sheriff’s Department and the Lake County Sheriff’s Department, regarding prisoner care. Beginning on January 1, 2021 and ending December 31, 2021, the contract will remain the same as last year, at $75.00 per day. Motion by Blindauer, seconded by S. Larson, to approve the contract.  All ayes, motion carried.

AMBULANCE

A washer and dryer were purchased and a bid for the plumbing was presented.

VETERANS SERVICE OFFICER

After having discussions with Davison County and Beadle County, the board has made an offer with the Davison County Board of Commissioners to allow the sharing of their Veterans Service Officer. More information will be available at the next meeting. 

CONTINGENCY TRANSFERS

Motion by P. Larson, second by S. Larson, to transfer the following funds from contingency to Drainage for $25,000; Mental Illness for $2,000; Courthouse for $21,000; Election for $10,000; Auditor for $15,000. All ayes, motion carried. 

TRANSFER FUNDS

Motion by S. Larson, second by Blindauer, to transfer $1,095,860.00 from general fund to Road and Bridge and $18,500.00 to Emergency Management. All ayes, motion carried.

Woonsocket School Board proceedings

UNAPPROVED MINUTES – SPECIAL MEETING HELD DECEMBER 21ST, 2020

The Woonsocket Board of Education met in special session on December 21st, 2020, at 12:30 p.m. in the commons area of the Woonsocket School. The purpose of the special meeting was to approve a purchase agreement and payment for a section of real estate adjacent to school-owned property. Members attending were: Jason White, Neal Hiemstra, Lisa Snedeker, and Jodi Doering. Todd Olinger was absent.  Others attending were Superintendent Rod Weber and Chris Selland. The Pledge of Allegiance was recited, and the meeting was called to order at 12:30 p.m.  

On a motion by Jodi Doering, seconded by Neal Hiemstra, the Board approved the meeting agenda as presented. Motion carried.

Motion was made by Lisa Snedeker, with a second by Jodi Doering, to approve the purchase agreement and corresponding payment of $15,000.00 to Viola Goergen for the following real property:

The North Ninety-Two Feet (N. 92’) of Lots Thirteen (13) through Eighteen (18) inclusive, Block One Hundred Eight (108), First Addition to the City of Woonsocket, Sanborn County, South Dakota.  

Also known as 202 N. 1st Ave, Woonsocket, SD 57385.

Motion carried.  

There being no further business to come before the Board, the December 21st, 2020, special board meeting of the Woonsocket Board of Education was adjourned at 12:35 p.m. on a motion by Neal Hiemstra, with a second by Jodi Doering. Motion carried.

The students and staff at Sanborn Central have been busy decking the doors in the spirit of the Christmas holiday. They conducted a contest last week for the best decorated doors, and the winners turned out to be Mrs. Wienbar, science instructor from the middle/high school, Mrs. Miller, third grade instructor from the elementary and Mrs. Enfield, librarian from the administration/other staff category. 

The entire school also had an ugly sweater competition on Thursday, Dec. 17. Winners from that were Ellie Evans, Aubrey Moody, Mrs. Reimer and Conrad Olson. 

Christmas break started for both schools on Tuesday, Dec. 22 with an early dismissal, and classes will resume on Monday, Jan. 4. At this time, the plans are to start with everything running as it has been for both schools in Sanborn County.
