Sanborn County Commissioners met in regular session on Tuesday, February 2, 2021, at 9:00 a.m. with Chairman Jeff Ebersdorfer presiding. Present were Gary Blindauer, Paul Larson, Steve Larson, and Rod Weber. Auditor Diane Larson and Deputy Auditor Kami Moody were also present.  Motion by P. Larson, seconded by S. Larson, to approve the minutes as presented. Motion carried. 

Motion by S. Larson, seconded by Blindauer, to approve the minutes from the Special Meeting on January 22nd, as presented. Motion carried. 

OATH OF OFFICE

Oath of Office was taken by Steve Larson, Paul Larson, and Rod Weber.

HIGHWAY

Stacy Mendenhall, Highway Superintendent, and Sheri Kogel, Highway Administrative Assistant, met with the board. 

Motion by S. Larson, seconded by P. Larson, to amend the motion regarding fees for over width and overweight permits, made on January 5th, to include Per Truck, as approved by Highway Superintendent. All ayes; motion carried. 

Motion by S. Larson, seconded by Blindauer, to trade the older New Holland disk mower for a ‘21 New Holland disk mower. All ayes; motion carried.

Motion by Weber, seconded by S. Larson, to purchase a ’21 CPS belly dump trailer, with funding from insurance money received. All ayes; motion carried. 

MARLA FEISTNER

Marla could not be present. Her semi-yearly report was given.

PENNY FARRIS, PLANNING AND ZONING

Penny Farris, Director of Equalization, met with the board for approval of plats. A plat was presented for Marli Baysinger, Plat of Tract 2 of Baysinger’s Addition, in the NW1/4 of the SE1/4 of the SE1/4, the SW1/4 of the NE1/4 and in the W1/2 of Section 20, T106N, R60W, of the 5th. P.M., Sanborn County, South Dakota. By recommendation of the Planning and Zoning board, motion by P. Larson, seconded by Blindauer, to approve the plat. All ayes; motion carried.

A plat was also presented for David Estabrook, Plat of Tract 1 of Estabrook Addition, in the NW1/4 of the NW1/4 of Section 26, T105N, R61W, of the 5th. P.M., Sanborn County, South Dakota. By recommendation of the Planning and Zoning Board, motion by Blindauer, seconded by P. Larson, to approve the plat. All ayes; motion carried.

PASTURE LEASE

The high bid of $10,000 from Tim Pearson was accepted.

CITY OF WOONSOCKET, CONTRACT

Motion by P. Larson, seconded by Weber, to approve the contract with the City of Woonsocket for $21,000 for Law Enforcement Agreement.

SOUTH DAKOTA DEPARTMENT OF HEALTH

Deputy Auditor Moody presented the board with a contract from the South Dakota Department of Health. Motion by Blindauer, seconded by S. Larson, to approve the contract for $5,449.00, with the South Dakota Department of Health for 2021. All ayes; motion carried. 

JAMES VALLEY DRUG TASK FORCE AGREEMENT

Deputy Auditor Moody presented the board with a contract from the James Valley Drug Task Force. Motion by P. Larson, seconded by Blindauer, to adopt the James Valley Multi-Jurisdictional Drug Task Force Joint Powers Agreement. All ayes; motion carried.
