Sanborn County Commissioners met in regular session on Tuesday, December 7, 2021, at 9:03 a.m. with Chairman Jeff Ebersdorfer presiding. Present were Steve Larson, Paul Larson, Gary Blindauer and Rod Weber. Auditor Kami Moody was also present. Motion by Blindauer, seconded by P. Larson, to approve the minutes from the November 16th meeting as presented. All ayes, motion carried.

CASEY MILLER, AFLAC
Casey presented some Aflac insurance options to the board.
BROSZ ENGINEERING
Don Hammond of Brosz Engineering was at the meeting to discuss bridges located in the county that are on the five-year plan. Discussion was had on the deterioration of bridges on county roads and what the replacement plan will be.
WEED BOARD
Motion by S. Larson seconded by Blindauer, to enter Weed Board. Sheri Kogel gave the year-end report. Chairman Ebersdorfer declared end of Weed Board.
HIGHWAY
Stacy Mendenhall, Highway Superintendent, and Sheri Kogel, Highway Administrative Assistant, met with the board. Sheri informed the board that township evaluations of the culverts are complete. Results are anticipated to be available in February of 2022. The historic bridge that needs to be removed this year was also discussed.
KAREN KRUEGER, TREASURER
There are three properties in Sanborn County that have been taken for tax deeds. Motion by Blindauer, seconded by Weber to declare properties as surplus. Properties are Lots 1-4 Inc, Block 1, Crennen and Shannons Addition, Letcher Town; Lots 21-24 Inc, Block 3, Dunns Addition, Woonsocket City; and Lots 1-2, Block 12, Original Plat, Artesian Town. All ayes; motion carried. The properties will be sold via sealed bid, with bids due in the Auditors office by December 30th. Bids will be opened on January 4th at 10 a.m. during the Commissioners meeting.
MICHAEL AND BOBBI JOHNSON
Bobbi Johnson, Mike Johnson (via phone), Director of Equalization Penny Farris, and States Attorney Jeff Larson were present. Michael and Bobbi would like to put a house in a current Flood Zone, with a basement. After discussion, the commissioners decided that a Base Flood Elevation Survey will need to be provided, for Federal Emergency Management Agency purposes, before a decision can be made by the Board of Commissioners if the Johnsons can legally proceed with the project.
AMBULANCE RADIO FOLLOW-UP
Neal Hiemstra, Elliott Ohlrogge, Aaron Fink, and Rick George with the Ambulance and Fire Department, Sheriff Tom Fridley, along with Jeff and Dave from Two Way Solutions were present to follow-up on the conversation previously held about updating the radio system for the County Emergency. Two Way Solutions will follow-up with Hiemstra with some quotes on equipment that would be needed for the update to take place. Hiemstra will then come back to the board before a decision will be made.
2022 HOLIDAY SCHEDULE
Motion by Weber, seconded by P. Larson, to approve the updated holiday schedule. New schedule will be placed in the personnel handbook. All ayes; motion carried.
COUNTY HEALTH NURSE AGREEMENT
Motion by P. Larson, seconded by S. Larson, to enter into agreement with the South Dakota Department of Health, for the fiscal year of 2022, for the County Health Nurse. All ayes; motion carried.
SDSU EXTENSION AGREEMENT
Motion by S. Larson, seconded by Blindauer, to enter into agreement with the SDSU Extension, for the fiscal year of 2022, for the state Extension Office position. All ayes; motion carried.
INSURANCE
Motion by Blindauer, seconded by S. Larson, to stay with the Avera 4000 plan for Health Insurance. All ayes; motion carried.
WAGES
Motion by P. Larson, seconded by Blindauer, to increase Auditor Moody’s wage to match elected officials effective January 1, 2022. All ayes; motion carried.
