Sanborn County Commissioners met in regular session on Tuesday, July 11, 2023, at 9:00 a.m., with Chairman Jeff Ebersdorfer presiding. Present were Paul Larson, Gary Blindauer, and Duane Peterson; Steve Larson was absent. Auditor Kami Moody was also present. Motion by P. Larson, seconded by Peterson, to approve the minutes from the Special Meeting held on June 13 and the regular meeting held on June 20, as presented. Motion carried. Motion by Peterson, seconded by Blindauer, to approve the agenda as presented. Motion carried.

CITIZEN INPUT 

No public was in attendance for input. 

EXECUTIVE SESSION

Motion by P. Larson, seconded by Blindauer, to enter executive session at 9:01 a.m. Motion carried. Ebersdorfer declared end of executive session at 9:05 a.m.

HIGHWAY

Stacy Mendenhall, Highway Superintendent and Sheri Kogel, Highway Administrative Assistant, met with the board. Bridge in Warren Township was discussed, with plans to sell or vacate the bridge. Annual bridge inspections have started. The county bridge on 221st street was discussed, with bridge repairs and road closure coming in the fall. The 2024 highway budget was discussed. Motion by P. Larson, seconded by Blindauer, to sign the agreement with the South Dakota Department of Transportation for Bridge Rehabilitation/Replacement grant for Bridge # 56-200-153, located on 414th Avenue between 235th and 236th Streets. Replacement or repairs will need to be completed prior to 2027. Motion carried.

Reminder to Township Board Members that Rural Access Infrastructure Township Grant paperwork is due in the County Highway Office on the following dates: Township Five-Year Structure Improvement Plan no later than August 31st and Township Small Structure Improvement Application no later than October 31st.

Motion by Blindauer, seconded by P. Larson, to submit the application for the Bridge Improvement Grant. Motion carried. 

WHEREAS, Sanborn County wishes to submit an application(s) for consideration of award for the Bridge Improvement Grant and/or local Federal Bridge Programs:

Structure # 56-030-171

Location: 7.1 miles South of Woonsocket, S.D., over Morris Creek

And WHEREAS, Sanborn County certifies that the project(s) are listed in the county’s Five-Year County Highway and Bridge Improvement Plan;

And WHEREAS, Sanborn County agrees to pay the 20 percent match on the Bridge Improvement Grant funds and/or 18.05 percent match on the Local Federal Bridge funds;

And WHEREAS, Sanborn County hereby authorizes the Bridge Improvement Grant and Local Federal Bridge application(s) and any required funding commitments.

NOT THEREFORE BE IT RESOLVED:

That the South Dakota Department of Transportation be and hereby is requested to accept the attached Bridge Improvement Grant and/or Local Federal Bridge applications(s)

Vote of Commissioners: YES: 4, NO: 0.

WEED BOARD

Motion by P. Larson, seconded by Peterson to enter weed board. Motion carried. Motion by P. Larson, seconded by Blindauer to put an enforcement on and declare the NW ¼ Section 4 T-107N  –  R-061W, property currently owned by Marilyn Nissen infested with noxious weeds – Canada Thistle and Leafy Spurge.  Motion carried. Ebersdorfer declared end of weed board.

ORDINANCE HEARING FOR 2023-10

Motion by Blindauer, seconded by Peterson, to approve Ordinance 2023-10 regarding Open Burning Regulations. 

Roll call vote: Ebersdorfer, aye; S. Larson, absent; P. Larson, aye; Blindauer, aye; Peterson, aye. Motion carried.  

PENNY FARRIS, DIRECTOR OF EQUALIZATION

Motion by Blindauer, seconded by Peterson to enter executive session at 10:32 a.m. Motion carried. Ebersdorfer declared end of executive session at 10:39 a.m. The Director of Equalization office is looking to fill an administrative assistant position. Paper publishing will happen soon. 

OTHER BUSINESS BROUGHT BEFORE THE BOARD

Motion by P. Larson, seconded by Blindauer, to enter into an agreement with Jerauld County regarding Sanborn County Ambulance Service Area. Motion carried. 

The board reviewed the 2024 budget and had extensive discussion. Each request will be discussed further and finalized at future budget meetings.

Auditor Moody presented a hospital bill for an indigent county resident. Motion by Blindauer, seconded by P. Larson, to approve the payment for indigent resident W.W., to Robert Nelson, Attorney at Law for the settlement rate of $4,097.53. Motion carried.

Woonsocket City Council proceedings

Minutes - June 12, 2023

The regular meeting of the Woonsocket City Council was called to order by Mayor Richard Reider at 8:00 p.m., Monday, June 12, 2023, with the following members present Darin Kilcoin, Arin Boschee, Derek Foos, Joel Rassel, Brandon Goergen and John Baysinger. Finance officer Tara Weber was also in attendance.

Motion by Boschee, seconded by Foos, to approve the agenda. Motion carried.

Motion by Goergen, seconded by Boschee, to approve the May 8, 2023, minutes. Motion carried.

OLD BUSINESS

Everything with security cameras has been ordered. 

The City workers were able to use the radios during city wide cleanup, but the distance did not reach out to the Dumpground. Hopefully, this will be better when the antenna is installed.

The council discussed the pickle ball court and the skatepark equipment. 

Rod Weber came to the meeting to discuss the drainage and paving between the Catholic Church and the Elementary School. Weber also informed the council about crosswalk signals that would be installed. Motion by Foos, seconded by Kilcoin, to have the mayor sign the maintenance agreement. Motion carried.

The council discussed the streets that would be closed around the lake during the Fourth of July. The Council discussed a Merry-Go-Round that Pete McWhorter would like to run by the depot. Motion by Foos, seconded by Boschee, to pay up to $500.00 for a one-time insurance, if needed. Motion carried. 

NEW BUSINESS

Weber informed the council that Woonsocket will host the majors baseball tourney. 

Weber informed the council about an upcoming meeting with Federal Emergency Management Agency representatives regarding the Flood Plain. Weber and Rassel will attend the meeting.

Weber gave the council an update on the car accident that occurred May 17th. 

Dan Swenson and Kent Swenson met with the council regarding getting water at the Catholic Cemetery. The council agreed to let them tap into the well at the City Cemetery.

Motion by Goergen, seconded by Foos, to enter Executive Session at 8:05 p.m. to discuss personnel issues. Motion carried.

Motion by Goergen, seconded by Boschee, to exit Executive Session at 8:25 p.m. and enter the regular meeting.

With no further business to be discussed, motion by Boschee, seconded by Goergen, to adjourn the meeting. The meeting was adjourned at 8:30 p.m.

Douglas Janzing

Mitchell

Douglas Janzing, 54, of Mitchell, passed away Sunday, July 16, 2023, at his home.

Funeral Mass was held Monday, July 24, at Holy Family Catholic Church in Mitchell. Burial was at Mt. Pleasant Cemetery in Artesian. Visitation was Sunday, July 23, at Bittner Funeral Chapel with a prayer service.

Douglas Raymond Janzing was born on Oct. 24, 1968, to Ray and Charmaine (Grassel) Janzing in Huron. He grew up on the family farm north of Artesian. After graduating from Artesian High School in 1986, Doug went on to study business at Dakota State in Madison and Dakota Wesleyan in Mitchell. After college, Doug worked at Toshiba and helped on the family farm; he did work at some other businesses, but most recently, Doug was back working at Toshiba. He loved working in the warehouse.

In 2005, Doug met Kim Andrews. They were married in 2006. To this union, a daughter, Maddie Jo, was born.

Doug loved spending time with his family and friends, going on adventures with Maddie and attending her school activities, hunting, hanging out at the farm, playing games (the card game Euchre was a favorite), and playing pranks on people.

Doug is survived by his daughter, Maddie Jo of Mitchell; former spouse, Kim of Mitchell; three sisters, Cindi Janzing (Dennis Eckmann) of Huron, Laurie (Ed) Grassel of Artesian, and Debra (Jeff) Hunking of Sioux Falls; and many nieces and nephews.

Doug was preceded in death by his parents, grandparents, uncles, and aunts.
