Mary Alice Moe

Sioux Falls

Mary Alice Moe, 93, of Sioux Falls, and formerly of Woonsocket, passed away on Jan. 8, 2024.

Funeral services will be at Heritage Funeral Home on Thursday, Jan. 11, 2024, at noon with a luncheon to follow. Family will be present at Heritage Funeral Home for visitation two hours before the service.

Mary Alice Parsons was born on Nov. 19, 1930 to Darrell and Alice Parsons in Greenfield, Mass. At three weeks of age, she moved to Woonsocket with her parents. After graduating from Woonsocket High School in 1948, Mary attended college for a time at the College of St. Teresa in Winona, Minn.

On April 17, 1950, Mary was wed to Wallace Moe of Woonsocket. Mary and Wally lived on a farm northeast of Woonsocket for several years before moving to DeSmet and finally back to Woonsocket, where Mary lived with Wally until his death in 2008. Mary moved to Sioux Falls to be closer to her children in 2015. 

When Mary had her first child, Micki, she decided to dedicate her life to being a loving and caring mother. Mary made it her mission to support and add to the lives of others. Her positive attitude and outlook on life was appreciated by those around her.  

Throughout the years, Mary also spent time working in the DeSmet school district, VanDyke Supply, and served as the secretary/bookkeeper for the Sanborn County Highway Department for 27 years until her retirement at age 74. Mary was a member of a local women’s Supper Club that met monthly for over 50 years. 

Mary is survived by her children, Micki (Rick) Fager of Sioux Falls, Sheri (Mark) Trudeau of Brookings, Leann (Chuck) Doran of Elk Point, Scott (Cheryl) Moe of Sioux Falls, Roxanne (Dick) Peters of Tea, Tonya Moe (Matt Knock) of Tea, and Jonathan (Ashley) Moe of Emmettsburg, Iowa; her sister, Jean Hurlbert of Green Valley, Ariz. and Sioux Falls; her sister-in-law, Ila Anderson of Huron; 11 grandchildren; 34 great-grandchildren; many nieces and nephews, and numerous friends. 

Mary was preceded in death by her parents; her husband, Wallace; her daughter, Caryn Moe; her sisters, Helen Zentkowski, Pat Roache, Dorothy Kiefer, and Linda Druse; her brothers, Robert Parsons and Richard Parsons; and her brother-in-law, Keith Moe and his wife, Karen, of Woonsocket. 

Sanborn County Commissioners met in regular session on Tuesday, December 29, 2023, at 9:00 a.m., with Chairman Jeff Ebersdorfer presiding. Present were Steve Larson, Paul Larson, Gary Blindauer, and Duane Peterson. Auditor Kami Moody was also present. Motion by Peterson, seconded by Blindauer, to approve the minutes from the December 12th meeting, as presented. Motion carried.  Motion by Peterson, seconded by P. Larson to approve the agenda as presented. Motion carried. 

CITIZEN COMMENT

Paula Linke was present to give an update on the 4-H building addition. Lisa Snedeker and Emerson Johnson were also present to thank the board for their continued support to the 4-H program.

Motion by P. Larson, seconded by Blindauer, to transfer the following amounts from contingency to the department named to balance for the year:

BUDGET SUPPLEMENTS

Motion by P. Larson, seconded by Blindauer, to supplement the following budgets: Emergency Management in the amount of $19,518.46 to cover 2023 expenses, of that $14,826.75 will be reimbursed for a grant received for radios. Motion carried. 

GENERAL FUND BUDGET

The auditor informed the board that the general fund surplus analysis shows the county is compliant with SDCL 7-21-18.1 by having the total unreserved, undesignated fund balance of the general fund less than 40 percent of the total amount of all general fund appropriations.

Motion by S. Larson, seconded by P. Larson, to transfer the following to assigned funds for future projects: 9-O Road Project – $300,000; motion carried. 

Motion by S. Larson, seconded by Peterson, to transfer remaining funds from 742 – State Remittance Fund to General Fund for the amount of $20,817.93. This is a pass-through account that needs to be zeroed out yearly. Motion carried.

HIGHWAY

Stacy Mendenhall, Highway Superintendent and Sheri Kogel, Highway Administrative Assistant were present for the Benedict Township discussion. 

EXECUTIVE SESSION

Motion by P. Larson, seconded by Blindauer, to enter executive session at 12:08 p.m., at the request of Dayna Opsahl to discuss personnel as defined in SDCL 1-25-2.1. Motion carried. Chairman Ebersdorfer declared end of executive session at 12:34 p.m.

JAIL AGREEMENTS

Auditor Moody presented the jail contracts between the Sanborn County Sheriff’s Office and the following jails listed below. All contracts are for the fiscal year 2024. Motion by Blindauer, seconded by Peterson, to approve the listed jail agreements; motion carried:

Beadle County – $95 per day;

Brule County – $72 per day;

Charles Mix County – $90 per day;

Davison County – $105 per day;

Hughes County – $375 per day;

Lake County – $90 per day;

Beadle County, for Juvenile – $325 per day.

VETERAN’S SERVICE OFFICER MEMORANDUM OF UNDERSTANDING

Motion by P. Larson, seconded by Blindauer to enter a Memorandum of Understanding with Davison County for the Veteran’s Service Officer from January 1, 2024, to continue each year thereafter unless terminated by either County, for the cost of $8,250 per year. Motion carried. 

BENEDICT TOWNSHIP DISCUSSION

Many Benedict Township landowners and board members were present to discuss the three bridges in discussion on 414th avenue in Benedict Township. Much discussion was had regarding the bridges. The Board of Commissioners will decide the awarding of grant funds at the meeting on January 2nd. 

OTHER BUSINESS BROUGHT BEFORE THE BOARD

Auditor Moody informed the board that levies are approved, printed, and turned over to the treasurer to be distributed. 

The courthouse will be closed on Monday, January 1st, in observance of New Year’s Day and January 15th in observance of Martin Luther King Jr. Day.

There being no further business before the board, motion by P. Larson, seconded by S. Larson, to adjourn the meeting at 1:21 p.m. Motion carried.

This being the annual reorganization of the Board of County Commissioners, the county auditor called for nominations for chairman of the board. Gary Blindauer nominated Jeff Ebersdorfer. Motion by Paul Larson, seconded by Gary Blindauer that nominations cease. Motion carried. Jeff Ebersdorfer will be chairman. Ebersdorfer called for nominations for vice-chairman. Paul Larson nominated Steve Larson. Motion by Paul Larson, seconded by Duane Peterson, that nominations cease. Motion carried. Steve Larson will be the vice-chairman.

No public was in attendance for input.

HIGHWAY

Sheri Kogel, Highway Department, met with the board. 

Motion by Peterson, seconded by P. Larson, to sign resolution #2024-1.

Sanborn County Weight Limit Enforcement Resolution

WHEREAS, seasonal climatic changes can be detrimental to county highways, and

WHEREAS, the Sanborn County Board of County Commissioners, desires to protect existing Sanborn County Highways, ultimately saving the tax dollars and,

WHEREAS, the Sanborn County Board of County Commissioners, desire the enforcement of weight limitations and speed limits on Sanborn County roads and bridges as set forth and posted by the Sanborn County Highway Superintendent.

NOW THEREFORE BE IT RESOLVED: That the South Dakota Highway Patrol be and hereby is authorized and requested to enforce weight limitations and speed limits on Sanborn County roads and bridges.

BE IT FURTHER RESOLVED that the penalty for the violation of the load restrictions shall be as set forth in SDCL 32-22-55.

Motion by P. Larson, seconded by Blindauer to approve the five township applications for the Rural Access Infrastructure Plan. Motion carried. The Rural Access Infrastructure Plan is a State Funded Grant program, to help townships with the cost of replacing failing structures on township roads:

Benedict Township – $69,000;

Benedict Township – $58,000;

Benedict Township – $31,258;

Ravenna Township – $28,700;

Warren Township – $28,767.40.

APPOINTMENTS AND FEES

Chairman Ebersdorfer made the following appointments: Mental Health Board/Drug – Alcohol Board, Paul Larson; District III:  Jeff Ebersdorfer; 4-H Advisory Board: Steve Larson; Sanborn County Rural Development: Jeff Ebersdorfer; County Planner: Penny Farris and Tami Ziebart; Economic Development Board: Duane Peterson; South Dakota Housing Authority Board: Jeff Ebersdorfer; Drainage Board: Gary Blindauer and Paul Larson; Planning and Zoning: Duane Peterson; Emergency Management Director: Josh Starzman. Motion by S. Larson, seconded by Blindauer, to approve the appointments. Motion carried. 

Motion by Blindauer, seconded by Peterson, that the following places be designated for holding chattel mortgage sales in Sanborn County for 2024: Front Door of Courthouse, City of Woonsocket; Between Block Four and Five, Original Plat, Town of Letcher; The public street on the north side of the Cortrust Bank, City of Artesian. Motion carried.

Motion by S. Larson, seconded by P. Larson, to designate Cortrust Bank of Artesian, First National Bank South Dakota, Dakotaland Federal Credit Union, SD Public Funds Investment Trust (FIT), as Legal Depositories and the Sanborn Weekly Journal as the legal newspaper. Motion carried. 

Motion by S. Larson, seconded by Blindauer, to approve expenses for County Commissioners, County Officials, and County Employees to attend all scheduled meetings pertaining to County Business for 2024; to set mileage ($0.51 per mile) and meals ($6, $14, $20) at State Rates; to pay bills at each meeting; to establish a cost of $3,000.00 for County burial or Cremation plus $0.75 per mile within the State; and to declare old iron, used bridge planks, old culverts, used tires and old parts as surplus with maximum value of $1,000. Motion carried. 

Motion by P. Larson, seconded by Blindauer, to set the commissioners’ salary at $8,250 annually, plus insurance, no mileage; to set the hourly wage for extra part-time help for the Register of Deed, Treasurer, Auditor, Sheriff’s Office and Janitor at the wage of $17.50; to set the wages for meetings of planning & zoning and drainage at the rate of $60, no mileage; set the wage of election workers at $200 plus mileage per day and to pay $35 plus mileage for school of instruction, if attended and $20 per hour, plus mileage for post-election audit workers; and to pay $50 per month for cell phone usage to Deputy Sheriff and Highway Superintendent. Motion carried. 

Motion by Peterson, seconded by P. Larson, to use the state bid list for county purchases. Motion carried.

Motion by S. Larson, seconded by Peterson, to establish four (4) or less voting precincts. Motion carried. 

Precincts will be as follows:  

Precinct #1:  Afton, Floyd, Benedict, Oneida, Artesian City, Diana, Union, Ravenna – Artesian Community Center;

Precinct #2: Butler, Letcher, Letcher City, Logan, and Elliott – Letcher Community Center;

Precinct #4: Jackson, Twin Lake, Woonsocket Township, Silver Creek Township, Woonsocket City Ward 2 – Woonsocket Community Center;

Precinct #5: Woonsocket City Wards 1 and 3, Warren Township – Woonsocket Community Center;

By agreement of the board, the annual meeting with towns and townships will be on February 6 at 1:00 p.m. at the 4-H Building.

Motion by Blindauer, seconded by Peterson, that the Register of Deeds will submit the money collected in that office each month to the treasurer by the 20th of the following month and the Sheriff by the 15th. Motion carried.
