Sanborn County Commissioners met in regular session on Tuesday, February 20, at 9:00 a.m. with Chairman Jeff Ebersdorfer presiding. Present were Steve Larson, Paul Larson, Gary Blindauer, and Duane Peterson. Auditor Kami Moody was also present. Motion by Blindauer, seconded by Peterson, to approve the minutes from the February 6 meeting, as presented. Motion carried. Motion by P. Larson, seconded by S. Larson, to approve the agenda as presented. Motion carried.

Wayne Feistner was present to express his opinion about reducing the speed limit on 236th Street, also known as the Twin Lakes oil.

HIGHWAY
Stacy Mendenhall and Sheri Kogel, Highway Department, met with the board. Rural Access Infrastructure grants were discussed, regarding funds still available for distribution.
Motion by Peterson, seconded by Blindauer, to sign Resolution 2024-3 for County Weight Limit Resolution. Motion carried.
SANBORN COUNTY WEIGHT LIMIT ENFORCEMENT
RESOLUTION
RESOLUTION # 2024-3
WHEREAS, excessive loads can be detrimental to our highways, and
WHEREAS, seasonal climatic changes can be detrimental to our highways, and
WHEREAS, the Sanborn County Board of County Commissioners, desires to protect existing Sanborn County Highways, ultimately saving the tax dollars and,
WHEREAS, the Sanborn County Board of County Commissioners, desires the enforcement of weight limitations on Sanborn County Roads as set forth and posted by the Sanborn County Highway Superintendent.
WHEREAS, the limits on Sanborn County Highways shall be set as 80,000 pounds gross weight for any vehicle or combination of vehicles and a maximum truck speed of 40 miles per hour, on County Road, 09-O (397th Ave – Mt. Vernon Oil).
That the South Dakota Highway Patrol is and hereby is authorized and requested to enforce weight limitations on Sanborn County Roads.
Be it further resolved that the penalty for the violation of the load restrictions shall be as set forth in SDCL 32-22-55.

Motion by Blindauer, seconded by P. Larson, to sign Resolution 2024-4 for Bridge Reinspection Program Resolution for Use with South Dakota Department of Transportation Retainer Contract. Motion carried.
BRIDGE REINSPECTION
PROGRAM RESOLUTION FOR USE WITH SDDOT RETAINER CONTRACTS
WHEREAS, 23 CFR 650 Subpart C, requires initial inspection of all bridges and reinspection at intervals not to exceed two years with the exception of reinforced concrete box culverts that meet specific criteria. These culverts are reinspected at intervals not to exceed four years.
THEREFORE, Sanborn County is desirous of participating in the Bridge Inspection Program.
The County requests SDDOT to hire Brosz Engineering (Consulting Engineers) for the inspection work. SDDOT will secure federal approvals, make payments to the Consulting Engineer for inspection services rendered, and bill the County for 20 percent of the cost. The county will be responsible for the required 20 percent matching funds.

BRICE PAULSON, BUTLER
Brice Paulson was at the meeting to present options regarding the oldest maintainer and how the county plans to move forward with the county’s current maintainers and what costs are. Extended warranty, new purchase, and lease options were all discussed.
KEVIN DEVOY, MACQUEEN EQUIPMENT
Kevin Devoy was present to discuss the costs of a new ambulance. Rick George and Aaron Fink were also present. Devoy answered all questions that the board had regarding specifications on a new rig. Devoy met with the ambulance crew prior to this meeting and all the specifications were discussed to give an exact cost to the board. Emergency Manager, Josh Starzman, is working on a FEMA grant to help defray the costs of a new ambulance.
BRENDA FAGERHAUG
Fagerhaug brought the idea to the board about reducing the speed limit on 236th Street, also known as the Twin Lakes oil, on the county highway, in the three-fourths of the mile where there are cabins. The board will do some further research, with the possibility of setting up speed strips to determine if reducing the speed limit is a necessary form of action.
JAMIE MILLER
Jamie Miller presented prices for a floor scrubber for the 4-H Building. Miller will have demos come out and make the final decision on her request. She will present the cost to the board at the March meeting.
OTHER BUSINESS BROUGHT BEFORE THE BOARD
Auditor Moody informed the board that the 2023 Annual Report has been completed, filed, and will be published in the upcoming paper.
Drainage Board minutes from January 10 were reviewed, discussed, and approved.
Emergency Manager, Josh Starzman, visited with the board regarding a tower in Artesian, and running power to it. Starzman will get quotes for electrical costs.
There being no further business before the board, motion by Larson, seconded by P. Larson, to adjourn the meeting at 12:27 p.m. Motion carried.
The next regular scheduled meeting will be held on Tuesday, March 5, 2024.
