Sanborn County Commissioners met in regular session on Tuesday, February 20, 2018, at 9:00 a.m. with Vice-Chairman S. Larson presiding. Other members present were: Ohlrogge and Blindauer.  Absent was Ebersdorfer and P. Larson. Also present was Auditor Larson. An error was noted in the minutes. The amount for Office of Child Support should have read $240.00. Motion by Ohlrogge, seconded by Blindauer, to approve the minutes as corrected.  All ayes. Motion carried

HIGHWAY

Lee Goergen, Highway Superintendent/Weed Supervisor, met with the board. Motion by Blindauer, seconded by Ohlrogge, to approve the following resolution. All ayes. Motion carried.

BRIDGE REINSPECTION PROGRAM RESOLUTION FOR USE WITH SDDOT RETAINER CONTRACTS

WHEREAS, Title 23, Section 151, United States Code and Title 23, Part 650, Subpart C, Code of Federal Regulations, requires initial inspection of all bridges and reinspection at intervals not to exceed two years with the exception of reinforced concrete box culverts that meet specific criteria. These culverts are reinspected at intervals not to exceed four years.

THEREFORE, Sanborn County is desirous of participating in the Bridge Inspection program using Bridge Replacement funds.

The County requests SDDOT to hire Brosz Engineering (Consulting Engineers) for the inspection work. SDDOT will secure federal approvals, make payments to the Consulting Engineer for inspection services rendered, and bill the County for 20 percent of the costs. The County will be responsible for the required 20 percent matching funds.

SUPPLEMENT EMERGENCY MANAGEMENT

Motion by Ohlrogge, seconded by Blindauer, to supplement the Emergency Management Budget in the amount of $96,618.50 for a grant received from Homeland Security for an emergency generator plus installation costs to run the courthouse. All ayes. Motion carried.

11:00 A.M. PASTURE RENT

Present were Richard Bechen and Tim Pearson with Josh Larson on speaker phone. This is a three-year lease starting on March 1, 2018, with payment due by March 1st of each year. Motion by Blindauer, seconded by Ohlrogge, to accept the high bid of $13,000.00 a year from Tim Pearson. All ayes. Motion carried.
