Sanborn County Commissioners met in regular session on Tuesday, August 3, at 9:00 a.m. with Chairman Jeff Ebersdorfer presiding. Present were Steve Larson, Paul Larson, Gary Blindauer and Rod Weber. Auditor Kami Moody was also present. Motion by Weber, seconded by Blindauer, to approve the minutes as presented. All ayes; motion carried.
CITIZENS INPUT
No public members were in attendance for input.
JAMES RIVER WATER
Dave Bartel, Frank Amundson, Carol Millan and Robert Braun from James River Water, Mark Snedeker, Judy Fredrichs and Karen Lambert from the Sanborn County Soil Conservation Board, Myron Sonne with the Sanborn County Zoning Board, Barb Metzinger, Jim Fridley and Billy Kelly with the Sanborn County Drainage Board, Richard Reider and Tara Weber with the City of Woonsocket, and Brian Pauly with the NRCS office were all present to discuss a grant that the Sanborn County Drainage board recently applied for with the James River Water District.
DIRECTOR OF EQUALIZATION
Motion by P. Larson, seconded by Blindauer, to enter Board of Adjustment. All ayes; motion carried.
Motion by P. Larson, seconded by Blindauer, to approve the Variance for Barry and Shelly Selland. All ayes; motion carried.
A plat was also presented for approval, with a motion by Blindauer, seconded by S. Larson, with the following resolution 2021-11:
Be it resolved by the Board of County Commissioners of Sanborn County, South Dakota, that the plat of LOT 3A, A SUBDIVISION OF LOT 3 OF BUCCANEER ACRES, IN THE EAST ½ OF THE NE ¼ OF SECTION 2, T 106 N, R 61 W OF THE 5TH P.M., SANBORN COUNTY, SOUTH DAKOTA, which has been submitted for examination pursuant to law, is hereby approved and the County Auditor is hereby authorized and directed to endorse on such plat a copy of this Resolution and certify the same.

While still in the board of adjustment, motion by Weber, seconded by Blindauer, to approve the variance for Ronda Gehrke. All ayes; motion carried.
Commissioner Ebersdorfer declared an end to Board of Adjustment.
PUDGE SHEFNER
An agreement was put in place to mine gravel from Pudge’s pit in 2022.
DON KLINKNER
Don expressed some concerns about bridges in Benedict Township.
HIGHWAY
Stacy Mendenhall, Highway Superintendent, and Sheri Kogel, Highway Administrative Assistant, met with the board.
Motion by S. Larson, seconded by Blindauer, to enter executive session for personnel matters at 11:04 a.m. Exited executive session at 11:19 a.m.
Motion by P. Larson, seconded by Blindauer, to approve the approach permit for John Christopher located on 241st Street for field purposes. All ayes; motion carried.
Motion by P. Larson, seconded by S. Larson to accept the bid from Feistner Excavating to remove bridge 56-040-027 located on 398th Ave between 222nd and 223rd Streets. All ayes; motion carried. Bids were received from Feistner Excavation for $20,000 and Todd O. Brueske Construction for $37,715.
Motion by Weber, seconded by S. Larson, to hold a special meeting on Wednesday, Sept. 8th, 2021, at 6:30 p.m. to discuss the five-year plan. All ayes; motion carried. Meeting will be held at the Courthouse in the Commissioners Room.
Motion by S. Larson, seconded by Weber, to declare the 2011 140M2 motor grader and the 2003 420D Backhoe as surplus. All ayes; motion carried.
RAVENNA TOWNSHIP
Judy Fredrichs and Kelly Olson, Ravenna Township Board members, were present to discuss some culverts within the township. More information will need to be gathered before moving forward with any decisions.
DIRECTOR OF EQUALIZATION
Penny Farris, Director of Equalization and Jeff Larson, States Attorney, were in attendance to discuss with the board the laws that will be affiliated with potential Medical Cannabis Distribution Centers within the county.
SURPLUS
Motion by Blindauer, seconded by Weber, to declare the following items as surplus: 1995 Chevy Camaro, 2005 Chevy Impala, two combination safes from the sheriff’s office, four office chairs, a glass cabinet, an eight-foot table, two two-drawer filing cabinets, and a typewriter stand. Items will be listed for sale on the Dean-Edwards online auction that starts on August 13th, 2021. All ayes; motion carried.
DRAINAGE BOARD GRANT
Motion by Weber, seconded by P. Larson, to pay the Drainage Board and Planning and Zoning Board members $60 and to no longer pay mileage for meetings. This will become effective the first meeting in 2022. All ayes; motion carried.
