MARCH 5, 2013
The Sanborn County Commissioners met in regular session on Tuesday, March 5, 2013, at 9:00 a.m. with Chairman Ebersdorfer presiding. Other members present were: P. Larson, Blindauer, Ohlrogge and S. Larson. Also present was Auditor Larson. Motion by S. Larson, seconded by P. Larson, to approve the minutes as presented. Motion carried.
Philip Hinker and Neil Senska met with the board to discuss the roads in Forestburg.
Lee Goergen, Highway Superintendent/Weed Supervisor, met with the board. By request of Goergen, motion by S. Larson, seconded by P. Larson, to approve four 10-hour work days per week for the highway department starting April 1st. Motion carried.
BID LETTING
9:30 a.m. Bid Letting – Hot/Cold Mix
Commercial Asphalt – Hot Mix $58.50 per ton if not mixing for state, then will be higher;
Asphalt Paving & Materials – Hot Mix $65.00, Cold Mix $88.00 summer, $135.00 omega winter.
Moved by S. Larson, seconded by P. Larson, to accept both bids. Motion carried.
9:45 a.m. Gravel
Michael Johnson Construction $6.00 per ton 3/4 in. crushed/ $5.20 per ton 1 in. crushed/ $4.20 per ton screened;
Darwin Ochsner $6.00 per ton 3/4 and 1 in. crushed/ $3.35 per ton screened;
R&J Gravel $5.50 per ton 1 in. crushed/$6.00 with loader.
Motion by S. Larson, seconded by Ohlrogge, to accept all bids with purchase depending on where the gravel is needed in the county. Motion carried.
10:00 a.m. Overlay Patch
Asphalt Paving & Materials Co. $124.00 per ton;
Commercial Asphalt $94.00 per ton.
Motion by P. Larson, seconded by Blindauer, to accept the low bid of Commercial Asphalt. Motion carried.
10:15 a.m. Chip Seal
The Road Guy – #1, $16,446.00 per mile, #2 and #3, $18,568.00 per mile;
McLaughlin and Schulz, Inc. – #1, $27,117.66 per mile, #2 and #3 $28,361.33 per mile;
Topkote #1, #2 and #3, $19,697.78 per mile.
Motion by Blindauer, seconded by P. Larson, to accept the low bid of the Road Guy. Motion carried.
Motion by Ohlrogge, seconded by Blindauer, to pass the following resolution effective March 11th.
SANBORN COUNTY WEIGHT LIMIT ENFORCEMENT
RESOLUTION
RESOLUTION #13-5
WHEREAS, seasonal climatic changes can be detrimental to our highways, and
WHEREAS, the Sanborn County Board of County Commissioners, desires to protect existing Sanborn County Highways, ultimately saving the tax dollars and,
WHEREAS, the Sanborn County Board of County Commissioners, desire the enforcement of weight limitations and speed limits on Sanborn County roads and bridges as set forth and posted by the Sanborn County Highway Superintendent.
NOW THEREFORE BE IT RESOLVED:
That the South Dakota Highway Patrol be and hereby is authorized and requested to enforce weight limitations and speed limits on Sanborn County roads and bridges.
BE IT FURTHER RESOLVED that the penalty for the violation of the load restrictions shall be as set forth in SDCL 32-22-55.

Aye, 5; Nay, 0.
