Kingbrook Rural Water System: Notice of Finding of No Significant Impact

AGENCY: Rural Development, USDA
ACTION: Notice of Finding of No Significant Impact.
SUMMARY: Rural Development (RD) has made a Finding of No Significant Impact (FONSI) with respect to a request for possible financing assistance to Kingbrook Rural Water System for the construction of the 2017 Improvements in Clark, Beadle, Brookings, Hamlin, Kingsbury, Lake, McCook, Miner, Minnehaha, Moody, and Sanborn counties of South Dakota.
FURTHER INFORMATION: To obtain copies of the EA and FONSI, or for further information, contact: Dana Kleinsasser, State Environmental Coordinator, at 1(605)352-1157. The EA and FONSI are also available for public review per request.
SUPPLEMENTARY INFORMATION: The proposed project consists of approximately 160 miles of pipeline, new pump stations for users on the fringes of the KBRW system, upgrades to existing booster pumping stations on core pipelines, additional source and treatment capacity, and additional water storage in the system. Alternatives considered by RD and Kingbrook Rural Water System include: No action; Alternative pipe routes (New Connections); Other reliability improvement options (Capacity and Reliability); Repurpose the Arlington Booster Station (Booster Station Upgrade); Increase production at the Bruce Water Treatment Plant (Bruce WTP Upgrade); Expand the Badger Station (Badger Station Upgrade); Replace current pumps at Badger Station (Badger Station Upgrade). The alternatives are discussed in the Kingbrook Rural Water Systems, Inc.’s. 2017 Improvements EA. RD has reviewed and approved the EA for the proposed project.
The availability of the EA for public review was first announced on or before November 28, 2017 via notice in the following newspaper(s): Miner County Pioneer (Miner County), Hamlin County Republican (Hamlin County), Arlington Sun (Kingsbury County), DeSmet News (Kingsbury County), Lake Preston Times (Kingsbury County), Volga Tribune (Brookings County), Brookings Register (Brookings County), Huron Daily Plainsman (Beadle County), Clark County Courier (Clark County), Montrose Herald (McCook County), Madison Daily Leader (Lake County), Argus Leader (Minnehaha County), Moody County Enterprise (Moody County), Sanborn Weekly Journal (Sanborn County). A 20-day comment period was announced in the newspaper notice(s). The EA was also available for public review at the USDA Rural Development office as well as Kingbrook Rural Water System office. No comments have been received.
Based on its EA, commitments made by Kingbrook Rural Water System, and public comments received, RD has concluded that the project would have no significant impact (or no impacts) to water quality, wetlands, floodplains, land use, aesthetics, transportation, or human health and safety. The proposed project will have no adverse effect on resources listed or eligible for listing on the National Register of Historic Places. The Agency has also concluded that the proposed project is not likely to affect federally listed threatened and endangered species or designated critical habitat thereof. The proposed project would not disproportionately affect minority and/or low-income populations.
No other potential significant impacts resulting from the proposed project have been identified. Therefore,  RD has determined that this FONSI fulfills its obligations under the National Environmental Policy Act, as amended (42 U.S.C. 4321 et seq.), the Council on Environmental Quality Regulations (40 CFR §§ 1500-1508), and USDA Rural Development’s Environmental Policies and Procedures (7 CFR Part 1970) for its action related to the project.
RD is satisfied that the environmental impacts of the proposed project have been adequately addressed. RD’s federal action would not result in significant impacts to the quality of the human environment, and as such it will not prepare an Environmental Impact Statement for its action related to the proposed project.

UNAPPROVED MINUTES – REGULAR MEETING HELD DECEMBER 12, 2016

The Woonsocket Board of Education met in regular session on December 12th, 2016, at 7:00 p.m. in the library/media center of the Woonsocket School. Members attending were: Jason White, Lisa Snedeker, Jodi Doering, Todd Olinger and Gary Steichen. Others attending were Superintendent Rod Weber, Paula Lynch, Carrie Gutierrez and Chris Selland. The Pledge of Allegiance was recited and the meeting was called to order at 7:00 p.m.
On a motion by Todd Olinger, seconded by Lisa Snedeker, the Board approved the meeting agenda as presented.  Motion carried.
The minutes of the regular board meeting held on November 15th, 2016, were approved as presented on a motion by Gary Steichen, seconded by Jodi Doering. Motion carried.

Chris Selland gave the financial report. Superintendent Weber updated the Board on the elementary/gymnasium heating project with design/build contractor G&R Controls. They will be presenting options at a future board meeting.
There will be a legislative meeting on December 20th at 10:00 a.m. that Mr. Weber and two Board Members will attend.
The theatre project is proceeding with the shop class and Mr. Schmiedt currently working on the stage.
There were about 12-15 students (grade 7-12) that expressed interest in a possible soccer co-op with Wessington Springs (with Sanborn Central also considering the proposal). The sport, if approved, would be held in the fall and would be a SDHSAA sanctioned sport.
The winter holiday concert will be held on Tuesday, December 13th. Principal Paula Lynch advised that the elementary students were preparing for the Christmas holiday and that things are going well.
On a motion by Gary Steichen, with a second by Todd Olinger, the Board approved the final reading of the 100 and 200 series updates for the school board policy manual. Motion carried. The athletic physical requirement was changed from annual physicals to every three years, which is an option under SDHSAA guidelines.
Motion was made by Lisa Snedeker, with a second by Jodi Doering, to approve the second reading of the 300 series updates for the school board policy manual.  Motion carried.
Motion was made by Jodi Doering, with a second by Todd Olinger, to approve extra instruction stipends of $500.00 for the first semester to: Sarah Lieber, Mitch Korbel and Dayna Rodriguez. This stipend is for taking on independent study students that need to complete/make up a class with the teacher completing this extra work during prep-time. Motion carried.
Motion was made to approve the first reading of the 400 series of updated school board policies.  The liquidated damages portion of this section was changed to increase the amounts due for breaking a contract. The new amounts will be incorporated into the 2017-2018 contracts. This motion was made by Lisa Snedeker, with a second by Jodi Doering. Motion carried.
Motion was made by Jodi Doering, with a second by Gary Steichen, to enter into executive session at 7:19 p.m. to discuss  employee/ personnel matters pursuant to SDCL #1-25-2.1 and also to complete the Superintendents evaluation and contract negotiation pursuant to SDCL #1-25-2.4.  Motion carried. The Board reconvened into regular session at 9:03 p.m.
There being no further business to come before the Board, the December 12th, 2016, regular board meeting of the Woonsocket Board of Education was adjourned at 9:04 p.m., on a motion by Gary Steichen, with a second by Jodi Doering. Motion carried.
