Letcher Town Board proceedings

October 18th, 2021

Mark Chada called the meeting to order with Angie Larson, Sean Gromer, and Angie Meier in attendance.

A motion was made by Gromer, seconded by Larson, carried, to approve the October 4th, 2021, minutes as read.

A motion was made by Larson, seconded by Gromer, carried, to approve the financials as presented.

Old Business:

Discussion was held on the water sample report and water loss report.  

Discussion was held on Trunk or Treat. This year it will be held at the ballpark on October 31st at 5:00 p.m. Then the kids will trick or treat the town.  

New Business:

Discussion was held on the water sample report.  

The senior citizens are going to start having cards again at the community center.  

The mower has been delivered.  

A motion was made by Gromer, seconded by Larson, carried, to approve liquor licenses for Buckshots and Jake’s Lounge.  

Meier has submitted paperwork for the APRA Funds. If approved the town is looking at possibly receiving $28,000-$29,000. The town would receive half in the spring and half in the fall. More paperwork will be coming later to know what these funds can be spent on.  

Discussion was held on plans the Sanborn County 4-H Blue Group would like to do in the community. The 4-H club is putting in a grant for a new flag for the Community Center. Also, they are planning to put in a new game and possibly another swing set at Rossy Park. The 4-H group has also ordered some heavy duty garbage cans to be placed at Rossy Park and for the Community Center Park. A motion was made by Larson, seconded by Gromer, to approve all plans the 4-H club is planning to do in the community.

The next board meeting will be held on November 1st, 2021, at 7:00 p.m. at the Town Office.

Sanborn County Commissioners met in regular session on Tuesday, November 2, at 9:00 a.m. with Chairman Jeff Ebersdorfer presiding. Present were Steve Larson, Paul Larson, Gary Blindauer and Rod Weber. Auditor Kami Moody was also present. Motion by Blindauer, seconded by P. Larson, to approve the minutes as presented. All ayes; motion carried. 

CITIZENS INPUT

Rodney and Beverly Spelbring, Jerry Moody, and Barry Selland were present to discuss some drainage concerns.

4-H LEADERS

Paula Linke and Andy Ettswold were present as 4-H Leaders to give an update to the board regarding the plans to move forward with the 4-H building addition. 

BUTLER 

Brice Paulson with Butler was present to answer some questions that the board had regarding purchasing a motor grater. 

HIGHWAY

Stacy Mendenhall, Highway Superintendent, and Sheri Kogel, Highway Administrative Assistant, met with the board. Culverts on County Road 06W were discussed. 

SANBORN COUNTY AMBULANCE

Aaron Fink, Neal Hiemstra, Rick George, and Elliott Ohlrogge with Sanborn County Ambulance and T&C Fire Department, and Andy Ettswold, Letcher Fire Department were all present to discuss radio options for the Ambulance, Fire Departments and Sheriff. No action was taken at this time. 

LIQUOR LICENSE

Hearing no objections, motion by P. Larson, seconded by Weber, to approve the following liquor licenses. All ayes, motion carried:

John Doren – Retail (On-Sale) Liquor and Package (Off Sale) Liquor – DBA Doren’s Bar;

Country Pumper – Retail (On-Sale) Wine – Louise Alt.

REGISTER OF DEEDS

Motion by Weber, seconded by P. Larson, to impose an hourly fee for search requests by the Register of Deeds office that require more than two (2) hours of the office’s time, per case. The hourly fee shall be $50.00 per hour commencing once the two-hour period is exceeded, by discretion of the Register of Deeds. This fee shall be in addition to any fees imposed by SDCL7-9-15(2). All ayes; motion carried.

PENNY FARRIS

Motion by S. Larson, seconded by Weber to approve the following resolution 2021-12:

Whereas it appears that the owners thereof have caused a Plat to be made of the following real property: TRACT A IN THE SW ¼ OF SECTION 2, T106N, R60W of the 5th. P.M., SANBORN COUNTY, SOUTH DAKOTA, and have submitted such plat to the County Commission of Sanborn County, South Dakota for approval. Now therefore be it resolved that such plat has been executed according to the law and same is hereby approved. The county auditor is hereby authorized and directed to endorse on such plat a copy of this resolution and certify the same. Dated this second day of November, 2021.

Roll Call Vote for approval of Resolution 2021-12 is as follows: S. Larson, aye; P. Larson, aye; Blindauer, abstained; Weber, aye; Ebersdorfer, aye.

On Friday, Nov. 5, supporters gathered at the Artesian Community Center for a Send Off Celebration for local girl Miss South Dakota Teen USA, Katie Schmit, and Miss South Dakota USA, Caroline Pettey.  These two ladies will be busy preparing in the next few weeks for their national competitions in Tulsa, Okla. There was a great turn out of people who enjoyed food, refreshments, and music by Energy Event Group. All attendees came to encourage and to wish the ladies luck. During the week of competition, the ladies will be attending events, rehearsing, and prepping for the national stage. Preliminary competition for both will be Friday, Nov. 26. Katie will be competing for Miss Teen USA with finals on Saturday, Nov. 27, while the finals for Caroline for Miss USA will be Monday, Nov. 29. Both ladies have been touched and are so appreciative of the support they have felt from everyone throughout their reigns. Broadcast details for both finals will be released later.
