Sanborn County Commissioners met in regular session on Tuesday, May 25, at 9:00 a.m. with Chairman Jeff Ebersdorfer presiding. Present were Steve Larson, Paul Larson, Gary Blindauer, and Rod Weber. Auditor Kami Moody was also present. Motion by Blindauer, seconded by P. Larson, to approve the minutes as presented. Motion carried.

Mark Snedeker was present to discuss some concerns.
HIGHWAY
Stacy Mendenhall, Highway Superintendent, and Sheri Kogel, Highway Administrative Assistant, met with the board. Weber made a motion, seconded by P. Larson, to table the Jerauld County ditch cleaning for later discussion. All ayes; motion carried.
KINGBROOK RURAL WATER
WHEREAS, KINGBROOK RURAL WATER SYSTEM, INC., a South Dakota non-profit Corporation, organized and doing business as a rural water system, under the laws and statutes of the State of South Dakota, and engaged in the distribution and sale of water did on the 26th day of April, 2021, file in the office of the County Auditor in the County of Sanborn, State of South Dakota, an Application requesting the right and franchise to construct, maintain and operate along, upon and over all of the public highways of the county, rural water pipelines for rural water purposes, for the purpose of operating a rural water system in said county, and
WHEREAS, said Application came on for hearing before the County Commissioners of Sanborn County, State of South Dakota, on the 25th day of May, 2021, at the hour of 10:00 o’clock a.m., in the Commissioners Room in the Courthouse in the City of Woonsocket, South Dakota, and it appearing that due and timely notice of said hearing having been given by mail by the County Auditor to all persons, firms and corporations owning or operating electric transmission, gas, water, telegraph or telephone lines on or along any part of the public highways and roads of the county, all in accordance with the laws and statutes of the State of South Dakota pertaining thereto, and
WHEREAS, the matter having been heard and considered by the Board of County Commissioners, and it appearing to the satisfaction of said Board that KINGBROOK RURAL WATER SYSTEM, INC., is in compliance with and willing to comply with the provisions of Chapter 31-26 SDCL and good cause appearing therefore, now therefore,
BE IT RESOLVED by the Board of County Commissioners of the County of Sanborn, State of South Dakota, that the Application of KINGBROOK RURAL WATER SYSTEM, INC., be and the same is hereby granted, and the right and franchise to construct, operate and maintain water pipelines, in, under and across county and township roads for purposes of operating a rural water system in said county, be and the same is hereby granted to said KINGBROOK RURAL WATER SYSTEM, INC., for a period of twenty (20) years from and after the date hereof; said franchise being subject to the conditions set forth in Chapter 31-26 SDCL and such further reasonable regulations as this County or the Legislature may hereafter prescribe.

SECOND READING FOR ORDINANCE 2021-1
Penny Farris, Director of Equalization, met with the board. The second reading of Ordinance #2021-1 was read, rezoning property legally described as Lots 1, 2, 3, 4, 5, 6, 7, Lot A and North View Loop, North View Addition to the City of Woonsocket, Sanborn County, South Dakota, from Ag Residential to Two Family Residential, was held. Hearing no objections, Motion by Weber, seconded by P. Larson to adopt the ordinance. Jeff Ebersdorfer – aye; Steve Larson – aye; Paul Larson – aye; Gary Blindauer – aye; Rod Weber – aye. Motion Carried.
SECOND READING FOR ORDINANCE 2021-2
Karen Krueger, Treasurer, met with the board. The second reading of Ordinance #2021-2 was read, regarding Sanborn County Abandoned Vehicles. Hearing no objections, Motion by S. Larson, seconded by Blindauer, to adopt the ordinance. Jeff Ebersdorfer – aye; Steve Larson – aye; Paul Larson – aye; Gary Blindauer – aye; Rod Weber – aye. Motion Carried.

John Olinger was present to discuss some concerns regarding a county road and proper draining.
AARON FINK, AMBULANCE
Aaron Fink, Neal Hiemstra and Richard George were present to discuss potential plans for the radio system. More research will be done and brought before the board at a later date.
JEFF LARSON, STATES ATTORNEY
The board requested Jeff be present to discuss some ongoing legalities.
AUDRA SCHEEL, EXTENSION OFFICE
Audra Scheel was present to update the board on some purchases that she plans to make that are calculated into the budget.
