The regular meeting of the Woonsocket City Council was called to order by Mayor Richard Reider at 7:00 p.m. Monday, May 10, 2021, with the following members present: Darin Kilcoin, Arin Boschee, John Baysinger, Derek Foos and Joel Rassel. Garret Foos was absent. Elliot Ohlrogge was also present.
Motion by D. Foos, seconded by Boschee, to approve the agenda. Motion carried.
Motion by Rassel, seconded by D. Foos, to approve the April 12, 2021, minutes. Motion carried.
Motion by Boschee, seconded by Kilcoin, to approve the Financial Report. Motion carried.

OLD BUSINESS
Motion by Kilcoin, seconded by Boschee, to hire Christian Ellendorf as the City Attorney at $175.00 per hour. Motion carried.
The council discussed the new development. Lonnie Kuper met with the Council to discuss the property lines. The City right away is 60 feet, but the road will only be 24 feet. The City will agree to put Lonnie’s fence up on his property line.
The council discussed streets. Richard Jensen will get ahold of Clark Paving to get a quote for patch work and paving of two blocks.
The water break at Neil Hiemstra’s shed has been fixed.
Gay Swenson met with the council concerned about the number of abandoned cars in town. The council agreed to follow the legal process once the City Attorney advises on what is legal.
The council discussed the projects that need to get completed at the parks.
NEW BUSINESS
The Council would like to thank Garret Foos for all his years as a City Councilmember.
Darin Kilcoin, having been nominated to office, took his oath of office, and was seated as Councilmember Ward I for two years.
Joel Rassel, having been nominated to office, took his oath of office, and was seated as Councilmember Ward II for two years.
Derek Foos, having been nominated to office, took his oath of office, and was seated as Councilmember Ward III for two years.
Elliot Ohlrogge, having been nominated to office, took his oath of office, and was seated as Councilmember Ward III for one year.
Mayor Reider announced the following person heretofore appointed to their respective offices without being required to re-qualify as follow: City Attorney, Christian Ellendorf; Finance Officer, Tara Weber; Cemetery Sexton, Marc Olson; Librarian, Bev Dunn; Water, Sewer, Streets and Maintenance, Richard Reider and John Ames; Dumpground Caretaker, Lisa Blew; Official Newspaper, Sanborn Weekly Journal; Official Depository, First National Bank of Omaha and Dakotaland Federal Credit Union.
Nominations were held for President of the Council. Motion by Kilcoin, seconded by Boschee to nominate Joel Rassel. With no other nominations, motion by Kilcoin, seconded by Boschee, to cast unanimous ballot. Motion carried.
Nominations were held for Vice President of the Council. Motion by Rassel, seconded by D. Foos to nominate Darin Kilcoin. With no other nominations, motion by Rassel, seconded by D. Foos, to cast unanimous ballot. Motion carried.
Mayor Reider present the committee appointments.
The Council discussed the City-Wide Clean Up scheduled for May 20th.
Council discussed summer help. Hayden Beigh will be hired to mow.
As recommended by the South Dakota Municipal League, the Council discussed a Temporary Ordinance regarding the issuance of local medical cannabis establishments. The first reading will be held at the June 14th meeting.
Motion by Ohlrogge, seconded by Kilcoin to approve a proclamation to name May 12, 2021, as Lynn Klaas, Cathy Hegg and Rosemarie Delvaux Day, in appreciation of all their years of service to the Wooonsocket School.
The Council discussed the Brownfield Site Project presented by Planning District III. Rassel will work with Fred moving forward on this project.
Motion by Rassel, seconded by Kilcoin, to wave the $500.00 permit fee to the Woonsocket School District for the removal of Viola Goergen’s house from city limits. Motion carried.
With no further business to be discussed, motion by Boschee, seconded by Ohlrogge, to adjourn the meeting. The meeting was adjourned at 9:25 p.m.
