Sanborn County Commissioners met in regular session on Tuesday, May 2, 2023, at 9:00 a.m., with Chairman Jeff Ebersdorfer presiding. Present were Steve Larson, Paul Larson, Gary Blindauer, and Duane Peterson. Auditor Kami Moody was also present. 

Motion by Peterson, seconded by P. Larson, to approve the minutes from the April 18 meeting, as presented. Motion carried.  

Hayden Beigh, Jeslynn Moody, Acayia Schulz, Bella Fry, Blake Howard, Carver Lindsey, Camden Jost, Bailey Feistner, Michaela Hensler, Natalie Evans, Westin Hagman, Tristan Jensen, Kailynn Eggleston, Sierra Cernik, Brody Miiller, and Hannah Terkildsen, all members of the Woonsocket High School Senior Class, and their government teacher, Mrs. Emily Henriksen, were present to observe the proceedings for county government. 

CITIZEN INPUT 

Dave Lammey was present with concerns about load limits on County Road 9-0, known as 397th street. 

HIGHWAY

Stacy Mendenhall, Highway Superintendent, met with the board. Discussion was held on having the fuel tanks cleaned. They have not been cleaned since they were installed; all agreed that the tanks need to be cleaned. Gravel is being hauled on county roads. Discussion was held on landowners ditching water in the county ditch lines. Stacy will visit with landowners. 

BURN BAN – RESOLUTION 2023-9

Motion by P. Larson, seconded by S. Larson, to accept Resolution 2023-9 to enforce a Sanborn County Burn Ban.

RESOLUTION 2022-4

DECLARE A FIRE DANGER EMERGENCY IN SANBORN COUNTY AND TO PROHIBIT OPEN BURNING

WHEREAS, the Sanborn County Board of Commissioners, pursuant to SDCL 7-18A-8, is authorized to adopt emergency measures for the preservation of the public peace and safety, and

WHEREAS, the Sanborn County Board of Commissioners has determined that because of extremely dry conditions a fire danger emergency now exists within Sanborn County, now,

THEREFORE, BE IT RESOLVED by the Sanborn County Board of Commissioners that a “FIRE DANGER EMERGENCY” be declared and that all open burning of any substance shall be prohibited within Sanborn County, excluding incorporated municipalities, until rescinded by the Sanborn County Commission,

IT IS FURTHER RESOLVED that pursuant to SDCL 7-18A-2 and SDCL 22-6-2(2) the penalty for violating this resolution shall include a fine not to exceed five hundred dollars for each violation.

PENNY FARRIS, DIRECTOR OF EQUALIZATION

Penny had discussions with the board about the FEMA maps. GIS assistance prices will increase for next year’s coverage. The new hire will need to attend schooling in October. The Commissioners will register the person now and will enter a name when the name is known. 

GREG HENDERSON AND LORI COWMAN, DISTRICT III

Greg and Lori gave a yearly update to the board regarding what District III offers and how Sanborn County had benefited from their presence in hopes that Sanborn County can utilize District III even more than we already do. They offer loans for Governor’s housing, Meat and Poultry Processors Loan Funding, and much more. More information can be obtained from the Auditor’s office.

On Thursday, May 4, the students in music at Woonsocket School performed their spring concert for a full gym of family and friends. The night started with the instrumental portion of the program. The fifth-grade band went first, playing “Frere Jacques” and “Lightly Row.” The sixth-seventh grade band followed with two pieces of their own, “Cowboy Cattle Drive” and “Cardiff Castle.” The eighth through 12th grade band students finished the first half of the show with three beautifully played pieces entitled, “Mask of the Red Death,” “Jurassic Park” and “Knights of Destiny.” The band was directed by Mrs. Sandy Selland.

For the second half of the concert, the choir students in grades seven through 12 started by singing “Life is a Highway” and “Take Me Home, Country Roads.” They were followed by the third through sixth grade students, who performed “You’ve Got a Friend in Me” and “Count on Me.” The final group to perform were the PreK through second graders, and they sang their hearts out to “Take Me Out to the Ballgame” and “I Love a Baseball Game.” The PreK through 12th grade choir students are taught by Mrs. Jenny Easton.

The Woonsocket and Sanborn Central schools share instructors for band and choir, so the song lineup is the same, but both schools put their own twist on things, so it’s not the same concert at both places. All the students do a wonderful job, and it’s especially delightful to see those students who enjoy music, as it is something they can use and practice their entire lives.

SCW tracksters continue on the right path

Jeff Boschee breaks SCW record

On Tuesday, May 2, the  SCW Blackhawks track team made the trek to Freeman for the Don Diede Relays. Although it was late before they returned home, several tracksters felt it was worth the long day of competition, as many came home with top eight placings, and some beat their own personal record at the meet.

For the boys, Hayden Beigh placed fourth in the 400M dash, while Carter Hitchcock placed fifth, and Jeff Boschee came in at eighth place. Payton Uecker placed seventh in the 800M run. Tyson Eddy brought home third place in the 300M hurdles, and Cody Slykhuis finished in eighth in the same event. The 4X800M relay team of Sam Baruth, Hitchcock, McCoy Schulz and Uecker came in fourth place, and the medley relay team of Eddy, Slykhuis, Beigh and Schulz ended in seventh place. 

In field events, Toby Kneen threw the discus for a seventh-place finish. Boschee won the high jump competition with a Blackhawk record breaking leap of 6 feet and 4.25 inches, and he finished in third place in the long jump and fourth place in triple jump. Slykhuis brought home second place in the triple jump. 

For the girls, Lizzy Boschee came in eighth in the 200M dash, and she finished third in both the 100M and 300M hurdles. The 4X200M relay team of Kali Hofer, Jayda Hohn, Kam Ochsner and Kenna Ochsner brought home an eighth-place finish. The 4X800M relay team of Jaycee Baruth, Addy Baruth, Kali Hofer and Ellie Hofer finished in fifth place.

For field events, Hannah Terkildsen jumped to a second-place finish in high jump, while Aubrey Senska ended the meet in eighth place in the same event. Lizzy Boschee placed in her fourth event of the meet with a sixth-place finish in the long jump.

On Saturday, May 6, Jeff and Lizzy Boschee both competed at the Howard Wood Relays in Sioux Falls. Jeff tied for third place across all three classes in the high jump. Lizzy ran strong in both the 100M and the 300M hurdles, but she didn’t make it out of the preliminaries.

The Blackhawks competed at the 281 Conference meet in Huron on Tuesday, May 9, and are at the Buck Timmons Memorial Track Meet in Parkston today (Thursday).  They then go to Alexandria for the Hanson Invitational on Monday, May 15.
