The City of Artesian Council met on October 10, 2023, in regular session at the Artesian Community Center. Council Member Travis King called the meeting to order with Council Members Candi Danek and Michael Salathe and Finance Officer MaKenna Hertel present. Also present were Tom Fridley, Kaleigh Zoss, Lori Funk, and Shilo Peer.

Public Participation: Peer inquired on letters to be sent out for nuisance property. Peer also inquired on how big a sign can be.  Motion by Danek, seconded by Salathe, to have Shilo Peer restructure the picnic table cover legs to make it sturdy. Upon roll call vote: Danek – aye, Salathe – aye, and King – aye, motion carried.

Motion by Salathe, seconded by Danek, to approve the agenda. Motion carried. Motion by Danek, seconded by Salathe, to approve the minutes of September 9th, 2023, meeting, financial reports and vouchers as presented; motion carried.

Motion by Salathe, seconded by Danek, to approve the 2024 on-off sale liquor licenses for the Longbranch Bar. Motion carried. Board members reviewed the City exempt property. 

There being no further business brought before the council, motion by Salathe, seconded by Danek, to adjourn; motion carried.

AN ORDINANCE TO ESTABLISH 

SEWER USER FEES FOR THOSE USERS SO DEFINED.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WOONSOCKET, SOUTH DAKOTA:

Section 2 Rates

Residential Rate: Monthly – $15.00 per connection plus an additional cost of $4.00 per 1,000 gallons of water used for all amounts in excess of 2,500 gallons. For residential customers, the charge for the 12-month period beginning January 1, 2024 will be based on the average consumption of water during the following months: January, February, March, April, May, October, November and December.

Commercial/Industrial Rate:  Monthly – $15.00 per connection plus an additional cost of $4.00 per 1,000 gallons of water used for all amounts in excess of 2,500 gallons.  Commercial and institutional users discharging average strength wastewater shall be billed monthly based upon meter water useage.

Commercial/Industrial users who use their own water supply shall install a water meter, to be furnished by the City of Woonsocket, to determine the amount of water usage within the establishment. The City of Woonsocket shall have the right to enter the premises on a regular basis to take readings from the meter so installed.

Rates Outside City Limits:  Monthly $31.00 per connection plus an additional cost of $4.00 per 1,000 gallons of water used for all amounts in excess of 2,500 gallons. For residential customers, the charge for the 12-month period beginning January 1, 2024, will be based on the average consumption of water during the following months; January, February, March, April, May, October, November and December.

Rates for Well Water Houses:  Monthly – $22.00 per connection. 

This ordinance shall take effect January 1, 2024, and be enforced from and after its passage, approval and publication.

AMENDING SECTION 1 

RELATING TO WATER RATES.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WOONSOCKET, SOUTH DAKOTA:

That Section 1 of Ordinance No. 93-32 shall be amended to read as follows, to-wit:

Section 1. That the minimum monthly charge to water users effective January 1, 2024, shall be increased to $26.00. That the gallonages shall be as follows;

For the first 2,500 gallons, there will be a $26.00 minimum.

Subsequently, there will be a charge of $5.00 for the next 1,000 gallons, and $4.00 for every 1,000 gallons up to 40,000 gallons, chargeable in increments of 500 gallons.

Further, the monthly minimum charge established here in shall be made on City water service provided, whether or not the customer makes use of City water.

This Ordinance shall take effect and be enforced from and after its passage, approval and publication.

Section 2. That the minimum monthly charge to water users outside the city limits effective January 1, 2024, shall be $36.00. That the gallonages shall be as follows:

For the first 2,500 gallons, there will be a $36.00 minimum.

Subsequently, there will be a $5.00 per 1,000 gallons, above the 2,500 minimum, up to 40,000 gallons, chargeable in increments of 500 gallons.

Further, the monthly minimum charge established herein shall be made on City water service provided, whether or not the customer makes use of City water. 

This Ordinance shall take effect January 1, 2024, and be enforced from and after its passage, approval and publication.
