The regular meeting of the Woonsocket City Council was called to order by Mayor, Richard Reider, at 7:00 p.m., Monday, October 1, 2018, with the following members present: Darin Kilcoin, Derek Foos, Garret Foos, Arin Boschee, Brandon Goergen and Joel Rassel.

Motion by Goergen, seconded by Rassel, to approve the agenda. Motion carried.

Kenny Anderson met with the council to discuss the siren. 

The Council discussed the Abandoned Cars Ordinance. Rassel is looking into some different wording. It was noted that several residents that received letters have worked at moving or licensing their vehicles. April 1st deadline was given to reevaluate. 

Motion by Rassel, seconded by D. Foos, to approve the minutes. Motion carried.

The Financial Statement discussion was tabled.

OLD BUSINESS

The Council discussed the campground. A special meeting was set for October 15, 2018, at 7:00 p.m. to open bids.

The Council discussed the proposal for baskets for the lift station. Motion by Goergen, seconded by Boschee, to approve the purchase of two baskets for $3,775.76.

The Council discussed the Tax Incentive for new construction. A resolution was approved by the Sanborn County Commissioners, so it will continue to be handled in the same way as previous years.

NEW BUSINESS

House numbers were discussed. Weber will run a box ad in the paper requesting all houses are labeled.

Motion by Rassel, seconded by Goergen, to approve the Concrete Crusher to crush 3,000 tons. Motion carried.

The Council discussed the audit. Motion by D. Foos, seconded by Rassel to approve to get a debit card for purchases made where checks are no longer allowed. Motion carried.

Motion by Rassel, seconded by Boschee, to have the first reading of Water Rates Ordinance. Rates will be increased by $1.00 starting January 1, 2019.

The Council discussed winter hours for the Maintenance Shop. Winter hours will be from 8:00 a.m. – 4:30 p.m., Monday through Friday, starting November 1, 2019. 

Other items that were discussed included the building at the elk lots will be used as a training burn for the fire department, the mason building lawsuit, fall decorations on Dumont Avenue and the shop worklist.

With no further business to be discussed, motion by D. Foos, seconded by Goergen, to adjourn the meeting. The meeting was adjourned at 9:35 p.m..
